Positive results
The "Nhan Co E-commerce Village" model, approved for pilot implementation by the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) in May 2023, has achieved remarkable results to date.
Regarding the digital economy, Nhan Co currently has 1,452 individual production and business establishments, and 157 enterprises generating revenue, providing a full range of goods to meet the production and living needs of the people. Small-scale handicraft production continues to develop with 112 establishments. The majority of small-scale production and business establishments, companies, and enterprises in the industrial, agricultural, commercial, and service sectors, as well as residents in the area, have installed internet access to support their production and business activities. 100% of production and business households regularly use electronic payment services, electronic invoices, electronic tax services; and online, cashless transaction services.
The commune's digital infrastructure has been significantly invested in and improved. The internet network ensures continuous, smooth, stable, and secure operation, enabling officials and civil servants to handle work quickly and efficiently. In addition to the digital infrastructure for official duties, all 28 villages and hamlets now have internet, 3G, and 4G coverage. The majority of residents use smartphones to access and utilize the internet, 3G, 4G, and Wi-Fi to access websites, social media, and conduct commercial transactions such as paying daily expenses.
Ms. Pham Thi Thu Hong, from Hamlet 9, Nhan Co Commune, said that building an e-commerce commune has created a major shift in people's lives and economy, making many tasks faster, more efficient, and more convenient. She has used electronic transactions for paying for medical services; paying fees for administrative procedures; paying tuition at schools; and using medical services, etc.
A major driving force for the digital economy.
Mr. Tran Cong Dung, Chairman of the People's Committee of Nhan Co commune, said that the most important achievement the commune has gained after a period of implementation is the increased awareness of the entire political system, the people, and businesses about the necessity of applying technology and techniques to the fields of commerce and the digital economy. This has directly facilitated the increase in value of goods, services, and products in socio-economic sectors in the area.
Accordingly, Nhan Co commune achieved an average annual economic growth rate of 11.8%, reaching 124.2% of the planned target. The economic structure has shifted in the right direction. Total social investment averaged 1,795.5 billion VND/year or more, exceeding the planned target.
According to the leaders of Nhan Co Commune People's Committee, the model has achieved certain results; however, the internet, 3G, and 4G infrastructure in areas far from the center, such as Hamlet 5, Hamlet 17, Hamlet 24, and Pi Nao village, is still weak. The commune has not yet built a center or operational point for e-commerce; combined the display of OCOP products and key local products; and has not yet implemented the "Coffee with the People and Businesses" model.
Furthermore, Nhan Co commune has not yet digitized 100% of its agricultural products (initially key and distinctive agricultural products such as coffee, pepper, durian, etc.) associated with specific locations and major production areas within Nhan Co commune, in order to support the promotion, trade facilitation, and sale of agricultural products online. These are tasks that the commune will continue to mobilize resources to implement during the 2026-2030 period.
