Smart broadcasting is an inevitable trend for localities. The transition to smart broadcasting has been and continues to contribute to building a smart infrastructure system and improving the quality of information and propaganda at the grassroots level.

Hoang Dao commune is one of the localities in Hoang Hoa district that piloted the installation of a broadcasting system using information and telecommunication technology (or smart broadcasting) under the project "Digital transformation of the grassroots broadcasting system in rural communes in Thanh Hoa province in 2021". Since 2022, the commune's smart broadcasting system has been operating synchronously with 11 speaker clusters installed in 7 villages. The broadcasting system is automatically set to broadcast around 5 AM and 5 PM from Monday to Saturday every week. The system will relay programs from the Voice of Vietnam Radio , the district radio station, and finally, programs and announcements from the commune.

According to Nguyen Dinh Thiet, a cultural official in Hoang Dao commune, the commune's information and telecommunication technology-based public address system has received an investment of over 260 million VND. Compared to the old system, the smart broadcasting station is simpler to manage and operate, easier to use, and saves more time and manpower than the old loudspeaker system. The system's managers and operators can remotely monitor and operate the broadcasting equipment and detect malfunctioning or non-functioning devices. It features an automatic reading system, an automatic date and time setting for the broadcast schedule, and good signal quality with clear sound.

Implementing the digital transformation program, Minh Tan commune (Vinh Loc district) has applied information technology to all aspects of life, production, and business. In particular, the commune has invested in and put into use a smart public address system. Listening to information from the public address system has become a habit for many residents. For example, Mr. Trinh Van Thao, head of Hamlet 9 in Minh Tan commune, has maintained the habit of listening to information through the commune's public address system every morning and evening for many years. Through this, he has been able to keep up with the latest news, political events, directives from the local government, and notable local events.

Mr. Trinh Van Thao shared: "The public address system not only helps people keep up with information but also celebrates and encourages emulation movements in the locality. The conversion to a smart public address system helps people access information technology and participate in the digital transformation in general."

Ms. Le Thi Huong, a cultural and social affairs officer in Minh Tan commune, said: "Since July 2024, the entire Minh Tan commune has installed a public address system using information and telecommunication technology with 7 speaker clusters, each cluster having 3 speakers covering 8 villages in the commune, at a total cost of over 430 million VND. The smart public address system is more compact and easier to operate than wired public address systems, and operators can manage and control it remotely. In particular, the smart public address system has an automatic speech-to-speech mode from Word documents, which helps system managers reduce pressure and handle work faster and more efficiently."

Not only Minh Tan or Hoang Dao communes, but many localities throughout the province have installed broadcasting stations using information and telecommunication technology. This is an inevitable trend in the era of applying science and technology and digital transformation.

To implement digital transformation in the grassroots broadcasting system, Thanh Hoa province has issued and implemented many decisions, programs, and projects such as: Decision No. 3668/QD-UBND approving the list, detailed budget, and contractor selection plan for the project "Digital transformation of grassroots broadcasting systems in rural new-style communes in Thanh Hoa province in 2021"; Resolution 500/NQ-HĐND deciding on the investment policy for the project to build and deploy a smart broadcasting system for district and commune-level People's Committees in Thanh Hoa province in the period 2024-2027... According to these programs, many localities have received funding to deploy smart broadcasting systems. In addition, many localities have proactively secured funding and connected with relevant units to independently deploy smart broadcasting systems.

According to statistics from the Department of Information and Communications, as of June 2024, 55 communes in the province had installed broadcasting stations using information and telecommunication technology. A smart broadcasting system is a system that uses information and telecommunication technology to transmit signals over the internet telecommunication infrastructure instead of via FM waves or wires. Each smart broadcasting system is equipped with a computer, microphone, internet broadcasting transceiver, and speaker system. Smart broadcasting systems have advantages over conventional broadcasting systems, such as centralized management and operation, synchronized data, easy monitoring of speaker system operation, and remote control.
