Over 3,100 violations were processed, many of which showed signs of criminal activity.
According to the Department of Domestic Market Management and Development ( Ministry of Industry and Trade ), immediately after the Prime Minister launched the peak month for combating smuggling, trade fraud, counterfeit goods, and intellectual property infringement (from May 15 to June 15), the Department directed market management forces nationwide to simultaneously implement inspection and handling plans, with the goal of maintaining market discipline, protecting legitimate businesses, and safeguarding consumer rights.
According to statistics, after one month of implementing the intensified campaign against smuggling, trade fraud, counterfeit goods, and intellectual property infringement in accordance with Prime Minister's Directive No. 65/CĐ-TTg dated May 15, 2025, market management forces nationwide inspected 3,891 cases, detecting and handling 3,114 violations.
Of that amount, administrative fines exceeded 32 billion VND, confiscated goods were worth nearly 31 billion VND, and nearly 36 billion VND has been collected and remitted to the state budget. Notably, 26 cases with signs of criminal activity have been transferred to the investigative agency, a 50% increase compared to the same period last year.
"Analysis of the violation structure shows that counterfeit goods and intellectual property infringement accounted for the largest proportion with 1,580 cases – equivalent to 52% of the total number of cases, with fines exceeding 16 billion VND. Next were 648 smuggling cases, accounting for over 21%, with fines exceeding 6 billion VND," a representative from the Department of Domestic Market Management and Development stated.
Notably, during the peak period, many prominent cases were detected and handled promptly. In particular, the inspection of four cosmetics establishments in Hanoi on June 9th uncovered 3,500 smuggled products of unknown origin, demonstrating the complex and sophisticated nature of mixing counterfeit goods with legitimate products.
For example, the seizure of over 500 counterfeit luxury brand products in downtown Da Nang on May 20th; the case of a counterfeit sock manufacturing facility in La Phu, Hoai Duc district (Hanoi) on May 26th; and the inspection of Saigon Square shopping mall in Ho Chi Minh City on May 29th, which resulted in the seizure of thousands of counterfeit products of famous brands.

We will implement many strong, synchronized, and flexible solutions.
The Department of Domestic Market Management and Development stated that in many localities, inter-agency coordination has clearly demonstrated its leading role in improving the effectiveness of the fight against crime.
For example, in Kien Giang, market management forces and the police discovered more than 700 smuggled fashion products with signs of counterfeiting, worth over 210 million VND; or in Ninh Binh, thousands of shoes, children's clothing, and other products of unknown origin were seized with the cooperation of cybersecurity forces.
During this peak period, special product groups such as medicines and dietary supplements are also being closely monitored. Specifically for these products, from 2021 to the present, market management forces have handled nearly 1,000 cases, including 783 cases related to milk.
In the coming period, the Department of Domestic Market Management and Development will continue to direct market supervision through digital technology, interconnected data, and the improvement of legal mechanisms suitable to the characteristics of modern commerce, especially e-commerce.
Thematic inspections targeting counterfeit goods and intellectual property infringement will continue to be implemented, alongside awareness campaigns and the signing of commitments with organizations and individuals doing business on digital platforms to enhance legal compliance awareness.
