The Civil Aviation Authority of Vietnam has just sent a document to the relevant units to implement the use of level 2 personal electronic identification accounts for passengers when checking in for flights.
Accordingly, the Civil Aviation Authority of Vietnam proposed agencies and units to simultaneously implement two tasks.
Long-term task, deploying a level 2 personal electronic identification account authentication application for passengers when checking in for flights combined with biometric authentication of all passengers.
The Civil Aviation Administration of Vietnam has requested the Airports Corporation of Vietnam - JSC, Van Don International Airport to assume the prime responsibility for, and coordinate with relevant agencies and units, to synchronize the implementation of biometric authentication, combined with electronic chip-based citizen identification authentication (for the Airports Corporation of Vietnam - ANHK JSC is piloting at Phu Bai, Cat Bi, and Noi Bai agencies on May 2390, 12/5, and Noi Bai, such as: Vietnam Airlines).
For the immediate task, pilot the application of the quick test method guided by the Ministry of Public Security in Document No. 1101/BCA-QLHC, and evaluate the effectiveness after the pilot.

Pilot acceptance of passengers using level 2 electronic identification accounts instead of citizen identification; apply the quick test method guided by the Ministry of Public Security in Document No. 1101/BCA-QLHC, evaluate the effectiveness after piloting to report to the Ministry of Transport.
The pilot will be implemented simultaneously at airports from June 1, 6 to the end of August 2023, 1 for domestic flights.
At check-in counters and when boarding, accept level 2 electronic identification accounts when passengers check in for flights in 2 steps: Asking passengers to open their own level 2 electronic identification accounts; compare photos of passengers on level 2 e-ID accounts with real people and compare flight passenger information with information on level 2 e-ID accounts.
At the aviation security check point, accepting a level 2 e-ID account when a passenger checks in for a flight is done in 2 steps: Asking the passenger to open a level 2 e-ID account for the passenger; compare the photos of passengers on the level 2 e-ID account with the real person and compare the flight's passenger information with the information on the level 2 e-ID account.
The document clearly states, pilot only with voluntary passengers. Aviation employees participating in the pilot voluntarily use their phones and e-ID accounts in the pilot; Airline staff participating in the pilot pledge not to use passenger information for illegal purposes.
At the same time, at the check-in counter, the aviation security check flow, and the pilot boarding point, there must be a signboard notifying the acceptance of level 2 electronic identification accounts when passengers check-in (volunteer passengers).
