Difficult construction conditions are the biggest obstacle significantly affecting the progress of this project.

The Cao Lanh – Lo Te route is behind schedule compared to the construction plan.

Mr. Pham Van Nghia, a site engineer at Thi Son Production and Construction Co., Ltd., said that the contractor was assigned to build 6km of access roads.

“Currently, the company has deployed 15 workers on the construction site to build the culvert and excavate the roadbed. Since the project started, the company has been implementing the work immediately, but so far, the progress has only reached about 3%,” Mr. Nghia said.

“The contractor was assigned to construct the service roads on both sides of the main route. However, each interchange is approximately 8km long. Therefore, vehicles, equipment, and workers wanting to cross to the other side of the road have to take a detour, wasting a lot of travel time,” Mr. Nghia added.

The contractor's working conditions on the Cao Lanh – Lo Te route are facing many difficulties.

Regarding the construction package undertaken by Truong Thanh Investment - Construction - Trading Joint Stock Company, Mr. Truong Van Thang, a technical officer, stated that the location where the company is working is the intersection between the Cao Lan - Lo Te and Lo Te - Rach Soi routes, resulting in very heavy traffic pressure.

"There's a lot of traffic here, especially heavy trucks and passenger buses. Meanwhile, the specialized vehicles and machinery used for construction are also large, so operation is very challenging."

"Besides objective factors, the recent rainy weather conditions are also a reason why the project's construction progress is somewhat slower than planned," Thang added.

"Right now, the Mekong Delta is in the rainy season, which significantly impacts construction. For example, the company is organizing workers to construct a culvert, but it's still not finished after more than 10 days."

"Because if it rains while we're working, the workers have to pump the water out before they can continue. Sometimes, pumping out the water takes a whole day…," Thang shared.

Waiting for the sand to arrive so we can speed things up.

The contract, undertaken by Truong Thanh Investment - Construction - Trading Joint Stock Company, has a length of 2km. The contractor was assigned to build the access roads on both sides of the Vam Cong Bridge.

In addition, the company is also constructing an expanded interchange on both sides, each 250m wide, and building seven bridges. Currently, the company is deploying workers to carry out tasks such as pile driving, road excavation, and demolishing old culverts to make way for new ones.

The contractor will increase the amount of machinery and equipment on the construction site by 30% to speed up construction once sand becomes available.

In order to carry out the assigned tasks, the contractor purchased 700 cubic meters of sand to build access roads and transport machinery and equipment to the necessary locations for construction.

For the work to be carried out, the contractor needs 78,000 cubic meters of sand. However, in addition to the amount of sand already purchased, the company is still waiting for the full amount to be allocated as per regulations in order to accelerate construction.

"The company is deploying 15 workers along with 8 pieces of equipment and is organizing construction from 7 am to 5 pm on the same day."

"The construction of the access road according to the design does not require pre-loading. Therefore, once the sand arrives at the construction site, the company will increase manpower and equipment by 30% and extend working hours to speed up the project," Mr. Thang said.

The contractor is making every effort to catch up on the construction schedule for the Cao Lanh – Lo Te route.

Mr. Mai Khac Quyet, a management officer at Nghe An Construction Corporation (the contractor), said that the contract package handled by the company is divided into two categories.

Of that, the main route is 11km long, and the contractor is responsible for laying a new asphalt surface. As for the service roads, the company is in charge of construction from Km 26+00 to Km 40+500.

“On the right side of the main route, the contractor is constructing three sections, while on the upper left side, the contractor is constructing two sections. The total sand required for construction is 200,000 cubic meters, but to date, the contractor has not received the sand at the construction site,” Mr. Quyet said.

Mr. Quyet added that the investor, the My Thuan Project Management Board, had also been granted a sand mine by Dong Thap province to serve the construction of the Cao Lan - Lo Te route. However, after the relevant units carried out drilling, the mine did not contain any sand.

Therefore, the investor is also requesting the Dong Thap province to grant a new sand mine license. According to calculations by Nghe An Construction Corporation, sand will arrive at the construction site in November, making the project's construction much smoother.

"To ensure the construction proceeds smoothly, the contractor has also brought crushed stone to the construction site this week."

Regarding the asphalt paving of the road surface, the company plans to start work in October to catch up on the schedule, as the asphalt paving of the main route accounts for 50% of the work performed by Nghe An Construction Corporation," Mr. Quyet informed.

According to the leaders of the My Thuan Project Management Board (the investor), the Board has directed contractors to overcome difficulties, increase manpower and equipment to accelerate construction of works that do not require waiting for sand filling, such as bridge and culvert sections, and prepare for asphalt paving when weather conditions are favorable to compensate for the delay in the roadbed construction.

The Cao Lanh – Lo Te route starts at the An Binh intersection, in An Binh commune, Cao Lanh district, Dong Thap province (approximately Km 26+00 according to the N2B national highway alignment) and ends at the connection point with the Lo Te – Rach Soi route, in Can Tho city (approximately Km 54+844 according to the N2B national highway alignment).
The investment scope includes paving the main road with asphalt concrete and constructing a system of service roads along the route, installing a fence system, and completing the traffic safety system in compliance with the National Technical Standard on Road Traffic Signs QCVN 41:2019/BGTVT.
The project has a total length of approximately 28.8km, with a total investment of about 950 billion VND.
