Previously, a teacher at Phan Ngoc Hien High School sent a complaint about many issues related to management, revenue and expenditure, investment in facilities, emulation and rewards, and other activities at this school.

In particular, Mr. NCN was accused of receiving money to influence student NTĐ.K (a student in class 11C5, of which Mr. N. was the homeroom teacher for the 2022-2023 school year) to move up to the next grade with an amount of 7 million VND. The school then transferred the case to the investigation agency, requesting verification of Mr. N's violation.

On December 29, 2024, the Investigation Police Agency of Nam Can District Police received an official dispatch from Phan Ngoc Hien High School regarding the transfer of the case file for consideration of violations against Mr. NCN. One day later (December 30, 2024), the Investigation Police Agency of Nam Can District Police sent a reply to Phan Ngoc Hien High School.

The reply document stated that, through studying the records, it was found that at the end of the 2022-2023 school year, Mr. NCN arbitrarily organized extra literature lessons for student NTĐ.K, of whom he was the homeroom teacher, with the consent of student K's parents. Therefore, there is no basis to determine that Mr. NCN took advantage of his assigned expertise and profession to coerce or receive money from parents to inflate the re-exam scores or improve K's conduct, so there is no sign of a crime.

But later, Mr. NCN was disciplined and reprimanded for accepting money to tutor students for retaking exams at an unreasonable price, causing bad public opinion and affecting the reputation of the school's teaching staff, individuals and colleagues.

Mr. Do Van De, Principal of Phan Ngoc Hien High School, explained the reason for disciplining Mr. NCN because the tutoring fee was unreasonable. Specifically, the average fee at the school was 1-2 million VND, but Mr. N. charged 6-7 million VND.

Mr. De believes that this is the reason for the bad public opinion about the school, even though the fee was agreed upon between the parents and the teacher. Mr. De added: "The disciplined teacher was upset and returned the money, he didn't take anything... It's just that the public opinion was stirred up, so he was disciplined and reprimanded...".
