VHO - Deputy Prime Minister Mai Van Chinh signed Decision No. 756/QD-TTg dated April 14, 2025 approving the Plan for preservation, restoration and rehabilitation of the Hien Luong - Ben Hai special national historical relic, Quang Tri province.

Regarding the planning scale, the Decision clearly states: The total planning area is 104.96 hectares, located in Hien Thanh commune and Vinh Son commune (Vinh Linh district), Trung Hai commune (Gio Linh district), Quang Tri province and related landscape areas, water surface space and green trees; in which:

The protected area of the relic has an area of: 21.99 hectares; including the component relic sites of the Hien Luong - Ben Hai Special National Monument.

The natural landscape area, villages along both banks of Hien Luong River (which directly affects and impacts the complex of component relic sites), the water surface of Sa Lung River, Ben Hai River flowing through the relic and the expanded area to complete the overall historical landscape space of the "temporary military demarcation line and demilitarized zone" area, promoting the value of the relic associated with tourism development, has an area of 82.97 hectares.

The planning objective is to preserve and promote the historical value of the great and heroic revolutionary struggle of the nation through the remaining relics and relic sites of the Hien Luong - Ben Hai Special National Historical Relic; contributing to the formation of a place for visiting the source, researching, learning, and educating revolutionary traditions, as well as the patriotism and aspiration for peace of our people for future generations.

Building the relic area into a unique historical-cultural park, an attractive source tourism destination, contributing to the embellishment of the ecological landscape on both banks of the Ben Hai River, making the relic one of the key tourism development centers of Quang Tri province; synchronously connecting with the revolutionary relic system of Quang Tri province, the North Central region and the Central Coast and the whole country...

Planning the spatial organization of the functional areas of the relic into landscape architectural highlights, including:

North Bank relic cluster, Hien Thanh commune, Vinh Linh district: Concentrating large architectural works to fulfill the role of a Reception Center with newly built works (Reunification Square, exhibition house, management and operation area...) performing the functions of reception, event organization, logistics services and forming some green spaces.

South bank relic cluster, Trung Hai commune, Gio Linh district: Construct low-rise architectural works to fulfill the role of a resort tourism service center, community tourism services associated with the traditional cultural identity of the locality and ecological landscape.

Western area of the relic: build a Cultural Park with a number of new public works symbolizing the aspiration for Peace (Symbol, camping area, Sports, parking lot, event venue...).

Public space area: Protect and preserve the landscape and environment surrounding the relic; construct a number of works to protect river banks, tourist boat docks and technical infrastructure works to support the landscape.

Regarding tourist market orientation: The tourist market to the relic includes international tourists and domestic tourists; in which domestic tourists are the key market.

Regarding tourism product development: Organizing practical experience activities, educating the revolutionary struggle tradition of the nation associated with learning about the historical and cultural values of the Hien Luong - Ben Hai Relics, in which the Hien Luong flagpole relic, the Union house, the border police station, and the loudspeaker system are the center; origin tourism activities, visiting old battlefields, visiting the ecological agricultural landscape along the Hien Luong river and surrounding areas; night tourism at Truong Son Martyrs' Cemetery - Quang Tri Citadel - Thach Han River flower release dock...; sea - island eco-tourism; community tourism associated with rural agriculture...

Focus on developing typical tourism products based on traditional cultural activities associated with relics, such as: National Reunification Festival; For Peace Festival; Lantern Festival; Boat Racing on the River; Bai Choi Festival; Experience Intangible Cultural Heritage, Learn about Customs, Folk Games and Develop Souvenir Products Associated with Local Specialties.
