Thanh Hoa province has 213.6km of land border with Hua Phan province (Lao People's Democratic Republic), including 146 villages, hamlets, and neighborhoods in 16 communes and towns across 5 border districts. As the core force in managing and protecting national territorial sovereignty and border security, the Party Committee and the Border Guard Command of Thanh Hoa province have issued resolutions and plans to lead and direct units to effectively implement propaganda and mobilization efforts to encourage people to participate in building and protecting the border. This has fostered the role of the entire political system and all segments of the population in building a strong people's border defense system.
With the motto "3 close ties, 4 together" (close ties to the unit, close ties to the locality, close ties to policies and guidelines; eating together, living together, working together, and speaking the local language together), the border guard force of the province has effectively carried out the task of building and consolidating a strong and comprehensive grassroots political system; promptly rescuing and assisting people in overcoming the consequences of natural disasters; implementing plans to ensure security and order, and effectively combating various types of crime. Along with this, they have launched the movement "All citizens participate in protecting national territorial sovereignty and border security in the new situation". In addition, the provincial border guard force has also effectively implemented programs and projects for socio-economic development, poverty alleviation, thereby contributing to improving the material and spiritual lives of the people in the areas where they are stationed.
Through their close involvement with local communities, the border guards' flexible methods of propaganda and mobilization have encouraged many households to boldly diversify their crops and livestock to achieve higher incomes, leading to a more stable life. For example, the family of Mr. Ha Van Du, in Lat village, Tam Chung commune (Muong Lat district), received hands-on support from the Tam Chung Border Guard Post to develop a livestock and crop farming model on 1.5 hectares of hilly forest land. The Tam Chung Border Guard Post also provided breeding cows, native duck breeds, mobilized labor to improve the garden, dig ponds for fish farming, and combine it with raising chickens and ducks. To date, Mr. Du's family has escaped poverty, their lives are increasingly stable, and their economic model generates an income of 70 to 80 million VND per year.
The above is just one of many economic models implemented by the people with the support of the Border Guard, helping them change their mindset and approach to improve their lives and achieve stability. In addition to supporting the people in adopting economic models, the provincial Border Guard also implements many emulation movements and campaigns launched by the Central Government, the province, and the Fatherland Front. Typical examples include the "Border Guard joins hands in building new rural areas and civilized urban areas" movement; the "Helping children go to school - Children adopted by border guard posts" program; "Accompanying women in border areas"; "Spring in border areas: warming the hearts of the people"; "Shelter for the poor in border areas"; the "Supporting livestock for the poor in border areas" program; the "High-yield cassava cultivation" model; "Concentrated cattle breeding"; "Border area lessons", "Warm porridge of love", "Literacy eradication", "Border Guard joins hands for the poor - Leaving no one behind"...
The meaningful and practical actions of the Provincial Border Guard have strengthened the people's trust in the Party's leadership, fostering national unity to jointly protect territorial sovereignty, border security, and build a strong border region. This has led to the emergence of many effective models and practices in people's lives. These include the "Border Alarm Bell" model, the "Border Guard Loudspeaker" model, the "Youth Shock Troops Protecting the Border" model, the "Border Construction Self-Management Team" model, and the "Community Participation in Self-Management of Border Lines, National Boundary Markers, and Maintaining Security and Order in Border Villages and Hamlets" model. Through these self-management models, one collective, 54 households, and 104 individuals have participated in self-managing 213.6 km of border lines and 90 national boundary markers. 497 village-level security and order self-governing groups/1,625 members... From 2024 to the present, the people have provided the provincial border guard force with nearly 2,000 pieces of information, including hundreds of valuable pieces of information serving border protection, crime prevention, and handling of legal violations. Organizations and individuals managing border areas and boundary markers have cleared 2,110km of visibility roads, patrol roads, and roads leading to national border markers to serve border management and protection...
Colonel Hoang Van Hung, Political Commissar of the Thanh Hoa Provincial Border Guard Command, stated: Practical experience has proven that "the people's support" is a crucial factor in forming the political, military, national defense, and security strength to firmly protect national sovereignty and border security. To build a solid "people's support," one of the decisive factors is to promote socio-economic development, continuously improve the material and spiritual lives of the people in border areas, and ensure they have increasingly prosperous and happy lives. Only then will the people in border areas have absolute trust in the leadership of the Party and the administration of all levels of government, creating a solid foundation for the cause of national defense.
