The project to supply electricity from the national grid to Con Dao Special Zone (Ho Chi Minh City), invested by Vietnam Electricity Group (EVN), has a length of 103.7 km and a voltage level of 110 kV.
This includes 17.5 km of overhead power lines through Soc Trang province (now Can Tho city); 77.7 km of underwater cables connecting the mainland to the island; 8.5 km of underwater cables in the Con Dao Special Economic Zone; and the expansion of the 220 kV Vinh Chau substation (Can Tho city), as well as the construction of a new 110/22 kV GIS substation in the Con Dao Special Economic Zone.

The project has a total investment of VND 4,923 billion, commenced in March 2025, and aims to be completed and commissioned in 2025. Upon completion, the project will ensure a stable and continuous power supply for the Con Dao Special Economic Zone, creating a foundation for economic and tourism development, and ensuring national defense and security in the new phase.
According to information from the Project Management Board for Power Project 3 (EVNPMB3), the investor's representative, the project's construction progress is being closely monitored and implemented urgently, with many construction packages being carried out simultaneously on land, at sea, and in the Con Dao Special Economic Zone.
In Package 01, located on the shore in Can Tho City (formerly Soc Trang Province), 14 out of 14 pole positions have been erected, and 5 out of 8 spans of the transmission line have been strung. However, progress is currently being affected by the incomplete handover of the transmission line corridor at some locations.
Regarding the offshore construction, the contractor has completed 5 out of 18 tower locations, with 3 others currently under construction. Construction work is being carried out closely on-site, taking advantage of favorable weather conditions, with the goal of completing all offshore tower erection before August 20, 2025.
In package 02, 6 out of 8 foundation concrete slabs have been completed, with the remaining 2 locations under construction; package 04 has completed 5 out of 5 foundations and is currently in the finishing stage.

In the Con Dao Special Economic Zone, Package 05 has completed all 21/21 cable connection tunnels, striving to complete the wire laying before July 31, 2025. Package 06 has also completed construction and is currently installing equipment in the expanded 110 kV bay of the 220 kV Vinh Chau Substation, while simultaneously completing the 110/22 kV GIS substation in the Con Dao Special Economic Zone in preparation for equipment installation.
Regarding land procedures, on June 26th, the People's Committee of Ba Ria - Vung Tau province (formerly) issued a certificate of land use rights at the point adjacent to Con Dao island, with an area of 264.7 m².
Regarding the submarine cable construction package, the first 41 km section has been completed. The second section has arrived at the port and is currently being implemented, with the entire route expected to be completed before July 31, 2025, 15 days ahead of the original schedule (August 15, 2025).
