Instead of merely conducting surveys of the current situation, Ho Chi Minh City is approaching the issue by transforming spatial data into a platform for local governance. This direction aligns with the spirit of Resolution 57, which identifies data, science and technology, and digital transformation as new resources to drive development.
Notably, the value of the project lies not in the drone itself, but in the data generated after the survey process. Compared to manual methods, UAVs can cover a large area, quickly access areas difficult to observe directly, thereby creating a visual, synchronized, and real-time updateable data source.
For local governments, the formation of digital data layers not only helps reduce reliance on fragmented reports but also provides a foundation for analysis, forecasting, and decision-making. From a management support tool, spatial data is gradually becoming a new digital infrastructure serving local governance.

Starting from the initial deployment point in Tru Van Tho commune, the expansion across 168 wards, communes, and special zones demonstrates a new approach to local digital transformation, where technology not only serves to digitize the current situation but also contributes to the formation of a shared data platform, aiming towards building a digital government in accordance with Resolution 57.
