VHO - Deputy Prime Minister Mai Van Chinh signed Decision No. 756/QD-TTg dated April 14, 2025, approving the Plan for the preservation, restoration, and rehabilitation of the special national historical relic of Hien Luong - Ben Hai, Quang Tri province.

Regarding the planning scope, the Decision clearly states: The total planning area is 104.96 hectares, located in Hien Thanh and Vinh Son communes (Vinh Linh district), Trung Hai commune (Gio Linh district), Quang Tri province, and related landscape areas, water spaces, and green areas; including:

The protected area of ​​the site covers 21.99 hectares, including the component sites of the Hien Luong - Ben Hai National Special Monument.

The natural landscape area, villages along both banks of the Hien Luong River (which directly influences and impacts the cluster of component historical sites), the water surface area of ​​the Sa Lung River and Ben Hai River flowing through the site, and the expanded area aim to complete the overall historical landscape of the "temporary military demarcation line and demilitarized zone," promoting the value of the historical site in conjunction with tourism development, covering an area of ​​82.97 hectares.

The planning objective is to preserve and promote the historical value of the great and heroic revolutionary struggle of the nation through the remaining relics and sites of the special national historical site of Hien Luong - Ben Hai; contributing to the formation of a place for visiting, researching, learning, and educating about revolutionary traditions, as well as the patriotic spirit and aspiration for peace of our people for future generations.

The goal is to develop the historical site into a unique historical and cultural park, an attractive destination for heritage tourism, contributing to the beautification of the ecological landscape on both banks of the Ben Hai River, making the site one of the key tourism development areas of Quang Tri province; and to integrate it seamlessly with the system of revolutionary historical sites in Quang Tri province, the North Central region, the Central coastal region, and the whole country...

The spatial planning of the functional areas of the monument should focus on architectural and landscape highlights, including:

The North Bank historical site complex in Hien Thanh commune, Vinh Linh district: This complex concentrates large architectural structures serving as a reception center, with newly constructed buildings (Reunification Square, exhibition hall, management and administration area, etc.) fulfilling the functions of receiving guests, organizing events, providing logistical services, and creating some green spaces.

The South Bank historical site cluster in Trung Hai commune, Gio Linh district: Construct low-rise architectural structures to serve as a center for resort tourism services and community tourism services, linked to the traditional cultural identity of the locality and the ecological landscape.

West of the historical site: construction of a cultural park with several new public facilities symbolizing the aspiration for peace (symbols, camping area, sports facilities, parking lot, event venue...).

Common areas: Implement measures to protect and preserve the landscape and environment surrounding the monument; construct some structures to protect the riverbanks, tourist boat docks, and technical infrastructure to support the landscape.

Regarding the target market for tourists: The tourist market for the historical site includes international and domestic tourists; with domestic tourists being the key target market.

Regarding tourism product development: Organize practical experience activities and traditional revolutionary struggle education linked to exploring the historical and cultural values ​​of the Hien Luong - Ben Hai historical site, with the Hien Luong flagpole, the Joint House, the border police station, and the loudspeaker system as the central points; heritage tourism, visiting former battlefields, exploring the agricultural ecological landscape along the Hien Luong river and surrounding areas; night tourism at the Truong Son Martyrs' Cemetery - Quang Tri Ancient Citadel - Thach Han River flower-releasing dock...; marine and island ecotourism; community tourism associated with rural agriculture...

Focus on developing distinctive tourism products based on traditional cultural activities associated with historical sites, such as: the National Reunification Festival; the Peace Festival; the Lantern Festival; boat racing on the river; the Bài Chòi folk game; experiencing intangible cultural heritage, learning about customs and traditions, folk games, and developing souvenir products associated with local specialties.
