Increase collection
Hue entering summer is also the time when the city prepares for the Summer Festival - "Shining Imperial City" programs. Along with the image of Hue sparkling with colors is no small pressure in the work of maintaining urban environmental sanitation. Understanding this task, from the beginning of the year, HEPCO has made a production and business plan, in which sanitation work for festivals is always a key part. "The company proactively grasps information about plans to organize events and festivals; at the same time, reviews human resources capacity, checks vehicles, equipment, etc. When there is official information about the events, the company closely follows the characteristics of each program and each location to have a suitable and effective garbage collection plan", said Mr. Tran Huu An, Deputy General Director of HEPCO.
This year, Hue hosts the National Tourism Year, so HEPCO has proactively adjusted and strengthened environmental sanitation work, including: Expanding the scope of service to the entire city, not just limited to the central area; working overtime to clean up at event locations, preparing additional spare trash bins to be placed promptly when needed, and maintaining specialized vehicles and equipment. On the other hand, promoting communication to raise awareness of environmental sanitation for residents and tourists.
During the festivals, HEPCO forecasts that the amount of waste will increase by about 3-5% compared to normal days, mainly in Thuan Hoa and Phu Xuan districts - where most of the major events will take place. “The average amount of waste in these two districts is about 300-320 tons/day. During the festival, the amount is even more. To ensure the urban environment is always guaranteed during the festival, HEPCO has prepared a large workforce, flexibly arranged according to the 24/24 shift plan, ensuring continuous work while still complying with a reasonable work-rest regime. In addition to more than 50 specialized vehicles and nearly 3,000 trash cans of all kinds, the company also proactively operates additional compactors, vacuum cleaners, street cleaning vehicles... to increase the speed of waste collection, transportation, and urban environmental sanitation,” Mr. Tran Huu An informed.
HEPCO has also identified “hot spots” for garbage during the festival season, including: Areas where many programs are held that attract a large number of people and tourists such as parks along the banks of the Perfume River, Ngo Mon Square, intersections near Aeon Mall Hue supermarket, the 6-way intersection in front of Vincom Plaza Hue, the area in front of the Cultural Square on Ha Huy Tap Street; pedestrian streets, walking paths; Southern and Northern bus stations, Hue train station; central markets such as Dong Ba, An Cuu, Tay Loc, etc.; relic areas, major tourist attractions. These are places that have recorded high amounts of garbage during major festivals in recent years.
Multiple solutions
HEPCO has promoted communication activities through social networks to encourage residents and tourists to raise awareness of maintaining public hygiene; coordinated with the authorities of wards and districts in arranging clusters of classified trash bins at many public places to facilitate collection and minimize littering. In particular, through the Hue-S application of the Smart Urban Monitoring and Operation Center (IOC), HEPCO has promptly received feedback from residents and tourists for handling.
However, implementing the environmental sanitation plan during the festival season also has certain difficulties. This is the time when events are held densely, often lasting until late at night, forcing workers to work late. The operation of vehicles is also tightened according to the prescribed time frame, putting more pressure on the collection work. To overcome this situation, HEPCO will proactively review all vehicles and human resources, and closely coordinate with event organizers to flexibly adjust the implementation plan to ensure the best service for residents and visitors, while always ensuring environmental sanitation.
“To help the waste collection work more effectively, HEPCO hopes that the City People's Committee will consider flexibly allowing some environmental sanitation vehicles to operate outside the prescribed time frame (from 8:00 p.m. the previous day to 6:00 a.m. the following day according to Decision No. 39/QD-UBND dated April 12, 2025 of the Hue City People's Committee) in cases of real necessity, especially in areas that generate large amounts of waste or after crowded events. This is to ensure that waste is collected promptly, avoiding backlogs that cause loss of aesthetics and affect urban environmental sanitation, especially at a time when the city is organizing many festivals within the framework of the National Tourism Year 2025,” Mr. Tran Huu An suggested.
HEPCO continues to undertake collection work at the locations of the programs as requested by the organizers and authorities. In addition, HEPCO also proactively strengthens sanitation work at the gateways to the city, the roads leading to tourist attractions such as the tombs of Tu Duc and Khai Dinh kings; Thien Mu pagoda; and collects trash on rivers. |
