According to the announcement of the 2nd Central Committee Conference, at the Conference, the Central Committee of the Party agreed on the principle of establishing Dong Nai City directly under the Central Government. The Central Committee assigned the Politburo to direct the Party Committee of the Government to base its actions on the Central Committee's principle and to instruct the Government to finalize the proposal and dossier according to regulations for submission to the First Session of the 16th National Assembly for consideration and decision.
Previously, the Central Party Office also issued Document 1184-CV/VPTW dated March 23, 2026, regarding the Politburo's opinion on the plan for the development of Dong Nai province until 2035, with a vision to 2065. This document instructed relevant agencies to coordinate with Dong Nai province to urgently review and finalize the dossier, and promptly submit it to the competent authority so that it can be presented to the National Assembly in 2026 for consideration and promulgation of a Resolution establishing Dong Nai City as a centrally-governed city. The Politburo also requested further refinement of the plan and draft Resolution, aiming to build Dong Nai into a crucial national growth pole, an economic connectivity center, and a gateway for international integration in the new development phase.
The legitimate aspirations of the Party Committee, government, and people of Dong Nai are thus on their way to becoming a reality. More than 300 years ago, when our ancestors ventured south to expand the territory, Dong Nai was mentioned for its important role, as expressed in the folk verse: "The Nha Be river flows and divides in two / Whoever goes to Gia Dinh, go to Dong Nai."
Throughout the country's history, Dong Nai has consistently affirmed its position as one of the economically developed localities with a kind and peaceful way of life. Dong Nai was home to the first industrial park in the country. In the early years of economic opening and industrial development, "going to Dong Nai" became a phrase signifying that this locality was a "land of opportunity"; workers from all over flocked to Dong Nai to work, produce, and establish their lives.
And in the new era of the country, Dong Nai is asserting its position as an important industrial and logistics center and transportation hub, playing a role in promoting the development of the region and the entire country.
In comparison with Resolution 112/2025/UBTVQH15, Dong Nai is considered to have met 7 out of 7 criteria for establishing a centrally-governed city; from population, area, percentage of wards, urbanization rate, etc. Regarding the structure and level of socio-economic development, Dong Nai balances its budget; the proportion of industry - construction and services reaches 81.39%; per capita income in the last 3 years has been higher than the national average; GRDP growth rate in the last 3 years has reached or exceeded the national GDP growth rate; the poverty rate is lower than the national average… These figures illustrate that, along with the development of the whole country, Dong Nai has never been complacent with its achievements, but always strives tirelessly.
With the proposal to establish Dong Nai City as a centrally-governed city currently under consideration, Dong Nai is deeply moved that its efforts have been recognized by the central government and the entire country; moved that Dong Nai will rise to a new position, making everyone prouder, more appreciative of the land of Dong Nai, and more motivated to strive to contribute to the development of the country.
