Increase collection efforts.

As Hue enters summer, the city prepares for the Summer Festival – “The Shining Imperial City.” Along with the dazzling colors of Hue comes significant pressure on maintaining urban environmental hygiene. Understanding this responsibility, HEPCO has developed a production and business plan from the beginning of the year, with sanitation for the festival always being a key focus. “The company proactively gathers information about the plans for events and festivals; at the same time, it reviews personnel capacity, checks vehicles and equipment… When official information about events is received, the company closely monitors the characteristics of each program and location to develop a suitable and effective waste collection plan,” said Mr. Tran Huu An, Deputy General Director of HEPCO.

This year, Hue is hosting the National Tourism Year, so HEPCO has proactively adjusted and enhanced its environmental sanitation efforts, including: expanding service coverage to the entire city, not just the central area; increasing shifts for general cleaning at event venues; preparing additional trash cans for timely placement when needed; and maintaining specialized vehicles and equipment. Furthermore, the company is stepping up communication efforts to raise awareness among residents and tourists about maintaining environmental hygiene.

With the festivals, HEPCO forecasts that the amount of waste will increase by about 3-5% compared to normal days, mainly in Thuan Hoa and Phu Xuan districts - where most major events will take place. “The average amount of waste in these two districts is about 300-320 tons/day. During festivals, the amount will be even higher. To ensure the urban environment remains clean during the festivals, HEPCO has prepared a large workforce, flexibly arranged in shifts 24/7, ensuring continuous work while adhering to a reasonable work-rest schedule. Besides more than 50 specialized vehicles and nearly 3,000 various types of garbage bins, the company also proactively operates additional compacting trucks, vacuum trucks, street washing trucks… to increase the speed of waste collection and transportation, and urban environmental sanitation,” Mr. Tran Huu An informed.

HEPCO has also identified "hot spots" for waste during the festival season, including: areas hosting numerous events attracting large numbers of locals and tourists such as parks along both banks of the Perfume River, Ngo Mon Square, the intersection near Aeon Mall Hue, the six-way intersection in front of Vincom Plaza Hue, the area in front of the Cultural Square on Ha Huy Tap Street; pedestrian streets and walkways; the South and North bus stations, Hue train station; central markets such as Dong Ba, An Cuu, Tay Loc…; and major historical sites and tourist attractions. These are the places that have recorded a high increase in waste during major festivals in recent years.

Multiple solutions

HEPCO has intensified its communication efforts through social media to encourage residents and tourists to raise awareness of maintaining public hygiene; coordinating with ward and district authorities in arranging clusters of sorting bins at many public locations to facilitate waste collection and minimize littering. In particular, through the Hue-S application of the Intelligent Urban Monitoring and Operating Center (IOC), HEPCO has promptly received feedback from residents and tourists for appropriate action.

However, implementing the environmental sanitation plan during the festival season also presents certain difficulties. This is a time when events are held frequently, often lasting until late at night, forcing workers to work late. The operation of vehicles is also strictly regulated, adding further pressure to waste collection. To overcome this situation, HEPCO will proactively review all vehicles and personnel, and closely coordinate with event organizers to flexibly adjust implementation plans to ensure the best service for residents and tourists, while always maintaining environmental hygiene.

“To improve the efficiency of waste collection, HEPCO hopes that the Hue City People's Committee will consider allowing some environmental sanitation vehicles to operate outside the regulated hours (from 8 PM the previous day to 6 AM the following day, as stipulated in Decision No. 39/QD-UBND dated April 12, 2025, of the Hue City People's Committee) in truly necessary cases, especially in areas generating large amounts of waste or after the conclusion of large-scale events. This aims to ensure timely waste collection, preventing accumulation that detracts from urban aesthetics and environmental sanitation, especially during the period when the city is organizing many festivals within the framework of the National Tourism Year 2025,” Mr. Tran Huu An proposed.

HEPCO continues to undertake waste collection at event venues as requested by organizers and authorities. In addition, HEPCO proactively strengthens sanitation efforts at city gateways and main roads leading to tourist attractions such as the tombs of Emperors Tu Duc and Khai Dinh, Thien Mu Pagoda, etc.; and collects garbage from rivers.
