The implementation of a two-session-per-day schooling model has been recognized as offering numerous significant benefits. Besides the holistic development of students, it also improves the quality of regular classes, life skills, health, and physical fitness, and addresses the issue of unauthorized tutoring. Therefore, Prime Minister Pham Minh Chinh's Directive No. 17/CT-TTg clearly states that the People's Committees of provinces and centrally-governed cities are responsible for ensuring the conditions for improving the quality of general education, including the conditions for implementing a two-session-per-day schooling model starting from the 2025-2026 school year at general education institutions in their areas; and for developing implementation plans for the two-session-per-day schooling model that are appropriate to local conditions, following the guidance of the Ministry of Education and Training, in the spirit of "six clear points: clear person, clear task, clear responsibility, clear authority, clear time, clear results."
To concretize the Prime Minister's directive, the Ministry of Education and Training issued Official Letter No. 4567/BGDĐT-GDPT guiding the organization of two-session-per-day teaching from the 2025-2026 school year, clearly distinguishing between the first and second sessions to ensure scientific rigor, flexibility, and the holistic development of students.
Accordingly, the first session is dedicated to the main curriculum of general education, including compulsory subjects and educational activities (for all levels of general education), elective subjects, optional subjects, and advanced topics (for high school level) as prescribed by the Ministry of Education and Training. This is mandatory teaching content to ensure the achievement requirements of the general education curriculum.
Session 2 is dedicated to organizing supplementary educational activities, developing competencies, nurturing gifted students, providing remedial instruction for students who have not met the requirements of the general education curriculum, life skills education, financial education, arts education, physical education, STEM/STEAM, career guidance, artificial intelligence, foreign languages, etc., all aligned with a holistic development approach suitable to the psychological and physiological characteristics of students at each educational level.

The organization of the first and second sessions can be flexible in terms of time and duration (not fixed as the first session in the morning and the second session in the afternoon), to suit the conditions of each school. Educational institutions are encouraged to diversify teaching methods and organize educational activities to improve the overall quality of education for students. At the lower secondary level, the second session should combine classroom learning with extracurricular activities. For the upper secondary level, coordination with universities, research institutions, vocational training institutions, businesses, organizations, and individuals is necessary to participate in appropriate educational activities.
From the 2025-2026 school year, the organization of two-session-per-day teaching will be officially mandatory for primary school students nationwide. For lower secondary and upper secondary levels, implementation is encouraged according to a roadmap, applied in areas where conditions regarding teaching staff and facilities are met.
In Quang Ninh province , over the years, special attention has been paid to all aspects of education and training. According to statistics from the Department of Education and Training, 100% of primary school students in the province now attend school for two sessions per day (a 22% increase compared to the previous school year). Overall, across all levels of education, 85% of students attend school for two sessions per day. This is an important indicator reflecting the efforts of the education sector in expanding learning time, strengthening skills training, consolidating knowledge, and providing comprehensive care for students.
In accordance with the Ministry of Education and Training's policy and guidelines on organizing two-session-per-day teaching, the Quang Ninh education sector strives to increase the rate of two-session-per-day learning from 85% in 2025 to 100% by the end of 2026.
From practical implementation, it is clear that the benefits of organizing two-session-per-day schooling are evident. This not only improves the quality of regular classes, promotes holistic student development, and reduces the burden of extracurricular tutoring, but also allows students to participate in various supplementary activities and learn life skills such as foreign languages, computer science, sports, and arts, contributing to the overall improvement of educational quality.
