The implementation of the Product Traceability Scheme is still slow
Questioning the Minister, delegate La Thanh Tan (Hai Phong delegation) said that the implementation of the Project on Traceability of products and goods is still slow, there is no specific guiding document, no database for traceability, etc.
Answering a question from delegate La Thanh Tan, Minister of Science and Technology said that the Project on Traceability of Goods Products was decided by the Prime Minister to be issued in 2009. The Ministry of Science and Technology has coordinated with ministries and sectors to urgently deploy and develop 20 traceability criteria, completing the investment in a traceability portal. Ministries and branches: Agriculture, Health, Industry and Trade have implemented the project, focusing on disseminating the content of traceability activities in the industry, building a traceability information system according to their competence.
However, the Minister also said that, in putting the Traceability Portal into operation, the Ministry is currently focusing on completing it in the coming months and putting this Traceability Portal into operation.
Minister Huynh Thanh Dat also stated that the Ministry has developed a Circular on management of product and goods traceability, and regulations on labeling of some mandatory contents by electronic means to support traceability activities. The Ministry has also coordinated with the Ministry of Finance to issue a Circular on the financial mechanism to implement this project and officially operate the product and goods traceability portal.
Speaking at the question-and-answer session, delegate Dieu Huynh Sang (Binh Phuoc delegation) said that the establishment of funds in the field of science and technology is aimed at attracting investment resources from the society for science and technology activities. However, over the past time, these funds still operate mainly from the state budget. The delegate also said that the current regulations on the deduction, establishment and use of these funds still have many shortcomings and lack of synchronization. The delegate suggested that the Minister should evaluate and clarify this issue in order to have a solution for better implementation in the coming time.
In this regard, the Minister said that there are still many difficulties and inadequacies in the financial mechanism for settlement of science and technology tasks as well as the spending mechanism of science and technology funds. The Ministry of Science and Technology will absorb the comments and work with the Ministry of Finance to continue researching and amending to solve the problem.

Responding to a question about spending on development investment for science and technology in localities, Minister Huynh Thanh Dat said that the exact number could not be determined. Therefore, it is necessary to amend the current regulations to have a basis for policy-making development in this area.
Regarding the development of the science and technology market, the Minister emphasized that there is still a lack of intermediary organizations to connect the supply and demand sides of technology. Besides, the difficulties in implementing mechanisms and policies should not encourage the transfer of science and technology into life.
Minister Huynh Thanh Dat stated that, at present, the Ministry of Science and Technology is implementing national science and technology programs to improve the research capacity of institutes and universities, and the technology absorption capacity of enterprises; strengthen the capacity of national technology exchanges in depth.
At the same time, it is necessary to boldly give ownership and right to use research results to institutes, universities and research organizations to encourage scientists to organize research to transfer and apply research results into practice.
Regarding policies to attract and utilize talents in technology, the Minister affirmed that the key point is to select and use them according to professional qualifications, not being bound by administrative regulations, conditions and standards. At the same time, give active rights to researchers.
As for the establishment of innovation startup support centers, according to the Minister, this is a new model, it takes time to review and evaluate the effectiveness of the national innovation center before continuing to replicate the establishment of other localities.
