The project to supply electricity from the national grid to Con Dao Special Zone (HCMC) is invested by Vietnam Electricity Group (EVN), with a length of 103.7 km and a voltage supply scale of 110 kV.
Of which, 17.5 km of overhead line through Soc Trang province (now Can Tho city); 77.7 km of submarine cable connecting from the mainland to the island; 8.5 km of submarine cable in Con Dao Special Zone and expansion of 220 kV Vinh Chau transformer station (Can Tho city), construction of new 110/22 kV GIS station in Con Dao Special Zone.

The project has a total investment of 4,923 billion VND, starting from March 2025, aiming to complete and energize in 2025. After completion, the project will ensure stable and continuous power supply for Con Dao Special Zone, creating a premise for economic development, tourism, ensuring national defense and security in the new period.
According to information from the Electricity Project Management Board 3 (EVNPMB3), the investor's representative, the project's construction progress is being strictly controlled and urgently implemented, with many packages being constructed simultaneously on land, at sea and in Con Dao Special Zone.
In package 01 in the onshore area of Can Tho City (formerly Soc Trang province), the erection of 14/14 pole positions has been completed and the wires have been pulled for 5/8 of the anchorage spans. However, the progress is still affected due to the incomplete handover of the route corridor at some locations.
For the offshore construction, the contractor has completed 5/18 pole positions, and the other 3 positions are being deployed. Construction work is closely following the site, taking advantage of favorable weather, with the goal of completing all offshore pole erection before August 20, 2025.
In package 02, 6/8 concrete foundations have been completed, the remaining 2 positions are under construction; package 04 has completed 5/5 foundations, and is currently in the finishing stage.

On the Con Dao Special Zone side, Package 05 has completed all 21/21 cable tunnels, striving to complete the wire pulling before July 31, 2025. Package 06 has also completed the construction part, currently installing equipment at the 110 kV expansion bay of the 220 kV Vinh Chau Substation, and at the same time completing the 110/22 kV GIS substation in Con Dao Special Zone to prepare for equipment installation.
Regarding land procedures, on June 26, the People's Committee of Ba Ria - Vung Tau province (old) issued a certificate of land use rights at the land contact point of Con Dao, with an area of 264.7 m².
The submarine cable construction package alone has completed laying the 41km long Lot 1. Lot 2 has now arrived at the port and is being deployed, with the entire line expected to be completed before July 31, 2025, 15 days ahead of schedule compared to the original plan (August 15, 2025).
