Based on the reality that many residents in the ward, especially the elderly, people with disabilities, and those with serious illnesses, are unable to go directly to the police station to complete the procedures for obtaining identity cards, the Dien Ban Bac Ward Police Youth Union proactively advised the unit's leadership to develop a plan to implement the "Home Delivery of Identity Cards" model.

According to Major Nguyen Ngoc Thuan, Deputy Head of Dien Ban Bac Ward Police, the model has been implemented since January 2026. To date, the unit has issued identity cards at home to 12 special cases such as the elderly, disabled, seriously ill, and unable to travel, ensuring compliance with legal procedures and regulations.

During the implementation process, the police force of the ward also combined propaganda and guidance for people about the benefits of chip-embedded identity cards, online public services, and raising awareness about personal information security. This contributed to promoting digital transformation in the community and gradually building a modern, service-oriented administration.

Recently, in Xuan Diem residential area, Nguyen Quoc Huy unfortunately fell ill with a serious disease and was too weak to go to the police station to complete the procedures for obtaining an identity card. Immediately after receiving this information, the Youth Union of the police station quickly developed a plan, reported to the leadership, and sent officers and members to his home to assist him in completing the necessary procedures.

Lieutenant Colonel Nguyen Minh Phuc, Head of the Dien Ban Bac Ward Police Station, said that the "Delivering ID Cards to Home" model is not only a flexible solution in administrative procedure reform but also carries profound humanitarian significance. This activity contributes to timely support for vulnerable individuals in society, ensuring the legitimate rights of citizens, and clearly demonstrating the responsibility, dedication, and closeness to the people of the police force. Through this model, the image of the People's Police officer is not only that of a force maintaining security and order but also of people who are always ready to share and accompany the people in all circumstances.

Going forward, the Dien Ban Bac Ward Police will continue to maintain and improve the effectiveness of the model. At the same time, the unit will strengthen its efforts to review and monitor the situation in order to promptly support those in need, ensuring that no one is left behind in the process of carrying out administrative procedures. Through this, it will make a positive contribution to the goal of building a professional, elite, and modern People's Police force, meeting the requirements of the new situation.
