Promote innovation to best serve the people

Morning 11/11, with the consent of the Leadership Science and technology and Leadership Police, Department of Technology Development and Innovation (Ministry of Science and Technology) and Department of Administrative Police for Social Order (Ministry of Public Security) held a signing ceremony of the Plan for coordination to promote innovation and creative startups.

Speaking at the signing ceremony, Colonel Vu Van Tan, Deputy Director of Department C06, emphasized: The 4.0 industrial revolution has been taking place strongly on a global scale. The development of a number of breakthrough technologies has been and is affecting all aspects, from security-politics to economy and society.

In that context, to truly promote and develop innovation and creative startups, the first and most important thing to do is to perfect the legal framework. In fact, currently, legal regulations on these activities are developed and issued by many different governing agencies, without consistent consistency, leading to difficulties in application.

Currently, the Ministry of Public Security is being Goverment assigned to build a National Data Center with the goal of creating a comprehensive data warehouse from national databases and specialized databases. Data at the National Data Center is an extremely large and valuable resource. Creating and exploiting this data to create values ​​for society, people and businesses is a particularly important goal.

Recognizing the above importance, Department C06 has advised the leaders of the Ministry of Public Security to deploy the construction of an Innovation Center under the National Data Center, carrying out innovation activities from data.

In the immediate future, the Ministry of Public Security will organize the “Data for Life” Competition with teams from Vietnam and abroad participating to seek technological solutions from data. These are innovative products that will be developed and applied as soon as the center comes into operation, bringing values ​​to society, people and businesses.

At the signing ceremony, comrade Nguyen Mai Duong, Director of the Department of Technology Development and Innovation, said: Innovation is identified by the Party and State as one of the pillars and strategic breakthroughs in socio-economic development, serving the innovation of the growth model, creating a breakthrough in productivity, quality, efficiency, competitiveness, etc. Thereby, contributing to bringing Vietnam beyond the low middle income level and by 2030 it will be an upper middle income country, and by 2045 it will become a developed country.

According to comrade Nguyen Mai Duong, recently, many policies and guidelines on innovation have been closely monitored and directed. Most recently, comrade General Secretary To Lam once again clearly emphasized the role of innovation in socio-economic development.

At the regular Government meeting of April 2024 month, Prime minister The Government has assigned the Ministry of Science and Technology to preside over the drafting of a decree regulating a number of contents on innovation and creative startups. This will be a unified legal basis for implementing innovation and creative startups.

The signing ceremony of the coordination plan to promote innovation and creative startups between the Department of Administrative Police for Social Order and the Department of Technology Development and Innovation was directed and agreed upon by the leaders of the Ministry of Public Security and the Ministry of Science and Technology.

This is also the first step, the premise for the two units to continue to coordinate, promote innovation and creative start-up activities, to truly bring core values. Thereby, actively contributing to the innovation of the growth model, creating a breakthrough in productivity, quality, efficiency and competitiveness of the economy; contributing to the realization of the Party's guidelines and policies, and the State's laws and policies.

The main content of the Coordination Plan between the two agencies is to best serve the people, support policy making, build digital government, digital society and digital economy as well as contribute to socio-economic development. According to the signed agreement, the contents and tasks of coordination include:

first, advise on the development and submission to competent authorities for promulgation of a Government Decree regulating a number of contents on innovation and creative startups; amend and supplement appropriate mechanisms, policies and regulations within the current legal framework under the authority of the Government.

Monday, research and advise on the establishment of a national public service unit under the Ministry of Public Security to perform the functions and tasks of exploiting, applying, and trading data, data-related products, and innovating in data science based on the database exploitation platform; research, develop and promulgate a List of innovative data products;

Research and advise on the establishment of enterprises under national-level public service units under the Ministry of Public Security to perform functions and tasks of connection, business cooperation, and investment cooperation for innovative products, services, and solutions on data based on database exploitation platforms.

Tuesday, promote innovation and creative startups: Organize the annual "Data for Life" contest to search for products and solutions applying scientific and technological achievements in the field of data; build and chair the national science and technology program on data science and artificial intelligence, create a scientific and technological foundation to serve the management, operation, and safe and effective exploitation of the National Data Center; mobilize human resources of Vietnamese scientists and experts abroad to participate in supporting innovation and creative startups;

Research, develop and submit to competent authorities for promulgation development strategies, tasks and plans on technological innovation activities, technology development and data innovation; build a network of innovation and data start-up links between research institutes, universities, enterprises and the National Data Center, as well as a coordination mechanism between the innovation network at the National Data Center and at the NIC Center. This content includes specifying operating mechanisms, startup incubator models (sandbox), advanced forms of cooperation such as socialization, equitization, risk investment... with appropriate resources (finance, infrastructure, resources).

Wednesday, research and advise on the establishment of a fund to support innovation and creative startups under a national public service unit under the Ministry of Public Security to perform functions and tasks of supporting and connecting innovative businesses based on infrastructure and resources of the National Data Center.

Through cooperation, the two sides will strive to achieve practical results in the coming time with the goal of "Rapid and sustainable development based mainly on science, technology, innovation and digital transformation". This has been affirmed in the Document of the 13th National Party Congress. In particular, it will contribute to building strong mechanisms and policies to promote digital transformation in all socio-economic fields, encouraging innovation.
