This Circular takes effect from May 5, 10.

Specifically, the basic construction items of the rest stop are divided into 03 groups, including: Public service works (providing free services), commercial service works and auxiliary works. .
Currently, the basic work items of the rest stop are divided into 3 groups including: Public service works; Commercial service works and auxiliary works, of which works from a to e are required as prescribed in point 2.2.1 of QCVN 43:2012/BGTVT.
In particular, public service works (providing free services) include: Parking lots; Rest space; Temporary rest room for drivers; Toilet; Where to provide information; Place to organize and launch propaganda on traffic safety; Place on duty for rescue, rescue, and first aid in traffic accidents (Currently, it is the duty place of rescue and first aid personnel in traffic accidents).
The commercial service facilities of the rest stop include: Food and beverage service area; Product introduction and sales area; Fuel station; Vehicle maintenance and repair workshop; Car wash; Bedroom for driver and passengers staying overnight; Area for installing electric charging poles and charging equipment (Newly added content); Transformer station, backup power station (Newly added content).
Supporting works (recommended): Logo of the locality or rest stop; Place where local specialties are produced and processed; Place for community activities (organizing fairs, cultural activities).
In addition, the minimum number of parking positions that can be arranged to charge cars is stipulated, accounting for 10% of the total parking positions; Investment in infrastructure to install charging poles and charging equipment depends on usage needs and each investment stage, in which: Type 1 and 2 rest stops are required; Rest stops of types 3 and 4 are encouraged.
At the same time, the electricity, water, lighting, and communication systems must ensure synchronization, completeness, and compliance with the regulations in TCVN 4319:2012, QCVN 07:2010/BXD to provide safe services. , stable for people and vehicles.
The minimum area for a passenger car or truck parking location is 40 m2; Minimum parking area for cars is 25m2. Parking locations must have painted lines to delineate, and have separate parking spaces for disabled people with a minimum area of 25m2.
In addition, the toilet area must ensure waterproofing, moisture resistance, odor removal, and ventilation; Floors, walls and equipment must always be clean. The quantity and quality of sanitary equipment must be suitable for each type of project according to TCVN 4319:2012.
