Recognizing that discipline is strength, units in Hanoi continue to link the study and emulation of President Ho Chi Minh's ideology with the implementation of Directive No. 24-CT/TU of the Standing Committee of the City Party Committee on "Strengthening discipline, order, and responsibility in handling work within the city's political system." At the same time, they are addressing the tendency to shirk responsibility, avoid accountability, and fear of responsibility among some officials and civil servants, creating a synergy that further strengthens the innovation of leadership methods.
Looking back at 2024, a significant year in the implementation of the Resolution of the 17th Congress of the Hanoi City Party Committee, many experts have noted that Hanoi City has performed very well in many aspects, with a large volume of work and new initiatives effectively implemented in a spirit of innovation and creativity, creating not only outstanding breakthroughs in socio -economic development and urban appearance, but also innovation in the operation of the political system.
In particular, with a spirit of innovation, the city has undertaken many important strategic and long-term tasks, creating a foundation for the development of the capital in the coming period. These include the rapid implementation of the 2024 Law on the Capital City; the fulfillment of tasks set out after the adjustment of the General Planning for the Construction of the Capital City until 2045, with a vision to 2065; and the approval of the Hanoi Capital City Planning project for the period 2021-2030, with a vision to 2050. These are crucial steps in realizing the vision and aspirations for the development of the capital city in a new phase of development.
Use effectiveness as the benchmark.
Hanoi has entered 2025, a crucial year for the city to successfully implement the Resolution of the 17th Party Congress with a consistent spirit of innovation, creativity, bold thinking, bold action, and bold responsibility. This will contribute to realizing higher and more ambitious goals, enabling Hanoi to develop rapidly and sustainably, becoming a "green, smart, and modern" city, dynamically and efficiently developing, and possessing regional and international competitiveness.
In particular, from the very beginning of 2025, Party committees and units at all levels, from the city to the grassroots, have been actively involved in implementing the main targets set, especially promoting important areas such as attracting investment, digital transformation and innovation, accelerating the progress of key projects, stimulating consumer demand, developing tourism, and promoting new growth drivers… in order to successfully achieve the GRDP growth target of 8% or higher in 2025.
Unlocking and effectively utilizing public investment resources: developing a schedule and disbursement plan for each month and each project from the beginning of the year, striving to disburse over 95% of the 2025 public investment plan. Simultaneously, strongly reforming administrative procedures, improving the investment and business environment; removing bottlenecks and obstacles, promoting production and business; improving the ranking of provincial competitiveness indicators and other important indicators reflecting governance capacity and administrative reform…
2025 marks the fifth consecutive year that Hanoi has implemented the theme of "Discipline, Action, Creativity, and Development." The five elements of this theme are also the five main characteristics of Hanoi's leadership style; along with increased decentralization and delegation of authority in each sector and field.
At the same time, with the perspective of linking the study and emulation of Ho Chi Minh's ideology, ethics, and style with the performance of political and professional tasks, units in Hanoi continue to identify breakthrough areas in building and strictly implementing regulations and working procedures, and enhancing individual awareness and responsibility.
With specific and practical action programs, units and localities will continue to promote the study and emulation of President Ho Chi Minh's ideology with many new, creative, and flexible approaches. This will foster decisive action; breakthroughs and innovations in thinking and methods for implementing political tasks at the local level; and better serve the needs of the people and the city's further development in the future.
