
Currently, the province has 2,124 administrative procedures under the jurisdiction of various levels of government, including 1,750 at the provincial level and 374 at the commune level. From July 1st, the two levels of local government officially began operating, transferring a significant amount of tasks and authority to the commune and ward levels, spanning many fields; many documents and regulations related to administrative procedures have also changed. To ensure smooth and compliant implementation, agencies and units have consistently focused on and promoted awareness campaigns regarding administrative procedure reform.
The border commune of Thuy Hung has a natural area of 108.73 km2; it comprises 27 villages, 1,649 households with 6,890 inhabitants. Ms. Dang Thi Huong, Vice Chairman of the People's Committee of Thuy Hung commune, said: Immediately after its establishment, the People's Committee of the commune directed relevant departments and units to strengthen propaganda on administrative procedure control and reform, implementing the one-stop and integrated one-stop mechanisms through various forms such as the commune's electronic information portal, local loudspeakers; and integrating it into agency meetings and village meetings. As a result, to date, the online processing rate has reached 91.28%, exceeding the provincial target by 1.28%; the rate of electronic copy certification has reached 98.16%.
From July 1st to December 3rd, 2025, the entire province received 343,399 applications, of which 301,358 were received and processed online, accounting for 87.76%; 99% of these applications were resolved on time or ahead of schedule. |
At the Provincial Public Administrative Service Center, the center has recently intensified its communication efforts regarding administrative procedure reform. For example, since the beginning of 2025, the center has published 103 news articles and reports on administrative procedure reform on its website. Ms. Hoang Thi Luan, Deputy Director of the Provincial Public Administrative Service Center, stated: The unit has created a dedicated section on "Propagating Administrative Procedure Reform" on its website and assigned staff from specialized departments to regularly write articles promoting new regulations and documents, and providing in-depth analysis of administrative procedures. Currently, the center has completed 7 promotional videos guiding the implementation of administrative procedures. These videos will be posted on the website, social media, and sent to public administrative service centers in communes and wards to serve citizens and businesses in the most convenient way.
In addition, the Office of the Provincial People's Committee regularly collaborates with the Lang Son Newspaper and Radio & Television to produce a "Administrative Procedure Reform" program with two programs per month. In 2025, the Lang Son Newspaper and Radio & Television broadcast 24 programs, each lasting 7 minutes; and broadcast over 300 news articles and reports reflecting the work of reforming and controlling administrative procedures in news programs on radio and television. On print and online media, 70 programs on "Administrative Procedure Reform" were published, including 30 articles and 40 news items on print, online, and digital platforms.
At the same time, specialized agencies under the Provincial People's Committee and the Commune People's Committees carry out propaganda on administrative procedure control activities by integrating the content into meetings, posting policies and legal regulations on electronic information websites, etc.
With the active involvement of all levels and sectors, information and communication work on administrative procedure reform has been and is being strengthened. As a result, people and businesses have a better understanding of the procedures and how to carry them out quickly and efficiently. Ms. Hoang Thi Tam, from Block 12, Ky Lua Ward, shared: "Previously, when it was part of Hoang Van Thu Ward of the old Lang Son City, whenever I needed to handle procedures, I usually went to the city's 'one-stop' service center. However, after July 1st, thanks to the Ky Lua Ward People's Committee's awareness campaign, I learned that many procedures, especially those related to land, have been decentralized to the ward level. When I went to the Ward's Public Administrative Service Center to complete the procedures, I received attentive guidance and thorough support from the staff, so I was no longer confused and was able to submit my application quickly."
In the context of transforming the government model and accelerating digital transformation, communication about administrative procedure reform will play an increasingly important role. With the determination of all levels and sectors and the support of the people, it is believed that the province's administrative procedure reform efforts will continue to spread strongly, contributing to building a more civilized, transparent, and friendly administrative environment in the future.
