Bim Son Town: United in the pursuit of digital transformation.

(Baothanhhoa.vn) - As the first district-level unit in the province to complete the digital transformation criteria, localities in Bim Son town have been striving to implement the "Digital Literacy Movement" launched by the Prime Minister, aiming to promote the development of the digital economy and digital society, contributing to improving the quality of life for people in the era of national progress.

In the spirit of a revolutionary, all-encompassing, and inclusive approach to digital transformation, ensuring no one is left behind, Bim Son town has made significant efforts in directing and supervising the implementation of digital transformation criteria. The development of databases, forming the foundation for digital government, has been implemented synchronously and effectively. To date, over 99% of the town's population has been issued chip-embedded citizen identification cards (the remainder are mainly local citizens working away from home), over 96% of residents have activated level 2 electronic identification codes, and over 95% of residents have electronic health records. Online public services are increasingly being implemented effectively and extensively, with 238 partially and fully online public services serving organizations and individuals to carry out administrative procedures quickly and conveniently. In addition, 100% of political and social organizations at all levels in the town have implemented directives, management, work processing, and document exchange in an electronic environment; 100% of leaders, officials, and civil servants at all levels have implemented directives, management, work processing, and digital signatures entirely in an electronic environment (except for confidential documents as prescribed).

To concretize the key contents, tasks, and solutions in the implementation of the "Digital Literacy Movement," the development of the digital society has received special attention from the town. Broadband fiber optic telecommunications infrastructure has now covered 100% of villages and neighborhoods and 91.76% of households; 87.6% of people have smartphones; 90% of people have bank accounts; and 75.2% of people make cashless payments for essential services... In particular, the community digital technology groups (CNSCĐ) of the 7 communes and wards in the town play a crucial role.

According to Vu Dinh Kip, Party Secretary and Head of the Community Service Team in Quarter 4, Lam Son Ward: Initially, the awareness of some people about digital transformation was limited; some members of the Community Service Team were not yet familiar with and proficient in using digital platforms and services... therefore, the implementation process encountered many difficulties and took a lot of time. With the guidance and support of all levels, the Community Service Team has gradually implemented and effectively carried out the assigned tasks. Specifically, the program focuses on guiding residents in installing and mastering basic digital platforms and applications on smartphones, such as free news reading software, personal electronic identification, social insurance software, and personal digital signatures. Alongside this, it guides residents and businesses in using and making cashless payments in essential sectors such as education , healthcare, insurance, electricity, water, public services, and telecommunications services. To date, residents in the neighborhood have developed a habit of using technology in their work and daily lives. This is also an important foundation for the locality to effectively implement the "Digital Literacy Movement."

Recognizing that people are both the subjects, resources, and beneficiaries, the town has paid special attention to communication efforts to promote the digital transformation process among officials, civil servants, and all segments of the population in the area. Recently, the digital transformation section on the Bim Son town's electronic information portal has attracted nearly 50,000 followers; the Zalo OA page "Digital Transformation in Bim Son Town" regularly updates the local digital transformation activities and successful models in digital transformation work throughout the province...

According to Nguyen Trung Thanh, Deputy Director of the Center for Culture, Information, Sports and Tourism of Bim Son town: “The dissemination of information on the Bim Son town's electronic portal, the websites of communes and wards, and the broadcasting system has been actively promoted. This focuses on content related to digital transformation, digital skills, participation in online public services, cashless payments, etc. In particular, solutions to prevent information leaks and losses in the online environment are emphasized to ensure that people understand them. To date, most people in the town have accessed digital applications and utilities, gradually contributing to building digital citizens and a digital society. This also serves as a basis for localities in the town to effectively build and implement socio-economic development programs and plans after the administrative unit reorganization.”

The initial success of Bim Son town in digital transformation demonstrates the determination and efforts of the entire political system and local people. The achievements, as well as the shortcomings and limitations in the implementation process, provide valuable lessons for other localities in the town to continue effectively implementing the "Digital Literacy Movement," contributing to building a civilized and modern community.
