Ho Chi Minh City will start charging fees for using sidewalks from January 1, 2024.

On the afternoon of September 19th, at a special session of the 11th meeting of the 10th term of the Ho Chi Minh City People's Council, a resolution was passed to issue a fee for the temporary use of roadbeds and sidewalks in the city, with a fee ranging from 20,000 to 350,000 VND/m2/month, effective from January 1st, 2024.

Regarding the calculation of rental time, if the number of days used on the road or sidewalk is less than 15 days in a month, it will be counted as half a month; from 15 days or more in a month, it will be counted as one month.

The fees are applied based on the average land price in 5 areas (each area will have a central road and other roads). Area 1 includes District 1, District 3, District 4, District 5, District 10, Phu Nhuan, Area A - Southern New Urban Area, and Thu Thiem New Urban Area.

Area 2 includes District 2 (now part of Thu Duc City, excluding Thu Thiem New Urban Area), District 6, District 7 (excluding Area A, Southern New Urban Area), District 11, Binh Thanh, Tan Binh, and Binh Tan.

Area 3 included District 8, District 9 (now part of Thu Duc City), District 12, Thu Duc District (now part of Thu Duc City), Tan Phu, and Go Vap. Area 4 included Binh Chanh, Hoc Mon, Nha Be, and Cu Chi districts. Area 5 included Can Gio district.

Central roads are those with land prices equal to or higher than the average land price in the area. The remaining roads are those with land prices lower than the average land price in the area.

The Department of Transport organizes the collection of temporary road usage fees for roads under its management; the People's Committee of the district organizes the collection of temporary road and sidewalk usage fees for roads under the management of the People's Committee of the district.
