GUIDANCE ON MANAGEMENT OF FOREIGN INFORMATION ACTIVITIES OF PROVINCES AND CITIES UNDER CENTRAL CENTRALITY
Based decree 132 / 2013 / ND-CP February 16, 10 of the Government regulating the functions, tasks, powers and organizational structure of the Ministry of Information and Communications;
Based decree 72 / 2015 / ND-CP September 07, 9 of the Government on management of foreign information activities;
Pursuant to Decision No 25/2013/QD-TTg On May 04, 5, the Prime Minister promulgated the Regulations on speaking and providing information to the press;
At the request of the Director of the Department of Foreign Information,
The Minister of Information and Communications promulgates a Circular guiding the management of foreign information activities of centrally-run provinces and cities.
GENERAL RULES
This Circular provides guidance on the management and implementation of foreign information activities of provinces and centrally run cities.
Article 2. Subject of application
This Circular applies to the People's Committees of provinces and centrally run cities (hereinafter referred to as the Provincial People's Committees), specialized agencies under the Provincial People's Committees; People's Committees of districts, towns, provincial cities (hereinafter referred to as district-level People's Committees); Organizations and individuals participating in foreign information activities.
Article 3. Contents of plans for foreign information activities
Provincial People's Committees base on planning, programs and plans of the Government; socio-economic development goals and orientations of provinces and cities; Documents guiding foreign information work of the Ministry of Information and Communications to develop long-term, medium-term, and annual plans for foreign information activities, including the following main tasks:
1. Assign organizations or individuals to be in charge of implementing foreign information activities.
2. Develop and promulgate legal documents, documents directing and operating foreign information activities.
3. Organize training and professional development for officials at department level or higher and subjects participating in annual foreign information activities on the following key contents:
a) Implement state management documents on foreign information information;
b) Methods and skills for foreign information work;
c) Speaking skills and providing information to the press;
d) International situation and foreign affairs activities of the Party and State;
d) The international integration situation of Vietnam and of provinces and cities;
e) The situation of fighting to protect sovereignty over islands and national borders;
g) Disseminate knowledge and raise awareness of human rights; propagate achievements in ensuring human rights of Vietnam and of provinces and cities;
h) Relations between Vietnam and countries sharing borders (for border provinces).
4. Develop schemes, projects, and foreign information activities to perform the following key tasks:
a) Information about the Party's policies and guidelines, and the State's policies and laws;
b) Information on the international situation and foreign affairs activities of the Party and State, the international integration situation of provinces and cities;
c) Promote the image of the province, city, and its potential Travel, trade promotion, attracting foreign investment of provinces and cities;
d) Provide information on issues related to provinces and cities that are of interest to foreign public opinion; explain, clarify, and fight against false information that affects the reputation and image of the province and city;
d) Propaganda to protect the sovereignty of the sea and islands and territorial borders of the Fatherland;
e) Other tasks as required by the province or city.
Article 4. Funding for foreign information activities
Funding for foreign information activities of provinces and centrally run cities comes from local budgets and other legally mobilized sources. Every year, based on the requirements and tasks of foreign information, the Commission Provincial People's Committees allocate local budget to implement according to current regulations.
Chapter II
FOREIGN INFORMATION ACTIVITIES
Article 5. Providing information to promote the image of the province and city
Information to promote the image of provinces and cities is provided through the following methods:
1. Foreign affairs activities of the Provincial People's Committee.
2. Portal/Website of the Provincial People's Committee, specialized agencies under the Provincial People's Committee; District People's Committee, in Vietnamese and foreign languages.
3. Data system to promote the image of provinces and cities.
4. Publications in Vietnamese and foreign languages.
5. External information system at international border gates by land, sea, air and railway.
6. Press products of domestic mass media.
7. Products of foreign news, press and media agencies.
8. Popular media products via the internet.
9. Contact and cooperation activities with foreign press agencies.
10. Communication activities of major events held in provinces, cities and abroad.
11. Other methods of foreign information activities according to the provisions of law.
Article 6. Providing explanatory and clarifying information
1. Explanatory and clarifying information are materials, documents, records, and arguments intended to explain, clarify, and fight against false information that affects the reputation and image of the province or city. .
