There are still 13,844 land ownership certificates that have not been handed over to land users.

On January 8th, the Quang Tri Provincial Land Registration Office reported that the province still has 13,844 land use right certificates (red books) that have been signed but not yet handed over to land users, a decrease of 9,352 certificates compared to the beginning of April 2024.

There are still 13,844 land ownership certificates that have not been handed over to land users.

There are many reasons for the backlog of land title certificates at government agencies, primarily due to citizens not having completed the procedures for declaring their financial obligations; in some cases, taxes have been declared and notices have been received from the tax authorities, but financial obligations have not been fulfilled as required.

Some land ownership certificates have been issued but not in accordance with regulations, such as incorrect recipient, area, location, land use purpose, land use duration, land origin, or not meeting the eligibility requirements...

Some cases involve the issuance of new land ownership certificates but the old certificates cannot be retrieved, resulting in increased land area and resulting financial obligations; certificates are still mortgaged to credit institutions; or the old certificates are lost. There are also cases of land transfer, inheritance, gifts, and changes in land use purpose where the procedures are not fully completed. Some commune-level People's Committees have not been proactive in notifying land users to receive their new land ownership certificates.

Another reason is that the land registration office branches in Quang Tri had sent notices, along with lists, to commercial banks and credit institutions to coordinate the exchange of land ownership certificates, but did not receive any response from the banks.

The Quang Tri Provincial Land Registration Office has requested the Department of Natural Resources and Environment to allow the following: For cases where the Land Registration Office branch has sent notices to citizens to receive their land ownership certificates, and after 90 days the land user does not come to receive the certificate, the Land Registration Office will confirm the changes in the "Changes after issuance of certificate" section of the certificate and archive it. The confirmation will state: "Certificate not yet handed over due to...", which could be due to disagreement with the information on the certificate, failure to fulfill financial obligations, no need for debt recording, or the land user not coming to receive the certificate...

After confirming that the land title certificate has not yet been issued and is being archived, if the land user wishes to receive it, the Branch Office of the Land Registration Office will confirm the reason "Certificate has been issued" in the "Changes after issuance of certificate" section and hand it over to the land user.

For land ownership certificates that were signed incorrectly regarding the recipient, area, purpose, origin, land use period, or do not meet the eligibility requirements, they must be destroyed according to regulations.
