Providing livelihoods for poor households.
Having previously held a stable job with an income of over 20 million VND per month at a mining company, Mr. Tran Duc Thinh (born in 1985), residing in Dung Dinh village, was forced to quit his job more than three years ago due to health problems, including frequent back pain. Without work, and with his children still in school, his family returned to the list of impoverished households. In early 2025, when the relevant agency launched a project to support horse breeding, Mr. Thinh and his wife registered and received a pair of breeding horses. Using their 1.5 hectares of planted forest land, they cultivated over 4,000 square meters of elephant grass to use as feed for the horses. Thanks to good care, the mare is preparing to give birth to foals. In addition, utilizing the readily available feed, Mr. Thinh borrowed money to build barns and buy 20 breeding goats. To date, the goat herd has grown to 50 animals. Before the Lunar New Year of the Year of the Horse, his family expects to have 10 commercial goats ready for sale, bringing in over 40 million VND. “From 2026 onwards, if the goat herd develops steadily, my family will be able to sell about 50 commercial goats annually, earning over 200 million VND and escaping poverty. As for the foals, I will keep them to expand the herd, aiming for large-scale farming,” Mr. Thinh shared.

Under the National Target Program for Sustainable Poverty Reduction, giai đoạn 2022 - 2025, Luc Son commune allocated over 5 billion VND to implement projects diversifying livelihoods, developing poverty reduction models, and providing vocational training. With this support, many households have boldly developed their economy and risen out of poverty. For example, after participating in a livestock and veterinary training course organized by the specialized agency of Luc Nam district (formerly) in coordination with the commune's People's Committee in 2023, Mr. Tong Van Lien, a Cao Lan ethnic minority from Nghe Man village, boldly borrowed 100 million VND in preferential loans for poor households to develop a pigeon farming model. Currently, on a 300 m² breeding area, he maintains 1,000 breeding pairs and 800 commercial pigeons. With an average selling price of 70,000 VND per commercial pigeon, after deducting expenses, his wife and he earn nearly 30 million VND in profit each month and have escaped poverty. Similarly, after receiving 60 million VND in support from the program to eliminate temporary and dilapidated houses, the family of Mr. Ngo Van Vien, residing in Binh Giang village, was able to build a solid house. Furthermore, the couple also received support from the commune's People's Committee to change professions. “My wife has heart disease and cannot do heavy work, while the high treatment costs caused our family difficulties, and for many years we were classified as a poor household. With the support to change professions, my wife opened a scrap metal collection point, earning 5-7 million VND per month. This year, my family is no longer on the list of poor households,” Mr. Ngo Van Vien shared.

Luc Son commune was established by merging two communes: Binh Son and Luc Son of the former Luc Nam district. After the merger, the commune has a total natural area of over 126 km² , a population of over 16,200 people, of which ethnic minorities account for 43.18%. As a mountainous area with 9 out of 26 villages classified as particularly disadvantaged, in recent years, the local Party committee and government have focused on implementing various solutions to develop the economy and deploying poverty reduction programs and projects such as: vocational retraining; loan programs; application of advanced technologies in production; conversion of low-yield rice fields to high-value fruit tree cultivation...

Within the commune, an area of 1,500 hectares has been established and maintained for fruit tree cultivation, mainly longan, lychee, dragon fruit, and citrus fruits; the production value per hectare of agricultural land reaches 110 million VND. Regarding forestry production, the entire commune plants over 500 hectares of concentrated forest and harvests nearly 80,000 cubic meters of timber from planted forests each year… Comrade Chu Van Thu, Head of Ho Lao village, said: “With over 90 hectares of planted forest, the villagers harvest nearly 30 hectares each year, earning over 5 billion VND. Thanks to forest planting, many households have become more prosperous, and the poverty rate decreases annually. Currently, the entire village only has 10 poor households, accounting for 5.7%, a decrease of 10.3% compared to 2020.”
Despite positive results in poverty reduction, the commune's poverty rate remains high (4.83%), and there is still a disparity in living standards between the nine particularly disadvantaged villages and the rest of the commune. To overcome these existing difficulties and limitations, and to effectively implement support programs and policies, immediately after the merger and operation of the two-tiered local government, the Party Committee and People's Committee of the commune implemented comprehensive solutions for sustainable poverty reduction. They focused on reviewing all national target programs and projects and their funding sources, prioritizing production development, diversifying livelihoods, and replicating successful poverty reduction models. They also continued to innovate, develop, and improve the quality of vocational education , implementing comprehensive mechanisms and policies to develop diverse industries, especially those with strengths that create sustainable jobs for the poor.
“Based on the results achieved, we have decided to continue implementing comprehensive solutions and utilizing various resources to support and motivate people to rise out of poverty. Initially, the People's Committee of Luc Son commune has assigned specialized agencies to promptly appraise and advise the Chairman of the People's Committee to issue a decision recognizing the results of the review and assessment of poor and near-poor households, as a basis for proposing specific and appropriate poverty alleviation support solutions,” said Mr. Hoang Ba Hanh, Vice Chairman of the People's Committee of Luc Son commune.
