According to the draft report, in 2023, agricultural production sectors developed relatively stably; the linkage model in implementing support policies under the National Target Programs initially showed positive signs . The service sector experienced high growth despite the province temporarily suspending airport operations. Total social investment increased by 14.36% compared to the same period last year. Positive results were achieved in the fields of culture, society, education and training, job creation, poverty reduction, etc. Administrative reform continued to improve .

Comrade Lo Van Phuong, Member of the Standing Committee of the Provincial Party Committee and Chairman of the Provincial People's Council, contributed his opinions to the draft report on the implementation of the socio- economic development plan and ensuring national defense and security in 2023.

Despite the achievements, there are still limitations : The GRDP growth rate for the whole year of 2023 is expected to fall short of the planned target. Budget revenue in the province is still low compared to the budget allocated by the Provincial People's Council, and revenue from land auctions is low. The disbursement progress of public investment capital is very low compared to the disbursement target; it is estimated that by November 30, 2023, the disbursement rate of public investment capital only reached 49.85% of the plan; the disbursement rate of recurrent expenditure capital only reached 20.21% of the allocated budget for 2023. Some non-budgetary projects of investors that have received investment approval are still slow to implement , especially macadamia tree planting projects. The progress of land allocation, forest allocation, and issuance of land use right certificates for forestry land has not met the requirements...

Delegates attending the meeting discussed resolving difficulties and obstacles and the progress of implementing key projects of the province, including the macadamia tree planting project; import and export activities, border trade; administrative reform, digital transformation; reviewing poor and near-poor households, urban planning, new rural planning; job creation for rural laborers...

Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, agreed with the content of the meeting.

Concluding this discussion, Chairman of the Provincial People's Committee Le Thanh Do highly appreciated the contributions of the delegates to the draft report. He requested that the units preparing the report review and reassess the socio-economic development indicators, especially comparing them with the entire term to highlight the efforts and involvement of the entire political system. He also requested a thorough assessment of the following areas: afforestation and increasing forest cover; social welfare policies; preparations for the 70th anniversary of the Dien Bien Phu Victory; administrative reform, digital transformation, and the operation of commune-level electronic information portals; and the restructuring of some district-level public service units. In particular, he emphasized the need to clarify the subjective and objective reasons for the failure to achieve some targets and indicators. For 2024, a clear forecast of the economic context is necessary to set appropriate and realistic economic growth targets. Further research and review should include: provincial-level planning and construction until 2030, with a vision to 2050; early allocation of detailed public investment capital; restructuring of the agricultural economy and development of models based on value chains; progress of projects related to industrial crops, forestry, fruit trees, and new rural development. The construction industry should expedite the completion of legal procedures and land clearance for new projects starting in 2024. Poverty reduction, vocational training, job creation, and social security should also be prioritized.

The November session (second meeting) is scheduled to last 2.5 days, from November 17 to the morning of November 19.