2. The Provincial People's Committee organizes monitoring and synthesizing domestic and foreign press opinion on the situation of the province and city. When the Provincial People's Committee discovers or receives false information, documents, or reports that affect the reputation and image of the province or city, it is responsible for notifying the Ministry of Information and Communications and other agencies. relevant agencies to serve management work.
3. Provincial People's Committees proactively deploy information and propaganda measures to protect and enhance the reputation and image of the province and city through the following forms:
a) Issue a Press Release to explain and clarify false information; spokesperson of the Provincial People's Committee, specialized agencies under the Provincial People's Committee; District-level People's Committees speak and provide information to the press in the province and city;
b) Appoint a leadership representative or spokesperson to attend press briefings organized by the Central Propaganda Department in coordination with the Ministry of Information and Communications and the Vietnam Journalists Association to provide information, explanation and clarification. for press agencies when requested by the Ministry of Information and Communications;
c) Post explanatory and clarifying information on the portal/website of the Provincial People's Committee, specialized agencies under the Provincial People's Committee and District People's Committee; communication products of news agencies, newspapers and other media, in Vietnamese and foreign languages;
d) Provide information for news and press agencies to clarify and fight against false information;
d) Organize the provision of information to forces participating in foreign information activities and compatriots in border areas, including the following contents: Explaining and clarifying false information; cooperative and friendly relations between Vietnam and countries sharing a common border.
4. Information containing state secrets must comply with the law on protecting state secrets.
Article 7. Image promotion data system of provinces and cities
1. The image promotion data system of provinces and cities is a digitized data system in Vietnamese and foreign languages, introducing provinces and cities in various fields, provided to the international community and Vietnamese people at home and abroad.
2. The image promotion data system of provinces and cities is the official source of information about provinces and cities.
3. The image promotion data system of provinces and cities is integrated into the national database of foreign information information.
4. Specialized agencies under the Provincial People's Committee; District People's Committee; News and press agencies in the province and city are responsible for providing information and data to promote the image of the province and city.
Article 8. Support and cooperation with news agencies, press, media, and foreign reporters
The Provincial People's Committee assigns a specialized agency under the Provincial People's Committee to preside over:
1. Develop regulations according to current regulations, creating conditions for news agencies, press agencies, media, and foreign reporters to operate in the province and city.
2. Develop a cooperation mechanism with news agencies, newspapers, media, and foreign reporters to implement media products to introduce and promote the image of the province and city on the media masses abroad.
Chapter III
MANAGEMENT OF FOREIGN INFORMATION ACTIVITIES
Article 9. Responsibilities of the Provincial People's Committee
1. Implement the policies and guidelines of the Party and State on foreign information work in the province and city.
2. Promulgate legal documents and documents to direct and manage foreign information activities.
3. Approve long-term, medium-term, and annual programs, projects, and plans for foreign information activities of the province and city.
4. Direct specialized agencies under the Provincial People's Committee; District-level People's Committee, arrange officers in charge of foreign information work.
5. Provide official information about provinces and cities according to functions, tasks and powers to news agencies, newspapers, the international community and Vietnamese people abroad.
6. Build a foreign information system in the area of international border gates by land, sea, air, and railway (for provinces with international border gates by land, sea, air, or road). iron).
7. Coordinate with the Ministry of Foreign Affairs, the Ministry of Information and Communications, and relevant agencies to develop plans and organize foreign information activities abroad; Report to the Ministry of Foreign Affairs before organizing the activity and notify the Ministry of Information and Communications to coordinate the implementation of the content of foreign information activities.
8. Information security within the scope of management of the Provincial People's Committee according to regulations on information security; Responsible for inspecting, examining, handling violations and resolving complaints and denunciations in foreign information activities in the province and city.
