The Standing Committee of the Phu Hoa Commune Party Committee was rated by the Provincial Party Standing Committee as having excellently completed its tasks in 2025. This is a source of pride as Phu Hoa is among the 21 outstanding communes out of a total of 102 communes, wards, and special zones in the province. Simultaneously, the effectiveness of organizational restructuring and work method reform has helped the Commune Public Administrative Service Center achieve an excellent rating, ranking 37th out of 102 commune-level units, creating satisfaction and trust among the people.
To achieve these results, the commune Party Committee identified political and ideological work as the "key" to creating consensus. From the very first days of the merger, the work of understanding the thoughts and feelings of cadres and Party members was carried out urgently. Notably, the innovative method of propaganda through social media with the fanpage "Phu Hoa New Day," producing 34 short videos about the commune Party Congress, helped spread the guidelines to more than 620 Party members. The integration of studying and following Ho Chi Minh's ideology, ethics, and style with social welfare work went into depth, helping to stabilize public opinion and strengthen the people's trust in the transition period.
According to Huynh Cong Truong, Deputy Secretary of the Phu Hoa Commune Party Committee: “After stabilizing the organizational structure, the Standing Committee of the Commune Party Committee directed a review of the number, standards, professional qualifications, experience, and practical capabilities of the commune's cadres, civil servants, and public employees; and requested approval to strengthen the commune-level cadres, civil servants, and public employees. At the same time, decisions were made to rearrange and reassign personnel to ensure the right person is in the right job, maximizing work efficiency.”
Thanks to this, the commune's officials have demonstrated competence and responsibility in their work, striving for greater effort and responsibility in their assigned tasks; overcoming difficulties and challenges, and employing flexible, scientific , democratic, and principled working methods in carrying out their duties. "In addition, the commune has implemented a model to support people in performing online administrative procedures in all 13 hamlets, equipping public service kiosks and assisting over 500 people in using online public services. In terms of service quality, the unit achieved 94.51 points, ranking as excellent," Mr. Truong informed.
In 2025, Phu Hoa commune will comprehensively implement administrative reform across all sectors, focusing on improving the quality of administrative procedures and using citizen satisfaction as a measure of effectiveness. From July 1st to December 31st, 2025, the Public Administrative Service Center will receive 4,042 applications through the online public service portal, with 98.6% of applications processed online, nearly 97% paid online, and 100% of applications digitized. Applications processed ahead of schedule will reach 96.7%. The inter-agency coordination of administrative procedures in the judicial sector has achieved outstanding results, with 203 cases of inter-agency registration of births, permanent residency, and health insurance cards for children under 6 years old; 30 cases of inter-agency registration of deaths, removal of permanent residency registration, and funeral allowance processing; 100% of applications are processed online, contributing to reducing time and costs for citizens.
Besides the economy, the cultural, social, and welfare sectors also achieved many positive results. The commune completed the construction and repair of 25 houses for the poor, costing 1.4 billion VND, achieving 100% of the target for eliminating temporary and dilapidated houses. Education continued to be maintained with 10 out of 12 schools meeting national standards. Job creation efforts provided new opportunities for 969 workers, reaching 161.5% of the target.
According to Mr. Huynh Cong Truong, when transparency and fairness are ensured in the organizational structure, trust is strengthened, creating motivation for collective unity and the fulfillment of assigned political tasks. After six months of operating the two-tiered local government model, the ideological situation among cadres, Party members, and the people is stable, and cadres, Party members, civil servants, and employees of agencies and units in the commune have made great efforts to fulfill their assigned tasks.
Building upon the achievements of 2025, the Party Committee and people of Phu Hoa commune are confidently moving forward on the journey to building their homeland into an increasingly prosperous, modern, and civilized place.
| To successfully achieve the goals and tasks set for 2026, the Party Secretary and Chairman of the People's Council of Phu Hoa commune, Thai Minh Hien, requested that Party committees at all levels and leaders further enhance their sense of responsibility, dynamism, and creativity.
