Prime Minister directs urgent provision of food and necessities to people affected by storm No. 3

Telegrams to the Ministers of: National Defense, Public Security, Finance, Secretaries, Chairmen of Provincial People's Committees: Lao Cai, Peace, Son La, Lai Chau, Dien Bien, Ha Giang, Cao Bang, Bac Kan, Yen Bai, Tuyen Quang, Phu Tho, Bac Giang, Thai Nguyen, Lang Son.

Storm No. 3 and its circulation caused widespread heavy rain in the North, especially in the mountainous and midland provinces of the North, causing great damage to life and property, seriously affecting production and people's lives.

1. Minister Ministry of National Defense, The Minister of Public Security directed functional units to actively and proactively coordinate with localities affected by storm No. 3 to urgently transport food, provisions, dry rations, instant noodles, necessities, drinking water, clean water... to provide to people in isolated areas, people lacking food, provisions and necessities... in the fastest time possible.

2. Minister Ministry of Finance issued to the Ministry of National Defense and Ministry of Public Security 100 tons of rice/Ministry from national reserves to proactively transport to rice-deficient localities affected by storm No. 3 (pay attention to avoid negativity, corruption, and waste).

3. The Secretary and Chairman of the People's Committee of the above-mentioned provinces and cities directs the relevant agencies to:

a) Coordinate with the Ministry of National Defense and the Ministry of Public Security to grasp the situation of people lacking food, provisions, and clean water; organize the distribution of food, provisions, dry food, and necessities to people affected by storm No. 3 as quickly as possible, ensuring the right recipients, efficiency, and avoiding loss and waste.

b) Review, promptly repair and restore medical facilities damaged by rain, storms and floods to promptly treat the injured and take care of people's health.

c) Review, promptly repair and restore schools and classrooms damaged by rain, storms and floods so that students can return to school soon, without greatly affecting their studies.

4. Assign Deputy Prime Minister Ho Duc Phoc to directly direct relevant ministries, branches and localities to seriously implement this Telegram.

5. The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; promptly report to the Prime Minister and Deputy Prime Minister in charge on any unexpected or arising issues./.
