Associate Professor, Dr. Ha Minh Hong, former Head of the History Department (University of Social Sciences and Humanities, Vietnam National University Ho Chi Minh City), believes that in the article "Radiant Vietnam," General Secretary To Lam demonstrated the consistency of the Party's path throughout its history of development and growth, a consistent development under the leadership of the Communist Party of Vietnam founded and nurtured by President Ho Chi Minh; and at the same time affirmed with clear evidence the unique leadership role of the Party in the achievements that our country's revolution and our nation have attained.
According to Associate Professor, Dr. Ha Minh Hong, General Secretary To Lam skillfully used documents and materials to elevate the content and introduce new ideas. For example, in the final part of the article, General Secretary To Lam cited the figure of nearly 5,000 party members in 1945 when the August Revolution succeeded, over 500,000 party members in the 1960s when the protracted resistance war for independence and national reunification began, and the current figure of over 5.4 million party members, demonstrating the growth in both quantity and quality, affirming that our Party is capable of assuming its historical responsibility and mission in entering a new era, an era of national progress.
Nguyen Thi Minh Trang, Head of the Propaganda and Mass Mobilization Department of the Vinh Long Provincial Party Committee and Deputy Head of the Vinh Long Provincial National Assembly Delegation, also stated that General Secretary To Lam's article "Radiant Vietnam" is very insightful and comprehensive regarding the formation and development of the Party from its founding to the present day. In reality, over the past 95 years, the great victories of our nation in the August Revolution, the resistance against French colonialism and American imperialism, the firm defense of the national borders, and especially the proud achievements in the construction and development of the country... are all linked to the role and the correct and creative leadership of the Party.
In the article, the General Secretary outlined seven key issues concerning Party building in light of the new demands of the revolutionary cause, especially in the context of deep international integration and the challenges posed by the current global situation. These are fundamental, practical, effective, groundbreaking, and comprehensive solutions, encompassing both short-term and long-term goals, and are integrated with the policies, guidelines, and solutions that we have been implementing vigorously in recent times.

According to Ms. Nguyen Thi Minh Trang, the content of "steadfastly adhering to the Party's goals and ideals" is considered by the General Secretary as the most important and paramount issue, the core issue in Party building work, and the foundation and defining factor for other solutions. In addition, the General Secretary also emphasized the role of perfecting the Party's theoretical system because a solid theoretical foundation will determine the correctness of the leadership guidelines and national development strategy. The General Secretary also pointed out that building the Party's theoretical system requires objectivity, honesty, frankness, and continuous consolidation, improvement, and supplementation... in order to effectively fulfill the Party's leadership and guidance role.
Also expressing his appreciation for General Secretary To Lam's article, Dr. Vu Trung Kien, Deputy Head of the Party Building Department, Ho Chi Minh National Political Academy, Region II, stated that General Secretary To Lam's article conveyed a message, fostered confidence, pride, and responsibility in each cadre and Party member today, enabling them to overcome challenges and steadfastly march under the glorious banner of the Party, worthy of the generations of their forefathers, and worthy of the heroic history of the Party and the nation.


In the current period, as the entire country faces new opportunities and challenges to continue the cause of reform with the top priority being the successful achievement of strategic goals by 2030, Vietnam becoming a developing country with modern industry and high middle income; and by 2045, becoming a developed socialist country with high income, more than ever, it is necessary to always maintain and strengthen the leadership role of the Party, build strong Party branches, and cultivate the character of Party members with qualities and capabilities commensurate with the tasks.
General Secretary To Lam chaired the 27th session of the Central Steering Committee on preventing and combating corruption, waste, and negative phenomena on the morning of December 31, 2024.
Nguyen Ngoc Trinh, Secretary of the Party Branch of Residential Area No. 10, Thanh Nhan Ward, Hai Ba Trung District (Hanoi), said that among the seven key issues mentioned in the article, she was particularly impressed with the third issue: continuing to build and strengthen a clean and strong Party. This is a task of decisive importance for the Party's existence and development. In particular, studying and following Ho Chi Minh's thought, ethics, and style in Party building in general, and in building clean and strong Party branches in particular, is of crucial importance.
Individual Party members must always be united, exemplary, and practice what they preach. Unity is not just empty words, but also applies to work, self-criticism, and criticism to help each other progress. Unity is an essential attribute and the strength of the Party. Therefore, the Party must always maintain unity and solidarity, considering it a special task and a principle in Party building and rectification. The Party must regularly practice broad democracy, and regularly and seriously engage in self-criticism and criticism. This is the best way to consolidate and develop the Party's unity and solidarity. Every Party member and cadre must truly be thrifty, honest, upright, and selfless; they must keep our Party truly clean and worthy of being a leader and a loyal servant of the people.
The Party Committee plays a unifying role in fostering unity within the Party branch. Therefore, it is necessary to focus on building and strengthening the Party Committee in conjunction with selecting and developing a team of cadres with sufficient qualities and capabilities. Key cadres of the Party branch must be exemplary in promoting unity; they must know how to combine and harmoniously handle various interests, placing the collective interest and the Party branch's interests above all else, and possessing the ability to unite the entire Party branch. In particular, it is crucial to improve the quality of Party branch meetings, strictly adhere to the principles of Party building, and effectively implement the Secretariat's Directive on renewing the content, form, and quality of Party branch meetings.

