Tu Vu - rising from a glorious past

In the continuous flow of time, the Tu Vu region bears the profound imprint of history, a place of glorious victories and heroic sacrifices of the soldiers and people of Tu Vu in particular, and Phu Tho province in general, making a significant contribution to the victory of the Dien Bien Phu campaign, ending the 9-year resistance war against French colonialism and liberating our nation.

Inheriting and continuing the tradition of unwavering revolutionary spirit, the Party Committee, government, and people of Tu Vu commune have always been united, upholding the spirit of self-reliance and self-improvement, and promoting socio-economic development in the context of implementing the two-tiered local government model. Tu Vu is a testament to a comprehensive transformation into a prosperous rural area with aspirations for further progress.

In 1951, the French colonialists launched an offensive on Hoa Binh with the aim of establishing an "autonomous Muong region" encompassing the living areas of the Muong ethnic group in the Northwest, carrying out their wicked plan to divide the national unity. They built the Tu Vu stronghold, consisting of numerous bunkers, underground tunnels, and fortified fighting positions, with interconnected trenches and communication trenches, surrounded by multiple layers of barbed wire fences interspersed with dense minefields, creating an impenetrable and insurmountable defensive network. In addition, the French colonialists deployed significant firepower, including tanks, armored vehicles, artillery, boats, warships, and highly skilled soldiers.

Determined to destroy the Tu Vu stronghold to launch the Hoa Binh campaign, on the night of December 10, 1951, Regiment 88, along with the people and soldiers of Thanh Thuy district (formerly Phu Tho province), divided into three columns to secretly approach the target, forming a pincer movement to encircle and cut off enemy forces, ultimately annihilating all enemy troops. After more than 5 hours of fierce fighting, we completely captured and controlled the Tu Vu stronghold, achieving a glorious victory.

The victory at Tu Vu is a heroic epic about the courageous and tenacious fighting spirit, the unity and close cooperation between the main army and the local people and troops; it weakened the enemy's defense line along the Da River, tightened the encirclement, struck directly at the enemy's base in Hoa Binh town, and thwarted the enemy's plot to seize the rear to establish an autonomous Muong region.

As the war years passed, the victorious spirit of Tu Vu was further strengthened by a powerful will to rise again. Tu Vu has now become a prosperous new rural area. Veteran Tran Quoc Tri, from the Tu Vu Commune Veterans Association, shared: "Tu Vu today is very different from the past. The roads are well-maintained, the houses are sturdy, and the people's lives are constantly improving. Seeing my homeland change every day makes me very proud."

Tu Vu commune was established by merging three former administrative units: Dong Trung, Hoang Xa, and Tu Vu communes. With a spirit of unity and overcoming difficulties, the Party Committee, government, and people of all ethnic groups in Tu Vu commune have achieved many important accomplishments. During the past term, local budget revenue reached nearly 700 billion VND; the average value per hectare of cultivated land and aquaculture reached 125.5 million VND/hectare; average per capita income increased compared to the Congress's target (Tu Vu 54.3 million VND/person/year; Dong Trung 62.9 million VND/person/year; Hoang Xa 58.9 million VND/person/year); the National Target Program for Building New Rural Areas was implemented comprehensively. To date, the commune has 5 residential areas meeting the model new rural area standards, and 5 products achieving OCOP 3-star status...

The people of Tu Vu have developed a tea cultivation model that generates high income.

According to Duong Quoc Lam, Secretary of the Party Committee of Duong Quoc Lam commune: With the motto "closely following the grassroots," the commune's Party Committee has actively directed and mobilized the people to utilize the local potential and strengths, focusing on developing agricultural production towards a commodity-based approach, applying high technology and digital transformation, linking it with processing and consumption of products in a sustainable value chain; attracting resources to focus on developing tourism and transportation infrastructure; mobilizing resources to build advanced new rural communes and model new rural areas...

In the first nine months of 2025, the total cultivated area in the commune reached nearly 3,000 hectares (100% of the plan); the area dedicated to aquaculture reached 78.4 hectares, with an estimated fish production of 3,235 tons; over 22 hectares of new concentrated forest were planted, achieving 100% of the plan... Total budget revenue in the commune is estimated at over 130 billion VND. Total social development investment capital is estimated at over 867 billion VND, reaching over 72% of the plan. The assessment results for the quality of public services reached 94.28/100 points, ranking 13th out of 148 communes in the province. Currently, Tu Vu commune has achieved 15 out of 19 criteria for advanced new rural development standards...

Building upon the revolutionary traditions of previous generations and entering a new phase with ample opportunities, cadres, Party members, and all strata of the people of Tu Vu commune today are focusing on writing new chapters in history – chapters of innovation, creativity, sustainable development, and building a more prosperous, beautiful, civilized, and modern Tu Vu homeland.
