Illegal constructions are rampant on forest land.
For many years, in Chi Linh City ( Hai Duong province), numerous households have been arbitrarily leveling and constructing large-scale illegal structures on production forest land and special-use forest land, causing public outrage.
Following complaints from residents, in mid-May, a reporter from Giao Thong Newspaper visited the N3 road area, Tien Son residential area, Cong Hoa ward, Chi Linh city, and observed three rows of steel and construction material trading workshops along National Highway 37 and two villa-style houses located behind the workshops.
A resident of Cong Hoa ward said that these constructions were all built on forest land allocated to households for tree planting.

The reporter's verification revealed that this land was leased by the Hai Duong Provincial Forest Management Board (under the Provincial Department of Agriculture and Rural Development) to Mr. Pham Quoc Don, Mr. Do Van Thi, and Mr. Nguyen Dai Thang for the purpose of planting fruit trees.
Specifically, the 1,174m2 plot of land, which Mr. Pham Quoc Don leased since 2020, is bordered on the north by the National Highway 17 corridor, and on the other sides by the fruit orchards of Ms. Nga, Ms. Nga, and Mr. Son.
According to Contract No. 83/HĐ-CAQ dated May 7, 2020, the 1,174m2 area leased to Mr. Don has 16 lychee trees planted in 1996, and the trees are currently growing and developing normally.
However, since the beginning of 2022, Mr. Don has been building a villa-style house at the far end of the plot. The landowner has erected a factory for selling construction materials on the outer part of the land. The residential area includes a garden, a pond, landscaping, and a garage...
From forest land leased for agricultural purposes, local households have transformed it into a cluster of workshops for the construction materials business along National Highway 37.
Also on the land bordering National Highway 17, there are many other illegal constructions, a typical example being the land belonging to Mr. Do Van Thi.
Mr. Thi received a contract to plant fruit trees in 2019 and transformed the land into a workshop bordering National Highway 17, with a two-story villa with a Thai-style roof built behind it, totaling 146 square meters of illegally constructed area.
Next to the buildings belonging to Mr. Don and Mr. Thi is a row of workshops used for the construction materials business of Mr. Nguyen Dai Thang.
Mr. Thang signed a contract to lease 2,000 square meters of land for the purpose of growing agricultural crops and fruit trees in 2015, and then "transformed" the land into a production workshop.
The plot of land, spanning thousands of square meters and formerly a protected forest area, which was leased to Mr. Phan Thanh Hoa's household for management, has now been transformed into a private "residence."
According to our investigation and observations, in the area of Unit 10, Tien Son residential area, Cong Hoa ward, on plot 9D1, section 5, there is also a complex of illegally constructed buildings on special-use forest land. This land, with an area of 1,477m2, was originally leased by the Hai Duong Forest Management Board to Mr. Phan Thanh Hoa for management and protection of the special-use forest since 2017.
According to the leaders of Chi Linh City, the situation of numerous houses and factories being built on forest land is due to lax management by relevant agencies and units.
In this case, the primary responsibility lies with the Hai Duong Forest Management Board - the unit assigned to manage forest land, which leased forest land management to individuals but allowed these individuals to construct a series of illegal structures on the land.
"We have requested local authorities and specialized agencies to coordinate closely with the Hai Duong Forest Management Board to persuade these households to dismantle the illegal structures. If the persuasion process is ineffective, we will advise the Hai Duong provincial leadership to take decisive measures to handle the situation," this person said.
However, by 2022, Mr. Hoa had arbitrarily constructed a complex of permanent structures scattered across the special-use forest land, including: houses, a resort, a kitchen, a yard, a parking shed, etc.
Meanwhile, at plot 2, section 4/D1 in Tan Tien residential area, Hoang Tien ward, Chi Linh city, there is also an illegal construction on land leased for fruit tree cultivation belonging to Mr. Duong Hoai Bac, covering an area of 88m2.
We are determined to decisively address all violations.
Responding to a reporter from Giao Thong Newspaper regarding the situation of numerous illegal construction projects on special-use and production forest land, a representative of the Chi Linh City leadership stated that the City People's Committee has requested specialized agencies and the chairmen of the People's Committees of communes and wards to coordinate with the Hai Duong Provincial Forest Management Board to review and strictly handle cases of illegal construction in the area, and strengthen state management of land.
The view is that it is necessary to clarify each violation over different periods, the extent of the violations, and the responsibility of the relevant management units for allowing the violations to occur, in order to resolutely address them completely.
According to initial inspection results, four households in Cong Hoa ward and one household in Hoang Tien ward have illegally constructed buildings on special-use forest land and production forest land. The relevant ward People's Committees, in coordination with the Forest Management Board, the Urban Order Management Team, and the City Forest Ranger Unit, have documented these violations and requested the households to dismantle the structures.
