This is a particularly difficult mountainous commune of Thach Thanh district, with 94.7% of the population being Muong ethnic people, the people's lives are facing many difficulties, and their understanding of the law is limited. As the head of the commune police, he always demonstrates the exemplary role of a leader, being a role model in work, proactively advising local Party committees and authorities to effectively implement directives and resolutions related to ensuring security and order (STO); focusing on doing a good job of basic professional work, collecting information and documents related to the STO situation in the area to serve the work.

With the motto of "Proactive security", he and the officers and soldiers in the unit regularly do a good job of grasping the areas and fields related to ethnic minorities. In particular, they grasp the plots, methods and tricks of hostile and reactionary forces that take advantage of religious and ethnic issues to violate national security, causing disunity in ethnic minority areas... Thanh Yen commune police force effectively implemented the movement "All people protect national security", aiming to mobilize the strength of the entire political system to participate in the work of protecting security and order; enlist the support of village elders, village chiefs, and prestigious people to promote propaganda and mobilize people to well implement the Party's policies and guidelines, the State's laws and resolve dozens of cases related to security and order. From 2020 to now, Thanh Yen Commune Police have launched more than 30 movements of "All people protect national security", with 2,500 participants. Through mass mobilization work, each year, the people provide dozens of valuable sources of information to serve the police force in the annual work, resolving security and order situations at the grassroots level. Over the past 5 years, Thanh Yen Commune Police have discovered and received more than 30 cases related to security and order, directly handled 18 cases, with more than 20 subjects. In addition, he and the officers went directly to the area, went to each household to meet, propagate, mobilize, and guide people to participate in registering, activating electronic identification accounts and completing the target of issuing ID cards to 100% of citizens of ID age in the area...

With his achievements, Captain Quach Van Dung has received many certificates of merit from all levels and sectors. In particular, in 2023, he was awarded a Certificate of Merit by the Chairman of the Provincial People's Committee for his outstanding achievements in ethnic minority areas; in 2024, he was awarded the title of Grassroots Emulation Fighter by the Director of the Provincial Police; in 2025, he was awarded a Certificate of Merit by the Director of the Forestry Department for his outstanding achievements in coordinating forest protection...
