After 95 years under the Party's leadership, the country stands before a great opportunity to enter an era of prosperous development. This is a great aspiration, forged over thousands of years of history. Today, as the nation's foundation, potential, position, and international prestige are affirmed, this aspiration has an even stronger basis in practice to be realized.
On the journey to "stand shoulder to shoulder with the world's leading powers," creating a new, long-term, and sustainable development model is an urgent task of paramount importance. And 2025 is the unmissable time to undertake this "reorganization of the nation," a historical undertaking of immense significance. This profound and comprehensive institutional reform is not merely about reducing intermediate layers; more profoundly, it affirms the spirit of a "service-oriented state," a government that fosters development to build a "strong and prosperous Vietnam by 2045."
The spirit of "running while queuing" has been embraced and implemented throughout the entire political system, across all sectors and localities, becoming a guiding principle and a red thread running through all activities. A dynamic local government cannot exist if the central government apparatus remains overlapping, and vice versa. Therefore, this revolution has been implemented synchronously from central ministries and agencies down to the local level. To create a political system that is "lean, strong, efficient, effective, and efficient," numerous government agencies have been streamlined, and many units have been dissolved, creating an unprecedentedly lean central administrative apparatus. The decisive elimination of the district level is also one of the bold decisions to end the role of the intermediate level, allowing policies and decisions to go directly from the province to the commune and vice versa. The streamlining of provincial-level administrative units, from 63 to 34 provinces and cities, and from 10,035 commune-level administrative units to 3,321, has created larger areas with sufficient potential for sustainable development. Alongside the administrative system, the Party apparatus has also been streamlined, ensuring synchronization throughout the entire political system.
This revolution was carried out with urgency and decisiveness, without "testing the waters before crossing the river." Many major obstacles and impediments that existed before were decisively removed. The Politburo's resolute will spread to the entire Party and the entire people, creating a powerful atmosphere. In line with the great political determination of the whole country, Thanh Hoa reduced its commune-level administrative units from 547 to 166, while merging departments, agencies, and units in accordance with the Central Committee's direction. Thousands of officials and civil servants voluntarily submitted applications for early retirement to facilitate organizational work, a clear testament to the spirit of putting the common good above all else.
The Mường Lát Commune Public Administrative Service Center consistently upholds its responsibility to serve the people in accordance with the overarching goals of the two-tiered local government.
After six months of operating the two-tiered local government system, the entire Party, people, and army have shifted from a state of "running and queuing" to one of "straight lines, clear paths, united in purpose, striving towards the future." This is not only a directive message from the General Secretary to the entire political system, but also a concise summary of the reform journey that the apparatus at all levels has just undergone. This transition is very "rapid," but sufficiently solid for a new stage of development.
In the broader, aspirational landscape shared with the rest of the country, Thanh Hoa has quickly adapted to write new chapters in its history, enriching the glorious traditions of this land of outstanding people and rich history. Having just begun operating its two-tiered local government system, preparations for the Party congresses at all levels have proceeded swiftly and successfully. Initial difficulties and uncertainties in operating the new model have been identified and promptly addressed with flexible and creative solutions. The new apparatus, the new geographical area, and especially the renewed determination are eliminating the old mindset of simply going to the office to "check in," replacing it with a mindset of "every working day is a day of creation," as the General Secretary emphasized.
This spirit of dedication and innovation forms a solid foundation for Thanh Hoa to continue affirming its strategic role as a bridge connecting the North and Central regions, and as a driving force for regional development. The outstanding socio-economic achievements in 2025 – a year with many new and different aspects compared to previous years – demonstrate that when the aspiration for development meets the right organizational methods and the strength of the people's will, it transforms into a great revolutionary action. The image of Tho Xuan Airport welcoming friends from all over the world, the Nghi Son Economic Zone with its vibrant industrial complexes, the brightly lit deep-water port, and the industrial zones acting as a heartbeat "pumping blood" for the economy... all embody the powerful transformation in a new context full of difficulties and challenges. These are not just statistics, but the achievements of a region that is shining brighter every day on the overall development scale of the country.
The road ahead for Thanh Hoa province sets lofty goals, with three strategic breakthroughs as the driving force and 32 targets as the benchmarks. In the rhythm of construction, with unwavering will and faith, Thanh Hoa will strive to achieve the goal of being "among the leading provinces nationwide by 2030; becoming a prosperous, beautiful, civilized, and happy province by 2045." With a solid institutional foundation and a streamlined, smoothly operating administrative apparatus, along with the spirit of "advancing into a new era," Thanh Hoa will confidently move forward with the nation towards a bright future!
