Being able to run for election in Quang Ninh - a land with a glorious revolutionary tradition and rich hospitality - is a great pride and honor for me. From the first day I set foot in Quang Ninh, I received enthusiastic help from the leaders and the Provincial Election Council, creating the best conditions for me to gain a deeper understanding of the local situation and quickly integrate with the people here so that later, when chosen by the voters, I will contribute most effectively to the development of the province and the country.

Regarding Quang Ninh, I learned that Uncle Ho had visited this place nine times. And the most special thing was that Uncle Ho's first visit to Quang Ninh was in March 1946, just a short time after all Vietnamese citizens - an independent, free, sovereign country - elected the first National Assembly of the Democratic Republic of Vietnam (January 6, 1946).
Quang Ninh has vast sea, forests and mountains, a land border with the People's Republic of China and a sea border open to the world; a long-standing historical and cultural tradition with over 600 historical and scenic relics ranked, especially Ha Long Bay - a natural heritage, one of the wonders of the world, and Yen Tu scenic spot - the center of Buddhism in Vietnam... In addition, in the underground of Quang Ninh is a rich treasure of mineral resources.
This fertile land has been marked with countless achievements in the fields of economy, culture - society, national defense - security, foreign affairs... It can be said that the glorious historical and revolutionary tradition along with the noble material and spiritual values have crystallized on the land of the Northeast of the Fatherland, becoming the foundation; an important premise with great influence for the process of innovation and development of Quang Ninh in the cause of industrialization - modernization and integration today. This place always has friendly smiles, kind hearts of the children of a homeland with a steadfast revolutionary tradition.

And, after being elected and becoming a National Assembly member of Quang Ninh, I truly felt attached to the people and voters of this land. I have met and interacted with voters in almost every area of Quang Ninh: from the majestic coal mining industrial zone, to the rural areas with rich potential, and then the exchanges with fishermen where the sea breeze is salty... Everywhere there are friendly meetings with all classes of people, with border guards on the border and islands... People openly express their thoughts and aspirations, boldly propose and recommend to the province and the Central Government issues related to socio-economic policies from the local reality, in order to contribute to improving the lives of workers, the development of the locality and the country. That is the sincere desire of voters, as well as the request and demand for their representatives to bring the authentic voice of the people of Quang Ninh to the National Assembly Forum...
Having the opportunity to meet voters on Co To Island, I and my comrades in the delegation went to burn incense in front of Uncle Ho's statue - the first and only place in Vietnam where a statue of him was erected while he was still alive. That was in 1961, when Uncle Ho visited Co To, the people and soldiers on the island were happy to welcome him and asked him to erect a statue of him and he agreed. So that special statue of Uncle Ho was erected in Co To in 1968.
The National Assembly Delegation of Quang Ninh Province, Term XI, at that time had only 7 members: Mr. Vu Nguyen Nhiem - Chairman of the Provincial People's Committee, Head of the Delegation; Mr. Do Quang Trung - Minister, Head of the Government Organization and Personnel Committee; Mr. Ha Dang Hanh, Chairman of the Provincial Fatherland Front Committee; Mr. Nguyen Huu Tuoc - Director of the Provincial Police; Mr. Le Dinh Truong - Director of Cao Son Coal Company; Ms. Ngo Thi Minh, Deputy Head of the Delegation and me. Our collective was always close, harmonious, and supported each other in all the work of the Delegation as well as activities at the National Assembly and the locality - Quang Ninh.
Today I am moved to recall that more than 20 years ago, from January 10 to 13, 2005, the 13th Asia-Pacific Parliamentary Forum (APPF-13) was successfully held in Ha Long City, Quang Ninh. This was a major international conference of special importance at that time, hosted by our National Assembly in Quang Ninh. Attending this event were 300 National Assembly members from nearly 30 countries spanning from Europe to Asia, connecting the entire Asia-Pacific region. Many delegations led by the President and Vice President of the National Assembly such as: China, Australia, Indonesia, Malaysia, Thailand, Laos, Cambodia, the Russian Federation, Italy, South Korea... and delegations of Parliamentarians from the United States, Canada, Chile... attended. After the special dance and singing performance by Quang Ninh artists and children of Ha Long Cultural Palace, National Assembly Chairman Nguyen Van An and Mr. Yasuhiro Nakasone, former Prime Minister of Japan, Honorary President of APPF solemnly opened the Forum at the newly built provincial Hall that still smelled of paint.
Opening his speech, Mr. Yasuhiro Nakasone said: “I would like to extend my sincere congratulations to the solemn opening ceremony of the 13th Annual Meeting of the Asia-Pacific Parliamentary Forum today. I am very impressed with what the people of Ha Long have done and with the hospitality they have shown us. This is truly the best opening ceremony in the history of the Forum that I have ever attended and left an unforgettable impression on us…”
Within the framework of the APPF Forum, State President Tran Duc Luong spent time in Ha Long City to receive heads of international delegations.
Also at the opening session at that time, Comrade Nguyen Van Quynh, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, on behalf of the people of Quang Ninh province - the host of the event, welcomed the distinguished guests. Comrade Vu Nguyen Nhiem, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, spoke at the closing reception to say goodbye to the Conference. Through 5 plenary sessions, the Conference passed 21 Resolutions on important areas of the times related to peace and security, economy, politics - society...
It is particularly memorable that in Ha Long, Quang Ninh, with the initiative of the Vietnamese National Assembly, APPF held a special session on the natural disaster and tsunami, a serious incident in the region that had occurred just one month earlier. The session adopted a special APPF Resolution calling for international solidarity, cooperation and mutual support to overcome and overcome the natural disaster, pledging to mobilize international resources for emergency relief to soon overcome the difficulties caused by the earthquake and tsunami disaster.
Promoting its tradition of solidarity and international cooperation, since then, Quang Ninh has directly participated in and organized many other international events such as: global young parliamentarian exchanges, cultural, scientific and economic conferences, contributing to strongly spreading the position of Vietnam and the image of Quang Ninh - a land of talented people, to the international community that is strongly integrating today.
Quang Ninh province, where I had the honor to run for and be elected as a member of the 11th National Assembly, left me with many precious memories. This is where I learned a lot from the leaders of the province, from the people I had the opportunity to meet and exchange during the process of performing my duties as a People's Representative. More than 20 years have passed in a flash, since the first day I arrived in Quang Ninh, I always felt like I was a true citizen of that extremely hospitable and beloved land.
