(Baothanhhoa.vn) - With the goal of digitally transforming agriculture and rural areas, and improving the quality of life for people, localities in the province are actively building smart villages. This model helps people access digital technology applications more easily, gradually narrowing the gap in service quality between rural and urban areas.

Visiting Giang Hai village in Hoang Chau commune, we were amazed by the transformation of this developing rural area, which still retains its peaceful and tranquil atmosphere. The people have improved their awareness of environmental hygiene, from their homes to the streets; their cultural and spiritual lives have been enhanced; telecommunications infrastructure has been systematically invested in, and digitalization has become an integral part of daily life...

It is known that after being selected to build a smart village, based on the guidance of the commune, the village actively propagated the meaning and tasks to be implemented to encourage people's participation. The village chose a model of applying information technology and digital transformation with contents such as: Implementing cashless payments at 100% of businesses and trading establishments in the village; a security camera system; a model of solar-powered lighting with an automatic on/off system; implementing an electronic health record application... At the cultural center, the village installed free Wi-Fi and computers with internet access for people to conveniently access, search, and find necessary information... and equipped a system of TVs and computers connected to the commune's online conferencing system and one-way connection to the village... From there, it helped village officials reduce travel time and costs, while also enabling them to quickly and accurately grasp information. The village management board no longer has to go door-to-door to announce things or make announcements over the loudspeaker; village affairs are now announced on a Zalo group so that residents can stay informed.

Currently, the village has fiber optic internet and 3G/4G mobile communication infrastructure; the percentage of working-age villagers with smartphones reaches 88.3%; the percentage of working-age people with skills to use online public services and essential digital services in the village reaches 86.75%; the number of working-age people who have installed digital signatures or personal electronic signatures reaches 84.58%...

In Tan Ngu 2 village, Yen Dinh commune, previously, when announcing events and meetings, officials often used loudspeakers or invitations. However, now, the village management board no longer has to go door-to-door to make announcements or use loudspeakers; all village affairs are announced on a Zalo group so that residents can stay informed. This helps to ensure that the village's tasks and work are carried out promptly and conveniently. Furthermore, the implementation of the smart village initiative has contributed significantly to changes in many aspects of people's lives in the area. According to Ms. Nguyen Thi Dinh, a resident of the village: “The village cultural center has been equipped with internet and Wi-Fi to serve meetings and activities for the people; over 80% of people of working age have smartphones, tablets, and computers with internet access.”

Besides that, we have gradually changed our habits and seen the convenience of electronic payments for services such as tuition fees, electricity, water, and telephone bills... 80.5% of people transact through bank accounts, limiting the use of cash... Security cameras: The village has 30 cameras installed in alleys, public areas, and main roads; over 70% of households have installed security cameras at home, thus ensuring security and order. Tan Ngu 2 village has also developed three models applying information technology and digital transformation: a model using digital technology to trace the origin, promote, and sell Nam Huong's "banh la rang bua" (a product recognized as a 3-star OCOP product) on e-commerce platforms; a security camera model; and a cashless market model.

Currently, all smart villages in the province have websites and use the Zalo social media platform, have installed free high-speed Wi-Fi systems, and security cameras in public areas and main roads. Residents have also proactively accessed digital technology platforms, promoting and selling goods on e-commerce platforms. This is a positive sign, demonstrating the innovative spirit of the people in changing their way of thinking and living to keep pace with the digital life of the 4.0 era; building increasingly civilized and modern rural areas.
