While the goal in the past was to eradicate illiteracy to raise the general level of education, today, the popularization of digital knowledge and skills has become a condition for every citizen to participate in the country's development process.

In 1945, shortly after the establishment of the Democratic Republic of Vietnam, President Ho Chi Minh identified three "enemies" facing the country: hunger, illiteracy, and foreign invasion. Among these, "illiteracy" was considered a major obstacle to building an independent and self-reliant nation. With his visionary perspective, he asserted: "An ignorant nation is a weak nation." This statement not only reflected his views on education but also laid the foundation for a knowledge-based national development philosophy.

The Popular Education Movement was born from that spirit. Millions of people, from rural areas to cities, from laborers to officials, participated in learning to read and write. In just about a year, more than 2.5 million adults learned to read and write, creating a miracle in the context of a country still facing immense difficulties.

Even today, as the Fourth Industrial Revolution transforms production methods, governance, and social life, that idea remains just as valuable. The only difference is that, in addition to literacy, people now need to know how to use digital technology , access data, utilize online public services, make electronic payments, and apply artificial intelligence in their studies, work, and daily lives. Therefore, launching the "Digital Literacy Movement" is seen as a direct continuation of President Ho Chi Minh's idea of ​​"enlightening the people" in a new development context.

At the conference to implement Resolution 57 in early 2026, the Secretary of the Ho Chi Minh City Party Committee, Tran Luu Quang , emphasized that the development of science, technology, innovation, and digital transformation must become the main driving force for the city's growth. This message shows that digital transformation is no longer an option but has become an essential requirement for the development of the country's largest city. Resolution 57 serves as a strategic framework, helping Ho Chi Minh City gradually form a new development model based on knowledge, technology, and data, creating a foundation for a higher stage of development in the 2025-2030 term.

However, all major goals regarding digital government, digital economy, or digital society will be difficult to achieve if citizens lack the knowledge and skills to participate in that process.

Putting Resolution 57 into practice, starting with every digital citizen.

What makes Ho Chi Minh City unique is that it doesn't view the Digital Literacy Campaign as a short-term initiative, but rather as a long-term movement contributing to bringing the spirit of Resolution 57 into daily life. The message "Every citizen is a key element in digital transformation" has been chosen as the overarching spirit of the movement. This means that digital transformation is no longer just a matter for government agencies or technology companies, but has become the responsibility and right of every citizen.

From that approach, the city has set a very specific goal: by the end of 2026, 100% of adults will have basic knowledge of digital transformation, be proficient in using smart devices, essential digital platforms and services, and be certified as having completed digital literacy on the VNeID platform.

The city has also developed a series of models to bring digital skills to residential areas, such as "Morning Coffee with the People," creating a space for residents to receive direct guidance on VNeID, VssID, digital signatures, online public services, electronic payments, and the application of artificial intelligence in learning and work. At the grassroots level, community digital technology teams continue to play their role with the motto "going to every alley, knocking on every door," helping people "understand immediately - be able to do it - use it right away." This is how digital transformation is implemented from the most practical needs of life.

This spirit is further amplified by the synchronized involvement of the entire political system. The People's Committee of Ho Chi Minh City and the Vietnam Fatherland Front Committee of Ho Chi Minh City have signed a cooperation program to implement the Digital Literacy Movement. Political and social organizations are simultaneously building teams to disseminate information, guide, and support people in accessing digital platforms.

In particular, the "Digital Summer" campaign, implemented by the Standing Committee of the City Youth Union in coordination with the Department of Science and Technology, has made a significant impact. 479 teams with 8,165 youth union members, young people, and students were present in 168 wards, communes, and special zones, directly guiding people in using online public services, VNeID, exploiting digital platforms, and applying artificial intelligence for learning and work. In just under a month of implementation, these teams have assisted approximately 200,000 people in accessing digital transformation activities.

These figures show that the Digital Literacy Movement is no longer just a slogan but has become concrete actions taking place every day in residential areas, schools, traditional markets, and public administrative centers. More importantly, the movement is contributing to changing people's perceptions of digital transformation.

Resolution No. 09 on building and developing Ho Chi Minh City in the new era continues to identify building a growth model based on science, technology, innovation, and digital transformation as one of the city's eight key tasks. To realize this goal, the most important thing remains the development of human resources. History has proven that the 1945 Mass Education Movement contributed to raising the intellectual level of the people and laying the foundation for national construction. Today, the Digital Mass Education Movement is continuing that spirit with a new mission: to popularize digital knowledge so that every citizen becomes an active participant in digital transformation.

This is also the most vivid continuation of President Ho Chi Minh's idea of ​​"enlightening the people" in the digital age, and simultaneously the foundation for Ho Chi Minh City to realize its aspiration to become a modern, smart, and developed city, playing a leading role in the journey with the rest of the country into a new era of development.