9. Summary, summary, and evaluation of foreign information activities according to the scope of management; Annually send the Plan of foreign information activities to the Ministry of Information and Communications before March 01, the content of the plan according to the form at Appendix No. 01 of this Circular; Send a report summarizing foreign information work to the Ministry of Information and Communications before December 10, with report content according to the form at Appendix No. 02 of this Circular. When the Ministry of Information and Communications makes an unexpected request, the Provincial People's Committee sends a report to the Ministry of Information and Communications and relevant agencies.
Article 10. Responsibilities of the Department of Information and Communications
1. Advise and assist the Provincial People's Committee in state management of foreign information.
2. Develop regulations and regulations on foreign information activities in provinces and cities.
3. Chair and coordinate with specialized agencies under the Provincial People's Committee; District-level People's Committees perform the following key tasks:
a) Develop long-term, medium-term, and annual programs, schemes, projects, and plans for foreign information activities of the province and city specified in Clause 1 of this Article. Article 3 of this Circular; Organize and implement long-term, medium-term, and annual programs, schemes, projects, and plans for foreign information activities after being approved by the Provincial People's Committee;
b) Guide specialized agencies under the Provincial People's Committee; District People's Committee, arrange officers in charge of foreign information work;
c) Urging, guiding, inspecting and examining the foreign information work of the province and city; Propose rewards for organizations and individuals with achievements in foreign information work according to authority.
4. Preside and organize the appraisal of long-term, medium-term and annual programs, schemes, projects and plans for foreign information activities of specialized agencies under the Provincial People's Committee; District People's Committee; Approve (according to authority) or submit to the Provincial People's Committee for approval programs, schemes, projects, and plans for foreign information activities; Monitor and urge the progress of implementation of programs, schemes, projects, and foreign information activity plans after approval.
5. Coordinate to develop regulations to create conditions for news agencies, press agencies, media, and foreign reporters to operate in the province and city; Build a cooperation mechanism with press agencies, media, and foreign reporters to implement media products to introduce and promote the image of the province and city on mass media in the country. foreign.
6. Coordinate with the Provincial Propaganda Department, City Party Committee, specialized agencies under the Provincial People's Committee, advise the Provincial People's Committee to organize regular and unscheduled press conferences, and provide foreign information information for news agencies, newspapers, interested organizations and individuals.
7. Preside and coordinate with specialized agencies under the Provincial People's Committee; District People's Committee and functional forces to organize training and professional development according to the provisions of Clause 3, Article 3 of this Circular.
8. Chair and coordinate with specialized agencies under the Provincial People's Committee; The District People's Committee and the Provincial People's Committee advise the Provincial People's Committee to develop materials, documents, records, and arguments to explain, clarify, and fight against false information that affects reputation and image. 11. Implement legal regulations on protecting state secrets in foreign information work.
12. Preside and coordinate with specialized agencies under the Provincial People's Committee; The District People's Committee proposes that the Ministry of Information and Communications or the Provincial People's Committee reward organizations and individuals with achievements in foreign information work according to their authority.
13. Preside and coordinate with the Inspectorate of the Ministry of Information and Communications and specialized agencies under the Provincial People's Committee; District-level People's Committees carry out inspection, examination, handling of violations and settlement of complaints and denunciations in foreign information activities in the province and city according to regulations.
Article 11. Implementation organization
1. The Provincial People's Committee is responsible for directing specialized agencies under the Provincial People's Committee and District People's Committees under the province to implement the Circular.
2. The Department of External Information is responsible for urging, monitoring and inspecting the implementation of the Circular, and periodically reporting the results to the Minister of Information and Communications.
This Circular takes effect from March 02, 12.
During the implementation process, if there are any problems or inappropriate points arise, the Provincial People's Committee is requested to report in writing to the Ministry of Information and Communications for consideration and adjustment./.
