Ho Chi Minh City implements the People's Council application at the commune level.

The People's Council (HĐND) app at the commune level demonstrates innovation in working methods, enhances the effectiveness of supervision, facilitates interaction with voters, and supports activities at People's Council sessions at all levels, especially in making decisions on issues within the People's Council's authority as stipulated by law.

On November 12th, the Standing Committee of the Ho Chi Minh City People's Council held an online conference to deploy the application software for managing People's Council sessions at the commune, ward, and special zone levels (the Commune People's Council App). Comrade Vo Van Minh, Deputy Secretary of the City Party Committee and Chairman of the Ho Chi Minh City People's Council, presided over the conference.

Chairman of the Ho Chi Minh City People's Council, Vo Van Minh, shared that the deployment of the People's Council app at the commune level aims to concretize the implementation of Resolution 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation. This demonstrates Ho Chi Minh City's pioneering spirit in the comprehensive digital transformation of the government system, including People's Councils at all levels.

Comrade Vo Van Minh emphasized that the deployment of the People's Council app at the commune level is not only an application of information technology in office work, but also a breakthrough in innovating working methods, improving the effectiveness of supervision, serving voter outreach and activities at People's Council sessions at all levels, especially the decision-making on issues within the People's Council's authority as stipulated by law.

"This software is expected to ensure the smooth, continuous, and efficient operation of the People's Councils at both levels in the city, serving the people and businesses well, in line with the spirit of 'digital transformation for the people's service' as outlined in Resolution 57-NQ/TW," Comrade Vo Van Minh emphasized.

The software system is designed to facilitate data exchange between the City People's Council and the People's Councils at the commune level, enabling faster, more accurate, and transparent information aggregation, thereby better serving leadership, management, and monitoring of the implementation of People's Council resolutions.

The Chairman of the Ho Chi Minh City People's Council requested that the units focus on three key tasks: updating and standardizing data on the system; updating data on monitoring, voter contact, and citizen feedback; and ensuring technical infrastructure and organizing training.

According to the comrade, although it is a trial phase, all data entered during this period is real data, serving real work. After completion, this software will become a unified system for the entire city. Therefore, the People's Councils at the commune level should consider this a key task in the fourth quarter of 2025, linked to preparations for the year-end regular session. The results of the software's operation will be a specific criterion in evaluating the effectiveness of the Standing Committee of the People's Councils at the commune level in the 2025-2026 period. Therefore, units must conduct trials with the spirit of "real use, real data, real effectiveness".

“All data entered into the system will be directly linked to the Ho Chi Minh City People's Council. This is a unified digital parliamentary management platform. The city will not deploy a different system, but will upgrade directly on this platform. Therefore, all localities need to implement it seriously, accurately, and promptly, ensuring data quality from the outset,” Comrade Vo Van Minh noted.

The Chairman of the Ho Chi Minh City People's Council requested the Office of the National Assembly Delegation and the City People's Council to continue coordinating with technical units, providing infrastructure support, guidance, and compiling progress reports on implementation. The Standing Committees of the People's Councils of communes, wards, and special zones should also proactively implement the plan according to schedule, report results, and address any difficulties promptly to ensure smooth operation of the entire system.

At the conference, delegates heard presentations on the basic functions of the commune-level People's Council app and learned how to use its main features. Delegates also received training on using the commune-level People's Council app to support the organization and conduct of meetings at the commune level.
