
Currently, the whole province has 2,124 administrative procedures under the authority of the authorities at all levels, of which: the provincial level has 1,750 administrative procedures, the commune level has 374 administrative procedures. From July 1, the two-level local government officially operated, the tasks and authorities transferred to the commune and ward levels are quite large, spread across many fields; many documents and regulations related to administrative procedures have changed. In order for the implementation process to be smooth and in accordance with regulations, agencies and units have regularly paid attention to and promoted propaganda on administrative procedure reform.
Thuy Hung border commune has a natural area of 108.73 km2; has 27 villages, 1,649 households with 6,890 people. Ms. Dang Thi Huong, Vice Chairman of Thuy Hung Commune People's Committee said: Immediately after its establishment, the Commune People's Committee directed relevant departments and units to promote propaganda on control, reform of administrative procedures, implementation of one-stop-shop and one-stop-shop mechanisms in many forms such as through the commune's electronic information page, grassroots loudspeakers; integrated in agency meetings, village meetings. Thanks to that, up to now, the online processing rate has reached 91.28%, exceeding the target assigned by the province by 1.28%; the rate of electronic copy certification has reached 98.16%.
From July 1 to December 3, 2025, the whole province received 343,399 applications, of which 301,358 applications were received and processed online, accounting for 87.76%; 99% of these applications were resolved before and on time. |
At the Provincial Public Administration Service Center, in recent times, the center has also promoted communication of contents on administrative procedure reform. For example, from the beginning of 2025 to now, the center has built and posted 103 news and propaganda articles related to administrative procedure reform on the electronic information page. Ms. Hoang Thi Luan, Deputy Director of the Provincial Public Administration Service Center, said: The unit has built a separate column "Propaganda for administrative procedure reform" on the electronic information page, and at the same time assigned officers and civil servants of specialized departments to regularly write propaganda articles on new documents and regulations, and in-depth analysis of administrative procedures. Currently, the center has completed 7 propaganda videos , guiding the implementation of administrative procedures. The videos will be posted on the electronic information page, social networks and sent to the public administration service centers of communes and wards to serve people and businesses in the most convenient way.
In addition, the Provincial People's Committee Office regularly coordinates with Lang Son Newspaper, Radio and Television to carry out the "Administrative Procedure Reform" column with 2 columns/month. In 2025, Lang Son Newspaper, Radio and Television broadcast 24 columns, each column lasting 7 minutes; broadcast over 300 news articles and reports reflecting the reform and control of administrative procedures in news programs on radio and television. In print and electronic newspapers, 70 "Administrative Procedure Reform" columns with 30 articles and 40 news articles were published on print newspapers, electronic newspapers and digital platforms.
At the same time, specialized agencies under the Provincial People's Committee and Commune People's Committees carry out propaganda on administrative procedure control activities through integrating content at meetings, posting policies and legal regulations on electronic information pages...
With the active participation of all levels and sectors, information and propaganda work on administrative procedure reform has been and is being promoted. Thanks to that, people and businesses have a better understanding of information about procedures and how to carry out procedures quickly and effectively. Ms. Hoang Thi Tam, Block 12, Ky Lua Ward shared: Previously, when I was still in Hoang Van Thu Ward of the old Lang Son City, whenever I needed to resolve procedures, I often went to the city's "one-stop" department. However, after July 1, thanks to the propaganda of the People's Committee of Ky Lua Ward, I learned many procedures, especially land-related procedures that have been decentralized to the ward for settlement. When I went to the Ward Public Administration Service Center to carry out the procedures, I was enthusiastically guided and supported by the staff, so I was no longer confused and could quickly complete the application submission.
In the context of transforming the government model and promoting digital transformation, communication on administrative procedure reform will play an increasingly important role. With the determination of all levels, sectors and the support of the people, we believe that the administrative procedure reform work of the province will continue to be strongly spread, contributing to building a more civilized, transparent and friendly administrative environment in the coming time.
