Why the Bien Hoa Expressway?

During the working session between the National Assembly's Economic Committee and the People's Committee of Dong Nai province on the afternoon of September 9th, representatives from the Ministry of Transport presented a report on the Bien Hoa - Vung Tau expressway project.

Mr. Vu Hong Thanh, Chairman of the National Assembly's Economic Committee, worked with Dong Nai province on several key projects, including the Bien Hoa - Vung Tau expressway.

According to the Ministry of Transport, the Bien Hoa - Vung Tau expressway is 53.7 km long, passing through two provinces: Dong Nai (34.2 km) and Ba Ria-Vung Tau (19.5 km). In phase 1, the Bien Hoa - Vung Tau expressway will have 4-6 lanes (depending on the section) with a total investment of 17,829 billion VND.

The project is divided into three sub-projects. Sub-project 1 is invested by Dong Nai province; sub-project 2 is invested by the Ministry of Transport; and sub-project 3 is invested by Ba Ria-Vung Tau province. All three were simultaneously launched on June 18th.

To date, construction on this expressway is progressing slowly due to land acquisition issues. Currently, only component project 3 (invested by Ba Ria-Vung Tau province) has received 77.6% of the land, while the remaining two projects, both located in Dong Nai province, have very low land handover rates. Specifically, component project 2 has only received 5.82% of the land, and component project 1 has yet to receive any land.

According to the Ministry of Transport, reports from Dong Nai and Ba Ria-Vung Tau provinces indicate that land clearance costs for all three component projects have increased, projected to rise by a total of 3,674 billion VND compared to the total investment approved by the National Assembly. Specifically, component project 1 increased by 1,195 billion VND, component project 2 by 1,488 billion VND, and component project 3 by 989 billion VND.

Construction of the Bien Hoa - Vung Tau expressway section through Dong Nai province is delayed due to land acquisition issues.

Explaining the cost overrun of the Bien Hoa - Vung Tau expressway, Deputy Minister of Transport Le Anh Tuan stated that the initial compensation and land clearance costs were determined by the consulting unit based on the total investment approved by the National Assembly. However, by the time the local authorities approved the compensation rates, land prices had changed, leading to increased compensation costs.

Regarding the reasons for the delay in land clearance for the Bien Hoa - Vung Tau expressway project and handover to the investor, the Acting Chairman of the Dong Nai Provincial People's Committee, Vo Tan Duc, explained that it was due to a shortage of personnel for inventory and the lack of specific land prices for compensation.

Phase 1 of the Bien Hoa - Vung Tau Expressway project commenced in June 2023 and is expected to be operational in 2026. Once operational, the Bien Hoa - Vung Tau Expressway will shorten travel time between Ho Chi Minh City and Dong Nai to Ba Ria-Vung Tau and vice versa, reducing congestion on the existing National Highway 51.