Sharing this view, Ms. Pham Tam Hieu (50 years of Party membership in Giang Vo Street, Ba Dinh District, Hanoi) stated that, along with the work of rectifying and building a clean and strong Party, the fight against corruption, negative phenomena, and waste needs to be continued decisively, synchronously, comprehensively, and systematically, without any forbidden areas or exceptions, creating a deterrent and warning effect, thereby contributing to purifying the apparatus and strengthening the people's trust in the Party.
Currently, corruption, negative practices, and wastefulness are pressing issues causing serious consequences; directly undermining national development, causing political instability, and threatening the survival of the regime. In particular, this scourge is corrupting officials and Party members; eroding public trust in the Party; creating a breeding ground for social instability; and providing opportunities for hostile forces to exploit the situation to implement their "peaceful evolution" strategy, instigating riots and overthrowing the government, weakening the Party's leadership, and undermining the State's governance.
According to Ms. Pham Tam Hieu, at this time, the issue of preventing and combating waste is necessary and needs to be implemented decisively and synchronously with effective solutions, creating a strong ripple effect, becoming a voluntary and conscious action of every official, Party member, and citizen, creating a culture of conduct in the new era. Only then can the country enter an era of national progress.
The special art program "Celebrating the Party, celebrating Spring, celebrating the country's renewal" with the theme "95 years - A guiding light", will be held on the evening of February 3, 2025.

Organizational and personnel work is considered a key task, of decisive importance to the strength of the Party. As General Secretary To Lam emphasized, in order to bring about sustainable national development, the Party must constantly renew itself, rectify its shortcomings, and enhance its leadership capacity and fighting strength. To achieve this, the organizational structure must be streamlined and operate effectively and efficiently; the cadre must possess the courage, qualities, and capabilities to meet the demands of the new situation.
On the afternoon of October 31, 2024, at the Ho Chi Minh National Political Academy, General Secretary To Lam discussed several issues regarding the new era, the era of national progress, with trainees of the training course on updating knowledge and skills for cadres slated to become members of the 14th Central Committee of the Communist Party of Vietnam (Class 3).
Regarding this matter, Nguyen Hong Son, Head of the Organization Department of the Hai Duong Provincial Party Committee, stated that currently, personnel organization work should not only focus on personnel placement and arrangement but also aim to build a truly exemplary team of cadres with innovative and creative thinking, who dare to think, dare to act, and dare to take responsibility for the common good. At the same time, it is necessary to continue to tighten discipline and order, resolutely prevent and combat degradation, corruption, and negative practices among cadres and Party members.
To effectively carry out this task, the Head of the Organization Department of the Hai Duong Provincial Party Committee stated that it is necessary to continue reviewing and consolidating the organizational structure towards a streamlined, effective, and efficient operation. This is an important requirement to overcome the cumbersome and overlapping nature of the system and ensure the smooth functioning of the political system. Along with this, it is necessary to strongly innovate personnel work, ensuring democracy, openness, and transparency in the selection, appointment, rotation, and utilization of cadres. In particular, it is crucial to resolutely combat the practice of seeking positions and power through illicit means, and the influence of vested interests in personnel work. Simultaneously, attention should be paid to building a team of cadres, especially key cadres at all levels, who possess strong political acumen, impeccable moral character, and a high sense of responsibility. This team of cadres should not only be professionally competent but also genuinely committed to the people and willing to contribute to the development of the locality and the country. Furthermore, it is necessary to strengthen inspection and supervision, strictly handle violations, and ensure discipline within the Party. This is a crucial solution to maintaining the purity and strength of the Party and consolidating the people's trust.

