Focus on effectively implementing the 2024 Land Law.

On the afternoon of March 6th, under the chairmanship of Comrade Dang Quoc Khanh, Member of the Central Committee of the Party and Minister of Natural Resources and Environment, the Ministry of Natural Resources and Environment held a nationwide online conference to implement the 2024 Land Law.

Attending the conference at the Thanh Hoa provincial branch were Comrade Le Duc Giang, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, along with representatives from various functional departments and agencies. The conference was also connected online to districts, towns, and cities throughout the province.

At the conference, delegates heard a presentation from representatives of the Ministry of Natural Resources and Environment on some basic contents and outstanding new points of the 2024 Land Law. Accordingly, the law consists of 16 chapters and 260 articles, an increase of 2 chapters compared to the 2013 Land Law. This includes the addition of a chapter on land fund development and a separate chapter on land acquisition, requisition, compensation, and resettlement support when the State acquires land.

The amended law revises 180 out of 212 articles of the 2013 Land Law and adds 78 new articles; it also repeals 30 articles. With these amendments and additions, the law concretizes the viewpoints and policies of the Party as outlined in the Resolution of the 13th National Congress and Resolution No. 18-NQ/TW dated June 16, 2022, of the 13th Central Committee of the Party on continuing to innovate and improve institutions and policies, enhancing the effectiveness and efficiency of land management and use, and creating momentum to transform Vietnam into a high-income developed country.

The 2024 Land Law contains many new and important provisions related to land use planning and plans; land acquisition, compensation, and resettlement support; land allocation, land leasing, and land use conversion; decentralization and delegation of authority; and basic survey issues, among others.

During the conference, delegates highly appreciated the involvement of all levels and sectors in drafting, amending, and promulgating the 2024 Land Law. They also expressed their hope that relevant agencies would continue to advise on and issue circulars and guidelines to implement the law effectively.

The delegates also expressed the determination of the Party committees and authorities in directing, managing, and effectively implementing the 2024 Land Law, contributing to promoting local socio -economic development and national development.

Speaking at the conference, Minister of Natural Resources and Environment Dang Quoc Khanh emphasized the importance of the 2024 Land Law; and also stated that the Ministry of Natural Resources and Environment is urgently advising on the development of decrees and circulars guiding the implementation of the Law.

The Minister of Natural Resources and Environment expressed his hope that relevant ministries, agencies, and localities would actively participate and immediately implement the assigned tasks, quickly bringing the law into practice to ensure the rights of the State and citizens, and meeting the requirements of national development.

To effectively implement the 2024 Land Law, along with disseminating and publicizing the 2024 Land Law to organizations, units, and all levels of the population, Minister Dang Quoc Khanh requested localities to pay attention to building land price tables; reviewing and effectively implementing land use planning and plans; building land databases; and focusing on resolving outstanding issues in granting land use right certificates to organizations and individuals...
