With just a smartphone with wifi connection, or fiber optic internet, a farmer can access the whole world without leaving home. That is just one of the concrete examples of “smart villages”.
So what is the "smart village" model?
"Smart village" is understood as a model of village community in rural areas using technology platforms, taking advantage of the strengths and opportunities of digital transformation for sustainable development.
With "smart village", the gap between rural and urban areas is filled with one click... click. A farmer can access the whole world without leaving home.
In fact, in the past time, Dak Ha district has been a pioneer in piloting the construction of smart residential areas with basic criteria to meet the "smart village" model.
|
For example, in residential group 7, Dak Ha town, 100% of households use internet, 3G/4G mobile information; provide electronic payment services; 80% of households use online public services; 100% of people install VneID electronic identification application; establish Zalo group to exchange information and contact between households in residential areas.
This model has initially brought some positive results, people can use many smart utilities and services, increase access to public services.
Recently, on July 28, the Provincial People's Committee issued temporary regulations on the "smart village" model for the 7-2021 period.
These include criteria such as, having fixed (FTTH) or mobile (4G/5G) Internet infrastructure that covers households; have free wifi network in public places (minimum 1 point).
At least 70% of adults use smartphones in the village. At least 40% of adults in the village have an online payment account, which can pay for essential services such as electricity, water, telecommunications - information technology services, and tuition fees.
Having at least one information technology application model in areas such as security and order, traffic safety, production and business, healthcare, education, agriculture, tourism, energy, and lighting. , environment, socio-economic development, brand development, market, product traceability, village broadcasting.
This is considered a necessary job, catching up and meeting the trend of digital transformation that is taking place increasingly strongly in agriculture and rural areas.
Of course, building a "smart village" model is not easy, it can be done overnight, but encounters many difficulties.
In which, the majority of people in rural areas are still familiar with traditional production and trading activities. Although most households have smartphones, many households have internet connections, or villages have free wifi, the installation and application of digital platforms in life is still very limited.
The use of social networks and digital platforms almost exclusively serves the purpose of entertainment and entertainment, but has not been applied much to administrative procedures and commercial transactions.
The quality of human resources in many rural areas has not yet met the requirements of advanced technology application. People's skills in using information technology in many areas are still limited and their education level is still low, so the acquisition of technological knowledge to apply to life is not satisfactory.
|
The advantage is that after many years of implementing new rural construction and other national target programs, the rural appearance has changed, the infrastructure has been much upgraded; telecommunications infrastructure - technology has served the village, can meet the activities of digital transformation and application of information technology.
For example, in Dak Ha commune (Tu Mo Rong district), so far 9/9 villages have covered free wifi, while in the whole Tu Mo Rong district, this number is 60. The district is striving to cover this year. Free wifi in 86 villages and villages, reaching 100%.
The level of people in the area has improved markedly. The percentage of the population with smartphones is increasing, and the accessibility, grasping and use of technology has improved.
100% of villages have established community digital technology groups. This is a favorable condition for propagating and guiding people to implement digital transformation and improve the ability to use technology.
Companies and businesses use a large number of rural workers, so many households have bank accounts, which is convenient for registration, payment transactions, and non-cash money transfers.
Social networks are widely used by people, people's skills in using digital technology platforms to make good purchases, almost every family can do it.
Thus, in order to successfully deploy the "smart village" model, there are a number of problems that need to be solved.
When implementing, it is necessary to carefully study the actual status of the infrastructure; People's ideology, psychology and technology application ability, thereby proposing appropriate measures, roadmaps and ways to implement them.
Continue to pay attention to investment, improve and upgrade infrastructure, especially technology and telecommunications infrastructure, especially fixed internet infrastructure (FTTH) or mobile (4G/5G).
Changing minds, raising people's awareness and knowledge, forming key "digital farmers", thereby propagating and guiding, helping people realize the effectiveness of technology application in life, then actively participate.
For example, for households to use cashless payments, it is necessary to promote the utility of this application; guide people to register for bank accounts and register to use accounts on applications; conduct money-related transactions between the village and households through non-cash payment.
In addition, many opinions suggest that it is necessary to provide financial support to community digital technology groups in the process of performing their tasks, and at the same time to arrange staff in charge of the process of implementing the model.
