Intellectuals offer suggestions to help the 'locomotive' achieve breakthroughs.

Many prominent overseas Vietnamese scientists , researchers, and intellectuals believe that it is time for Ho Chi Minh City to directly and actively mobilize, attract, and utilize talented individuals for the transition into a new era, an era of national progress.


On December 22nd, the Ho Chi Minh City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee organized the 2024 Intellectuals Meeting Conference. The event attracted approximately 300 scientists, researchers, artists, and experts from various fields across the city.

Intellectuals send their heartfelt thoughts to the nation's leading force.

At the conference, Dr. Le Quoc Su, Director of Vinmec Central Park International General Hospital, noted that Ho Chi Minh City is currently the largest medical center in the country, with the highest number of outpatient and inpatient visits annually, the most diverse healthcare service model, and the highest number of hospitals.

Nevertheless, many of the city's leading public hospitals, such as Cho Ray, Oncology, University of Medicine and Pharmacy, Nhan Dan 115, Tu Du, Hung Vuong, Children's Hospital 1, Children's Hospital 2, etc., have been consistently overloaded for many years.

Due to the lack of specific policies on optimizing resources, especially the skilled doctors in public hospitals, the private sector has resorted to various methods to attract talented doctors. This has resulted in the public sector losing or being deprived of valuable human resources that need to be optimized.

In the field of science and technology, Professor Dr. Dang Luong Mo - Teacher Honorary Masters of the Great Hosei University , Tokyo (Japan ); Former problem Grand The National University of Ho Chi Minh City points out the "bottlenecks" hindering development.

Professor Dr. Mo acknowledged the major policy mentioned above, noting that 80% of overseas Vietnamese currently live in countries advanced in science and technology and industrial development, representing a tremendous, inexhaustible, and valuable resource.

Two years after Resolution 36-NQ/TW was issued, Professor Dang Luong Mo participated in proposing the establishment of the Overseas Vietnamese Science and Technology Club to serve as a bridge between overseas Vietnamese scientists and engineers around the world and domestic science, technology, and higher education organizations.

"I had the honor of being the head of the organizing committee for the establishment of this club. Among them were several prominent intellectuals such as Ms. Luong Bach Van, then Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City; Mr. Ngo Duc Chi, a Vietnamese expatriate in Belgium and General Director of Global Cybersoft; Professor Dr. Nguyen Dang Hung, a Vietnamese expatriate in Belgium; Associate Professor Dr. Nguyen Luong Dung, a Vietnamese expatriate in Germany; and Mr. Nguyen Tri Dung, a Vietnamese expatriate in Japan," Professor Mo recalled.

The activities of this Club have served as a foundation for Ho Chi Minh City to attract many leading overseas Vietnamese experts and scientists in various fields to return to the country and contribute. The city has granted the mechanism for the establishment of the Integrated Circuit Design Research and Training Center (ICDREC) , under the Software Technology Park of the Vietnam National University Ho Chi Minh City.

Professor Dang Luong Mo stated that, despite initial difficulties, ICDREC designed Vietnam's first chips, putting Vietnam on the world map of microchips and playing a crucial role in the subsequent stages of Ho Chi Minh City's semiconductor and microchip technology development program.

However, he argued that the city's achievements in science and technology development to date are still not commensurate with its internal strength and position. Therefore, it is time for the State to directly and actively participate in the work of mobilizing, attracting, and utilizing the talents of overseas Vietnamese.

"Since we have mobilized resources from overseas Vietnamese and utilized Vietnamese people abroad, it is certainly necessary, or rather, it is essential to have a policy of rewarding them appropriately," suggested Professor Dang Luong Mo.

In the field of social sciences, Professor Vo Van Sen reflected that the recent COVID-19 pandemic has revealed other hidden aspects of socio-economic life in Ho Chi Minh City. Since 1991, the city has begun building industrial parks and export processing zones with high labor concentrations. This has led to a wave of migration from other localities to the city, creating significant pressure on infrastructure, education, healthcare, and housing. Despite the large concentration of labor, the construction of accommodation and housing for workers in the city has been extremely limited.

Therefore, Professor Sen suggested that the current socio-economic development process of the city not only requires the Party Committee and the government to address issues of economic development and growth, but also to solve many social problems. Presiding over the conference, Mr. Nguyen Van Nen - Member of the Political Bureau, Secretary of the Ho Chi Minh City Party Committee - emphasized that the goal of the city's action program is to develop a team of intellectuals with strong political acumen and firm ideological stance, fostering a strong bond between the Party and the government and intellectuals; intellectuals play an important role in strengthening the great national unity.

According to Mr. Nguyen Van Nen, although Ho Chi Minh City has maintained its growth targets and its position as the "locomotive" of the country, there are still many obstacles that require continued effort and determination to overcome, addressing each key issue step by step.

During this process, the head of the Ho Chi Minh City Party Committee hopes that the city's action program will continue to be effective in building a sufficient number of high-quality intellectuals, especially leading experts and scientists in key, crucial, and emerging fields to meet the requirements of industrialization and modernization of the country and the comprehensive development of the city.

To achieve the set goals, Ho Chi Minh City leaders have directed the completion of mechanisms and policies to ensure feasibility and consistency, creating conditions for the intellectual workforce to develop comprehensively, improve their capabilities and qualifications, and contribute to the city and the country.

On behalf of the Ho Chi Minh City leadership, Party Secretary Nguyen Van Nen respectfully acknowledged and expressed his desire to receive many suggestions and ideas from intellectual delegates for the overall development of the city, especially solutions to help the city, along with the rest of the country, enter a new era, an era of national progress.
