Implementing tasks for 2024

Today, March 14th, in Dong Ha City, the Emulation Cluster of North Central Provinces held a conference to summarize emulation work in 2023. Mr. Vo Van Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Commendation Council of Quang Tri Province, and Head of the Emulation Cluster of North Central Provinces in 2023, chaired the conference. Mr. Phan Huy Giang, Standing Member of the Central Emulation and Commendation Council and Head of the Central Emulation and Commendation Board, also attended.

Speaking at the conference, Chairman of the Provincial People's Committee Vo Van Hung emphasized that in 2023, the provinces in the cluster promptly implemented the central government's directives on carrying out emulation movements and awarding commendations.

State management of emulation and commendation has been carried out seriously and in accordance with regulations. Numerous directives and guidelines have been issued to ensure the synchronized and unified implementation of regulations on emulation and commendation. Party committees and government agencies at all levels have paid attention to directing and organizing implementation, demonstrating many innovations and effectiveness in carrying out emulation movements launched by the Government and provinces.

Specifically, the effective implementation of emulation movements such as "The whole country joins forces to build new rural areas," "For the poor, leaving no one behind," "Cadres, civil servants, and public employees compete to implement workplace culture," "Promoting the development of synchronous and modern infrastructure; practicing thrift and combating waste," and "The whole country competes to build a learning society, promoting lifelong learning in the period 2023-2030" has yielded remarkable results, contributing to the successful implementation of socio-economic development tasks and maintaining national defense and security in the region.

The basic activities of the emulation cluster are implemented in accordance with the regulations and guidelines of the central government, from developing the cluster's activity plan, establishing emulation criteria, and signing emulation agreements... This plays an important role in guiding the emulation and reward activities of the provinces in the cluster to achieve high efficiency.

The awarding of commendations was carried out in accordance with regulations and promptly served the local political agenda. Provinces have paid more attention to commending small groups, individuals directly involved in labor, production, and work, as well as those who have achieved outstanding and exceptional accomplishments.

Through emulation movements, many outstanding collectives and individuals have been discovered, and many exemplary individuals have been honored and held up as role models. The emulation movement has truly become a spiritual driving force, promoting the successful achievement of socio-economic development targets and the fulfillment of assigned political tasks.

In 2024, the North Central Provinces Emulation Cluster will continue to focus on implementing key tasks: Effectively implementing Directive No. 34 CT/TW dated April 7, 2014, of the Politburo on continuing to innovate emulation and reward work to improve the quality of emulation and reward work in the coming period. Strengthening exchange activities, learning from experiences, innovative approaches, new models, and outstanding examples in emulation movements among provinces in the cluster and other clusters nationwide.

Launch practical and effective emulation movements to successfully achieve the socio-economic development targets and tasks set forth in the Resolution of the 13th Party Congress, thereby developing specific plans and programs.

Improving the quality of operation of emulation and reward councils and science and innovation councils at all levels, and doing a good job of advising Party committees, government agencies, and leaders on reward work will create a positive impact in the community.

Effectively implement the project "Propagating Exemplary Advanced Models in the period 2022-2025" according to Decision No. 1526/QD-TTg dated December 9, 2022, of the Prime Minister. Strengthen coordination among all levels, sectors, and media agencies in identifying, introducing, and replicating exemplary advanced models; promptly publicize good people, good deeds, new models, new factors, and effective methods to be replicated and disseminated in the community and commended at the provincial-level patriotic emulation congress in 2025.

In his directive speech, Phan Huy Giang, Head of the Central Emulation and Commendation Board, requested that the provinces in the cluster continue to organize and implement emulation movements more effectively to contribute to the successful achievement of socio-economic development targets and tasks; and to promote the emulation movement launched by the Prime Minister. He also called for strengthening the role of members of the emulation and commendation council in guiding, urging, inspecting, and supervising.

The conference proceeded with the review of emulation achievements, nominating Ha Tinh province to be recommended to the Government for an emulation flag; Quang Binh and Quang Tri provinces to be recommended to receive commendations from the Prime Minister. Simultaneously, Thua Thien Hue province was nominated as the cluster leader and Ha Tinh province as the cluster deputy leader for 2024, to be submitted to the Central Emulation and Commendation Council for a decision; the content of the emulation agreement for 2024 was discussed and agreed upon, and a signing ceremony was held.
