Industrial clusters in Quang Binh province have attracted 130 investment projects, with an average occupancy rate of 73% and a total registered capital of over 550 billion VND.
According to the Industrial Cluster Development Plan integrated into the Quang Binh Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister , Quang Binh province has 38 industrial clusters with a total area of approximately 57 hectares.
Currently, the province has developed 10 industrial clusters, of which 6 have been established with a total area of 75.4 hectares, and 4 have detailed planning for lease while continuing infrastructure investment but have not yet been established according to regulations, with a total area of 25.5 hectares. The construction and development of industrial clusters in Quang Binh province has initially formed an industrial production network, helping industrial production develop in a concentrated direction, limiting the dispersion of unplanned activities and environmental pollution. With the 10 existing industrial clusters, 130 investment projects have been attracted, with an average occupancy rate of 73%, a total registered capital of over 550 billion VND, revenue of nearly 480 billion VND, tax contributions of nearly 20 billion VND, and the creation of jobs for over 2,000 workers.

Recently, the Government issued Decree No. 32/ND-CP on the management and development of industrial clusters, effective from May 1, 2024; this is an important legal basis for localities to strengthen management, improve the efficiency of investment in technical infrastructure construction and develop industrial clusters.
In order to enhance the effectiveness of state management in the field of industrial clusters, the Department of Industry and Trade of Quang Binh province recently coordinated with the Department of Local Industry and Trade, Ministry of Industry and Trade, to organize a conference to disseminate mechanisms and policies for the management and development of industrial clusters.
The conference attracted more than 50 participants, including representatives from relevant departments, agencies, and units; localities with planned industrial clusters; and production facilities within industrial clusters throughout the province.
At the conference, participants were briefed on the new regulations on the management and development of industrial clusters, including: Government Decree No. 32/2024/ND-CP dated March 15, 2024, on the management and development of industrial clusters; Circular No. 14/2024/TT-BCT dated August 15, 2024, of the Ministry of Industry and Trade stipulating the periodic reporting regime on industrial clusters, the national industrial cluster database, and some sample documents on the management and development of industrial clusters...
This provides the legal basis for localities to continue strengthening management and investment efficiency in the construction of technical infrastructure and the development of industrial clusters in their areas; improving the investment and business environment; and promoting a strong shift in the economic and labor structure towards industrialization in rural areas, in conjunction with implementing the Party and State's policy of "leaving agriculture but not leaving the homeland" and building new rural areas.
During the conference, participants also exchanged and discussed the remaining obstacles and difficulties in managing and developing industrial clusters in their respective localities and establishments.
