Streamlining the organization: A leap forward in quality is needed.

One year into the implementation of the two-tiered local government model, the requirements are drawing near. The demands are not only on organizational stability but also on improving operational quality to meet the goals of rapid and sustainable growth. Practical experience shows that the system is generally functioning smoothly, but it has also revealed numerous obstacles that need to be addressed promptly to ensure the model truly delivers its effectiveness.

General Secretary and President To Lam's speech at the Conference on the Implementation of Resolution No. 2 of the 14th Central Committee Conference clearly stated the requirement: to continue perfecting and improving the effectiveness and efficiency of the two-tiered local government model, linked to the goal of double-digit growth. After nearly a year of implementation, this model has passed the initial launch phase, its operating mechanism is relatively stable and smooth, and it is gradually moving towards improving the quality of implementation. A review of the first year of implementation is expected this July, from which further refinements will be made to meet the requirements of rapid and sustainable development.

The overarching guiding principle is that the central government is strong in strategic direction, institutions, and supervision, while local governments are strong in implementation, with the commune level playing a crucial role in determining the operational quality of the entire system. 2026 is designated as the "Year of Grassroots Cadres," and each grassroots level must undergo transformation. This is the foundation for ensuring the smooth functioning, discipline, and effectiveness of the entire political system from the central to the grassroots level.

However, reality shows that capacity at the commune level remains a crucial factor requiring continued improvement. The results of the first phase of inspections and supervision by 22 inspection teams of the Politburo on 40 Standing Committees of provincial and city Party Committees and Party Committees directly under the Central Committee show that many localities have proactively and seriously implemented the resolution, reflecting high public consensus and the smooth operation of the political system after the restructuring. However, some localities' recommendations are still general, not comprehensive, and do not delve into the actual institutional issues and difficulties. This is a point that needs to be addressed so that the two-tiered local government model not only operates "according to procedure" but is also truly effective.

Meanwhile, the Central Committee has clarified that the spirit of this inspection and supervision is not to "find fault," but to accurately identify the true situation, point out strengths and weaknesses, and then propose appropriate solutions. The Central Committee has also directed that the second inspection be expedited to promptly resolve obstacles within the year, serving the growth target – a flexible and practical approach.

Along with inspection and supervision, information and propaganda work is also given a crucial position. Politburo member, Central Committee Secretary, and Head of the Central Propaganda and Mass Mobilization Department, Trinh Van Quyet, requested that key national media outlets lead the mainstream of information, contributing to unified understanding and action. Streamlining the apparatus is not just about organizational restructuring, but also about rearranging working methods and ways of thinking, ensuring that information is accurate, timely, and well-directed.

Streamlining must be necessary, but it must ensure efficiency, effectiveness, and effectiveness. Mechanical cuts that compromise the quality of task execution are unacceptable. The system must be strong, compact, and clearly defined in terms of personnel, tasks, responsibilities, and tangible results. This is a guiding principle, not only for the press but for the entire political system when implementing the new model.

From the central government's directives to the local level, the practical implementation over the past 10 months has shown concrete results. According to the Ministry of Finance, 34 localities have completed the arrangement and handling of 25,885 land and property facilities, ensuring that all have a managing entity. However, difficulties and obstacles have also become apparent. One of the prominent issues is the slow exploitation and effective use of surplus land and property facilities after mergers. In many localities, the old headquarters remain "closed," causing a waste of resources and affecting urban space. The main reasons are the failure to promptly adjust relevant planning and the lack of a legal framework for implementation.

In reality, handling public assets after restructuring is a complex task. Legal documentation is incomplete, officials are juggling multiple responsibilities, and the review process is slow. Meanwhile, the requirement is to quickly put these facilities into use, prioritizing healthcare, education, public services, or commercial exploitation to generate resources for development. Some localities have proactively adjusted planning and converted the functions of these facilities, initially showing positive results. However, overall, progress remains uneven, requiring more decisive action from all levels and sectors.

Along with asset management, local military organizations are also being restructured towards a "lean, efficient, and strong" model. Practical implementation in border areas and key regions shows that the new model is initially operating stably, ensuring uninterrupted national defense and security. However, difficulties remain, such as incomplete and untimely documentation, inconsistent coordination mechanisms, and insufficient infrastructure. Adjusting organizational structure and personnel while expanding the area of ​​responsibility also places new demands on command and control capabilities.

This practice shows that the two-tiered local government model is on the right track, but to fully realize its effectiveness, many aspects need further improvement. First and foremost is the improvement of institutions, especially regulations on decentralization, delegation of power, planning, and management of public assets. Next is the enhancement of the capacity of officials, especially at the grassroots level; and simultaneously, the application of science and technology and digital transformation must be promoted to support management and decision-making.

More importantly, all policies must be translated into concrete actions that are closely linked to people's lives. When people clearly see the benefits, and see that their work is resolved faster and more conveniently, their trust will be strengthened, creating motivation for the whole society.
