The head of Thanh Yen commune police, Quach Van Dung, guides residents on activating their electronic identification accounts.
Through his story, Captain Quách Văn Dũng shared: In 2020, he was assigned to be the Chief of Police of Thành Yên Commune. This is a particularly difficult mountainous commune in Thạch Thành District, with 94.7% of its population being ethnic Mường people, whose lives are fraught with difficulties and whose understanding of the law is limited. In his role as the commune's police chief, he consistently demonstrated the exemplary leadership of a leader, setting a good example in his work, proactively advising the local Party committee and government on the effective implementation of directives and resolutions related to ensuring security and order; focusing on performing basic professional duties well, collecting information and documents related to the security and order situation in the area to support his work.

With the motto "Proactive Security," he and the officers in his unit consistently do a good job of monitoring the area and fields related to ethnic minority communities. This includes thoroughly understanding the schemes, methods, and tactics of hostile and reactionary forces that exploit religious and ethnic issues to undermine national security and cause disunity in ethnic minority areas. The Thanh Yen commune police force effectively implements the "All People Protect National Security" movement, mobilizing the strength of the entire political system to participate in protecting security and order; leveraging the support of village elders, community leaders, and influential people to promote propaganda and mobilize the people to effectively implement the Party's guidelines and policies, and the laws of the State, and resolving dozens of security-related cases. From 2020 to the present, the Thanh Yen commune police have organized over 30 "All People Protect National Security" movements, with 2,500 participants. Through community mobilization efforts, the people provide dozens of valuable pieces of information each year to assist the police force in their work and resolve security and order issues at the grassroots level. Over the past five years, the Thanh Yen Commune Police have detected and received over 30 cases related to security and order, directly handling 18 cases involving over 20 individuals. In addition, he and his officers have directly gone to the area, visiting each household to meet with, educate, and guide people to register and activate electronic identification accounts, and have achieved the target of issuing identity cards to 100% of citizens of eligible age in the area...
With his achievements, Captain Quách Văn Dũng has received numerous commendations and certificates of merit from various levels and sectors. In particular, in 2023, he was awarded a Certificate of Merit by the Chairman of the Provincial People's Committee for outstanding achievements in ethnic minority areas; in 2024, he was awarded the title of "Outstanding Soldier at the grassroots level" by the Director of the Provincial Police; and in 2025, he received a Certificate of Merit from the Director of the Forestry Department for outstanding achievements in coordinating forest protection efforts...
