On the afternoon of April 19, at a briefing session between leaders of the Vietnam Federation of Trade and Industry (VCCI) and associations - businesses, the Vietnam Cashew Association (Vinacas) informed that domestic cashew kernels were meeting difficulties because cashew kernels are imported into Vietnam a lot. Therefore, the association recommends ministries and branches to come up with policies for the Vietnamese cashew brand to develop sustainably.

According to Vinacas, in the first two months of the year, Vietnam imported more than 2 tons of cashew kernels, equivalent to nearly 10.158 tons of raw cashew nuts. In 44.000, according to data from the General Department of Customs, there were 2022 tons of cashew kernels imported into Vietnam, equivalent to nearly 78.583 tons of raw cashew nuts; This amount is larger than the total output of raw cashews produced by Vietnam in 350.000 year.
Mr. Bach Khanh Nhut, Vice Chairman of Vinacas, said that currently, cashew growing countries in Africa and Cambodia are developing cashew processing industry, gradually reducing the export of raw cashew. Therefore, this country offers many preferential and supportive policies to attract investment in cashew processing factories. At the same time, this country closely monitors the export price of raw cashew nuts and imposes high export taxes. In contrast, export kernels are tax-free. Meanwhile, both raw and kernel cashews when imported into Vietnam for processing and export are exempted from tax by Vietnam. This will create conditions for cashew kernels to increase imports into Vietnam.

Since then, many Vietnamese enterprises only need to import cashew kernels for packaging to export to other countries. On the other hand, businesses no longer process raw cashews to kernels like before. On the other hand, the imported cashew kernels are of low quality, so when exported, the quality also decreases, affecting the Vietnamese cashew brand in the international market.
Due to the seriousness of this issue, Vinacas recommends Ministry of Industry and Trade Take the lead with relevant ministries and branches to support finding solutions and submit them to the Government for permission to implement them to soon create fairness in processing and trading cashew nuts in the international market.
Vinacas also propose to negotiate and sign bilateral agreements with each country on import and export tax exemption for each other's goods, maybe countries that export raw cashew nuts tax-free to Vietnam. On the contrary, if this country does not agree to exempt export tax on raw cashew, Vietnam will not exempt import tax on imported cashew kernels; impose a tax rate of 25% on shelled cashews; impose minimum import prices for cashew kernels imported into Vietnam.
