Returning to beloved Quang Ninh

Recently, I was invited by the Quang Ninh Provincial National Assembly Delegation to attend the "Returning to the Roots" program, commemorating the 80th anniversary of the Vietnamese National Assembly, featuring representatives from various generations of National Assembly deputies, held from September 12-14, 2025. Returning to Quang Ninh this time, I was deeply moved and recalled the time 23 years ago when I was elected as a National Assembly deputy, representing the province's voters in the highest state power body of the Socialist Republic of Vietnam, the highest representative body of the people.

Being chosen to run for election in Quang Ninh – a land with a glorious revolutionary tradition and rich hospitality – is a great source of pride and honor for me. From the very first day I set foot in Quang Ninh, I received dedicated support and assistance from the provincial leaders and election council, who provided me with the best possible conditions to gain a deeper understanding of the local situation and quickly integrate with the people here. This will enable me, once elected by the voters, to contribute most effectively to the development of the province and the country.

Regarding Quang Ninh, I learned that President Ho Chi Minh had visited the province nine times. The most remarkable aspect was his first visit to Quang Ninh in March 1946, shortly after all Vietnamese citizens – in an independent, free, and sovereign nation – elected the first National Assembly of the Democratic Republic of Vietnam (January 6, 1946).

Quang Ninh boasts vast seas, forests, and mountains; a land border with the People's Republic of China and a maritime border opening up to the world; a long-standing historical and cultural tradition; and over 600 classified historical sites and scenic spots, especially Ha Long Bay – a natural heritage site and one of the wonders of the world, and Yen Tu – a center of Vietnamese Buddhism… In addition, the land of Quang Ninh holds a treasure trove of rich mineral resources.

This fertile land bears the imprint of countless achievements in the fields of economics, culture and society, national defense and security, and foreign relations. It can be said that the glorious historical and revolutionary traditions, along with the noble material and spiritual values, have crystallized on this land at the northeasternmost tip of the Fatherland, becoming the foundation and important prerequisite with immense influence for the renewal and development of Quang Ninh in the current process of industrialization, modernization, and integration. Here, you will always find friendly smiles and kind hearts of the people from a homeland with a strong revolutionary tradition.

And, after being elected as a National Assembly representative for Quang Ninh, I truly felt a deep connection with the people and voters of this region. I have met and interacted with voters in almost every area of ​​Quang Ninh: from the majestic coal mining industrial zone to the fertile rural areas, and even with fishermen in the salty sea breezes… Everywhere I went, I had warm and friendly encounters with people from all walks of life, with border guards in the border and island areas… The people openly expressed their thoughts and aspirations, boldly proposing and recommending to the province and the central government issues related to socio-economic policies based on local realities, aiming to contribute to improving the lives of workers and the development of the locality and the country. This is the sincere hope of the voters, and also the demand for their representatives to bring the authentic voice of the people of Quang Ninh to the National Assembly Forum…

During a visit to meet with constituents on Co To Island, I and my colleagues in the delegation went to light incense before the statue of President Ho Chi Minh – the first and only place in Vietnam where a statue of him was erected while he was still alive. That was in 1961, when President Ho Chi Minh visited Co To. Joyfully welcoming him, the people and soldiers on the island requested permission to erect a statue, and he agreed. Thus, that special and heartfelt statue of President Ho Chi Minh was erected on Co To in 1968.

The Quang Ninh Provincial Delegation to the National Assembly in the 11th term then consisted of only 7 members: Mr. Vu Nguyen Nhiem - Chairman of the Provincial People's Committee, Head of the Delegation; Mr. Do Quang Trung - Minister, Head of the Government's Organization and Personnel Committee; Mr. Ha Dang Hanh, Chairman of the Provincial Fatherland Front Committee; Mr. Nguyen Huu Tuoc - Director of the Provincial Police; Mr. Le Dinh Truong - Director of Cao Son Coal Company; Ms. Ngo Thi Minh, Deputy Head of the Delegation; and myself. Our team was always close-knit, harmonious, and supportive of each other in all the work of the Delegation as well as in activities at the National Assembly and in the locality - Quang Ninh.

Today, I am deeply moved to recall that more than 20 years ago, from January 10th to 13th, 2005, the 13th Asia-Pacific Parliamentary Forum (APPF-13) was successfully held in Ha Long City, Quang Ninh Province. This was a major international conference of special importance at the time, hosted by the Vietnamese National Assembly in Quang Ninh. The event was attended by 300 Members of Parliament from nearly 30 countries spanning Europe and Asia, connecting the entire Asia-Pacific region. Many delegations, led by their Speakers and Vice-Speakers, included those from China, Australia, Indonesia, Malaysia, Thailand, Laos, Cambodia, the Russian Federation, Italy, South Korea, and also delegations from the United States, Canada, Chile, and others. Following a spectacular dance and singing performance by artists from Quang Ninh and children from the Ha Long Cultural Palace, National Assembly Chairman Nguyen Van An, together with Mr. Yasuhiro Nakasone, former Prime Minister of Japan and Honorary Chairman of APPF, solemnly opened the Forum at the newly built provincial hall, still smelling of fresh paint.

Beginning his speech, Mr. Yasuhiro Nakasone said: “I would like to extend my sincere congratulations on the solemn opening ceremony of the 13th Annual Meeting of the Asia-Pacific Parliamentary Forum today. I am deeply impressed by what the people of Ha Long have done and by the warm hospitality they have shown us. This is truly the best opening ceremony in the history of the Forum that I have ever attended, and it has left an unforgettable impression on us…”

As part of the APPF Forum activities, President Tran Duc Luong took the time to visit Ha Long City and receive the heads of international delegations.

Also at the opening session, Comrade Nguyen Van Quynh, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, on behalf of the people of Quang Ninh province – the host of the event – ​​welcomed the distinguished guests. Comrade Vu Nguyen Nhiem, Chairman of the Provincial People's Committee and Head of the Provincial National Assembly Delegation, delivered a speech at the closing reception to bid farewell to the Conference. Through five plenary sessions, the Conference adopted 21 resolutions on important issues of the time related to peace and security, economy, politics, and society…

Particularly memorable was the special session held in Ha Long, Quang Ninh, at the initiative of the Vietnamese National Assembly, by the APPF on the devastating tsunami disaster that had occurred just one month earlier. The session adopted a special APPF resolution calling for international solidarity and cooperation to help overcome the disaster, and committing to mobilizing international resources for emergency relief to quickly overcome the difficulties caused by the earthquake and tsunami.

Building on its tradition of international solidarity and cooperation, Quang Ninh has since directly participated in and organized many other international events of significant scale, such as global exchanges of young parliamentarians, and thematic conferences on culture, science, and economics. This has contributed to strongly promoting Vietnam's position and the image of Quang Ninh – a land of outstanding people and rich history – to the rapidly integrating international community.

Quang Ninh Province, where I had the honor of running for and being elected as a Member of the National Assembly in the 11th term, holds countless precious memories for me. It is here that I learned so much from the provincial leaders and from the people I had the opportunity to meet and interact with during my time as a People's Representative. More than 20 years have passed since my first day in Quang Ninh, and I have always felt like a true citizen of this incredibly hospitable and beloved land.