Also expressing his appreciation for the fifth point, which is focusing on building a team of cadres, especially key cadres, Mr. Nguyen Xuan Tung, Secretary of Branch 2, Ngoc Ha Ward Party Committee (Hanoi), said that all levels, sectors, and localities need to strongly innovate their thinking in cadre work. Cadre work procedures must become mechanisms for selecting the best and most deserving individuals. Furthermore, all levels, sectors, and localities need to build mechanisms for identifying, protecting, and utilizing talented individuals, while also establishing clear accountability mechanisms. Those who recommend or appoint cadres who do not meet the standards, lack integrity, or are incompetent must be held accountable.

Each stage of the revolution is associated with a suitable organizational structure of the political system, aiming to create a synergistic force to propel the revolution forward. We are entering a new era, an era of national progress, which demands a streamlined, effective, and efficient organizational structure. This is a particularly important task, reflecting the Party's highest determination. The revolution to streamline the organizational structure aims to liberate resources and remove bottlenecks.

“I sense the harmony and vibrant atmosphere of the early spring days, filled with excitement, urgency, and overflowing emotion as the entire political system embarks on the task of streamlining the organizational structure to be more efficient, effective, and effective, in accordance with the general policies of the Party and the State. Regarding the content of strengthening the application of science and technology and digital transformation in Party building work, Mr. Dao Ngoc Nghiem, Standing Committee Member of the Hanoi Union of Science and Technology Associations and Vice President of the Hanoi Urban Planning and Development Association, stated that in the context of international integration, Vietnam has made significant advances in science and technology. Specifically, it has focused on specific mechanisms and policies to mobilize young intellectual resources to participate in socio-economic development; and at the same time, applied information technology in Party work to promote administrative reform. Particularly, in the context of increasingly streamlined staffing due to organizational restructuring and personnel reduction, proactively innovating leadership methods and applying digital transformation in the activities of Party committees is an urgent task.
To promote the application of information technology to meet the requirements of digital transformation within the Party, according to Mr. Dao Ngoc Nghiem, in the coming time, the application of information technology to meet the requirements of digital transformation in Party agencies needs to be implemented continuously, persistently, substantively, and effectively; ensuring continuity and innovative progress with solid steps, appropriate to the practical situation of each individual and unit.
Accordingly, Party agencies need to focus on building and receiving the transfer of specialized information systems. Specifically, this involves receiving and putting into use shared information systems, services, and internal applications such as: information systems of Party branches and committees; asset management software within the Party agency system; and the synchronized and effective deployment of technical infrastructure and transferred information system software.
In addition, Party agencies need to deploy and build information systems using new technologies such as artificial intelligence (AI) and big data analytics, increasing connectivity and sharing to serve advisory, synthesis, statistical, and forecasting work; promote digitalization and electronic document exchange on computer networks; and exploit data from national databases...
General Secretary To Lam, along with other Party and State leaders and former leaders, visited the exhibition area at the National Conference on Breakthroughs in Science, Technology, Innovation and Digital Transformation, held on the morning of January 13, 2025, at the National Assembly building.
“In the context of the ongoing global digital transformation, promoting the application of digital transformation and the use of science and technology in management and administration is a crucial solution to reduce administrative workload and manpower. However, to effectively implement this solution, it is essential to focus on training and developing the digital capabilities of officials, especially young people. It is necessary to appoint young officials with scientific and technical expertise to Party committees at all levels. Simultaneously, policies and mechanisms should be implemented to encourage and promote the research passion of intellectuals and scientists, especially young scientists, and to recruit them to work in agencies within the political system,” stated Ms. Y Viet Sa, Deputy Secretary of the Kon Tum Provincial Youth Union.
For his part, Mr. Dang Thanh Long, Chairman of the Union of Science and Technology Associations of Kon Tum province, affirmed that, recognizing the importance of science and technology, the Party's documents, including Resolution 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and national digital transformation, all identify the development of science and technology as a top national priority. As the ruling party leading the government, the Party must also constantly innovate to match the tasks assigned by history. The Party must enhance its leadership capacity, fighting strength, access and apply science and technology, and innovate its leadership methods and working styles. Mr. Dang Thanh Long emphasized: "More broadly, it is necessary to apply science and technology to Party building. This is an objective and essential requirement for our Party to have sufficient capacity to lead the political system, meet the demands of the Industry 4.0 era, and digital transformation."
Binh Duong and Kien Giang provinces are investing in the development of digital transformation infrastructure, strongly applying digital technology and digital data in all fields to implement the "Digital Transformation" development strategy.
