According to Clause 1, Article 23 of the 2023 Identity Card Law , the procedures for issuing identity cards to individuals aged 14 and above are stipulated as follows:

The receiving officer checks and compares the information of the person applying for the identity card with the National Population Database, national databases, and specialized databases to accurately identify the person needing the identity card.

The receiving officer collects the applicant's personal and biometric information, including facial photos, fingerprints, and iris data, including the applicant's photo and iris.

Individuals needing an identity card should check and sign the identity card information collection form.

The person receiving the application will issue a receipt with an appointment date for collecting the identity card.

Identity cards will be delivered to the location specified in the appointment slip. If the person requesting the identity card requests delivery to a different location, the identity card management agency will deliver the card to the requested location, and the person will be responsible for paying the delivery fee.

In addition, individuals under 14 years of age or their legal representatives may request an identity card from the identity card management agency. The procedure for issuing identity cards to individuals under 14 years of age is as follows:

Legal representatives can apply for identity cards for children under 6 years old through the public service portal or the national identification application.

In cases where a person under 6 years old has not been registered at birth, their legal representative shall carry out the procedure for issuing an identity card through procedures linked to birth registration on the public service portal, the national identification application, or directly at the identity card management agency. The identity card management agency does not collect personal identification information or biometric information from persons under 6 years old.

Individuals aged 6 to under 14 years old, accompanied by their legal representative, must go to the identity card management agency to have their personal and biometric information recorded as prescribed. The legal representative of an individual aged 6 to under 14 years old will carry out the identity card issuance procedure on their behalf.

According to the Identity Card Law, in cases where a person lacks legal capacity or has difficulties in understanding and controlling their actions, a legal representative must assist in completing the procedures as prescribed. If the issuance of an identity card is refused, the identity card management agency must provide a written response stating the reasons.

The Law on Identity Cards stipulates that within 7 working days from the date of receiving all the required documents as prescribed by this Law, the identity card management agency must issue, renew, or reissue identity cards.

Regulations regarding the locations for processing applications for issuance, renewal, and replacement of identity cards.

The 2023 Identity Card Law clearly stipulates: The identity card management agency is the police department of the district, town, or city under the central government, or the identity card management agency of the police department of the province or centrally-governed city where the citizen resides.

The identity card management agency of the Ministry of Public Security handles cases decided by the head of the identity card management agency of the Ministry of Public Security.

If necessary, the identity card management agency will organize the procedures for issuing identity cards at the commune, ward, town, agency, unit, or at the citizen's place of residence.
