Besides its positive contributions in supporting students to improve their abilities, this activity has also given rise to many negative manifestations, causing public outrage. In response to this reality, the Ministry of Education and Training has continuously reviewed and adjusted policies to overcome limitations, protect the rights of learners, and move towards a more transparent and healthy educational environment.

The issuance of Circular No. 29/2024/TT-BGDĐT (Circular 29) marks a significant step forward, demonstrating the Ministry of Education and Training's determination to rectify and ultimately eliminate the long-standing negative aspects of extracurricular tutoring. The Circular introduces many new, strongly binding regulations, such as: prohibiting the collection of fees for extracurricular tutoring within schools; clearly defining the groups of students allowed to participate in tutoring; and strictly prohibiting teachers from charging fees for tutoring their own students.

After nearly a year of implementation, Circular 29 has brought about many positive changes. Clearly defining who is allowed to attend extra classes within schools has helped prevent the widespread and uncontrolled organization of such classes. Schools are now focusing on improving the quality of regular teaching; they are not organizing review sessions that are inappropriate, ineffective, or wasteful.

Transparency has been improved, minimizing the risk of negative consequences. Parents no longer worry about their children being forced into extra tutoring… It can be said that the Circular has initially created a new, healthier approach to teaching and learning, aiming for a fair and genuine educational environment.

However, practical implementation has also shown that some regulations of Circular 29 need further adjustment to better suit the conditions of each school and the diverse learning needs of students; especially the limit of "no more than 2 lessons/week/subject" for extracurricular teaching activities within schools. While designed to avoid overloading students, many teachers and educational administrators believe that this time allocation is insufficient to meet the needs of students preparing for important exams.

Recognizing the issues arising from practical experience, the Ministry of Education and Training recently sent a document to several provincial Departments of Education and Training to solicit opinions on the draft amendments and additions to Circular 29 before widely publishing them for public comment. One of the notable contents is granting the Director of the Provincial Department of Education and Training the authority to consider and decide on adjusting the duration of extracurricular teaching in schools based on proposals from the principals.

Many educators believe that this flexible adjustment aligns with modern management principles: decentralization and delegation of authority coupled with supervision. This allows schools to proactively develop appropriate supplementary teaching plans, and students' actual learning needs are met more effectively.

The issuance, implementation, and subsequent review of policies to ensure they align with practical realities are essential requirements in education management. The Ministry of Education and Training's proactive approach in listening to, incorporating feedback, and revising Circular 29 demonstrates a receptive spirit, responsibility, and timely adaptation to the changing landscape of education.

Regardless of the level of adjustment, the consistent principle remains: placing students at the center, ensuring their rights, and building a clean and healthy educational environment.
