In the context of a challenging economic environment, particularly the impact of fluctuating fuel prices on production and business costs, the task of collecting state budget revenue in 2026 poses significant challenges for the provincial tax department. A reporter from Tuyen Quang Newspaper interviewed Mr. Hoang Thanh Phong, Deputy Head of the Provincial Tax Department, about solutions for achieving the revenue collection target in the current situation.

Reporter: In 2026, what is the target for state budget revenue collection assigned to the Tuyen Quang Provincial Tax Department? Given the rising fuel prices and increased input costs for businesses and households, what do you consider to be the biggest difficulties and challenges in achieving this revenue target?

Mr. Hoang Thanh Phong: In 2026, the Tuyen Quang Provincial Tax Department was assigned a state budget revenue target of 6,892 billion VND. In the context of rising fuel prices, which have a ripple effect on almost all sectors of the economy , budget revenue collection in the province is facing many difficulties. Increased input costs reduce the efficiency of production and business operations for enterprises and households, forcing some units to downsize, thereby directly affecting revenue. Along with that, cash flow pressure may lead to some businesses incurring debt and delaying tax payments, increasing the difficulties in revenue management.

Notably, the implementation of government support policies, such as Decision No. 482/QD-TTg dated March 26, 2026, on adjusting some taxes on gasoline and diesel, while contributing to reducing costs for businesses and people, also impacts and reduces revenue from environmental protection tax and value-added tax.

Specifically, the environmental protection tax rate for gasoline (excluding ethanol), diesel fuel, and aviation fuel is 0 VND/liter; gasoline, diesel fuel, and aviation fuel are exempt from value-added tax (VAT) declaration and payment, but are eligible for input VAT deduction; the special consumption tax rate for all types of gasoline is 0%. Implementing policies to support people and businesses, in line with the government's policy, is necessary but also impacts the reduction of environmental protection tax and VAT revenue from major gasoline and oil businesses in the area.

In this context, the biggest challenge is to simultaneously ensure the completion of budget revenue collection while supporting businesses in recovering and developing production and business activities. Tuyen Quang Provincial Tax Department will continue to closely monitor the practical situation, strengthen revenue management, combat tax evasion, and effectively implement solutions to support taxpayers, contributing to stabilizing revenue sources and promoting socio-economic development in the province.

Reporter: Following the directives of the Government, the Ministry of Finance, and the Provincial Party Committee and People's Committee on "nurturing revenue sources, combating revenue loss, and expanding the revenue base," what key solutions will the Provincial Tax Department focus on to ensure the completion of the revenue target while avoiding creating additional pressure on businesses and citizens?

Mr. Hoang Thanh Phong: Following the directives of the Government, the Ministry of Finance, and the Provincial Party Committee and People's Committee on "nurturing revenue sources, combating revenue loss, and expanding the revenue base" and ensuring a minimum growth rate of 10%, the Tuyen Quang Provincial Tax Department has determined that it must implement comprehensive and flexible solutions to ensure both the completion of the budget revenue target and the avoidance of creating additional pressure on businesses and citizens.

First and foremost, the Tuyen Quang Provincial Tax Department will focus on fostering sustainable revenue sources by accompanying and supporting taxpayers. This includes promoting administrative procedure reforms, applying information technology, strengthening the dissemination of new, amended, and supplementary tax policies through mass media, and promptly supporting and implementing tax exemption, reduction, and extension policies of the National Assembly and the Government to assist people and businesses in promoting production and business, and stabilizing and growing the economy.

In 2026, tax authorities at all levels will continue to organize conferences to disseminate information, provide support, and offer hands-on guidance to business households and individual business owners in accordance with the Action Program "Accompanying business households and individual business owners in complying with tax laws" as stipulated in Decision No. 3789/QD-CT of the Tax Department. Simultaneously, to improve the efficiency of debt management and recovery, tax authorities will implement decisive and flexible measures, clearly classifying each debt group to develop appropriate and legally compliant solutions.

In addition, the Tax Department focuses on expanding the revenue base, exploiting potential revenue sources, and effectively combating revenue loss in the areas of taxes, fees, and invoices, concentrating on several areas such as: business units, enterprises, and individuals; real estate transfers; private basic construction; and reviewing and exploiting emerging revenue sources such as temporary basic construction activities and contractor taxes on new projects...

Reporter: In the long term, what budget management policies or tax administration reforms do you think are needed to reduce dependence on volatile factors such as fuel prices?

Mr. Hoang Thanh Phong: In the long term, to reduce the dependence of budget revenue on volatile factors such as fuel prices, I believe we need more fundamental and sustainable tax management and reform strategies. First, we need to continue restructuring budget revenue sources by focusing on developing stable revenue sources from the manufacturing, service, digital, and green economies; while simultaneously promoting the development of the private sector to create a solid revenue base.

Secondly, we must continue to promote the modernization of tax administration, strongly applying information technology and big data analytics to fully manage all revenue sources, especially in areas such as e-commerce and digital platform businesses. This will strengthen revenue management and expand revenue sources without increasing the tax burden.

Thirdly, it is necessary to strengthen risk management and effectively combat tax evasion, shifting from pre-auditing to focused post-auditing, and enhancing voluntary compliance among taxpayers. Building a transparent, simple, and easily compliant tax ecosystem will help reduce costs for businesses and increase the sustainability of revenue sources.

Fourth, a crucial solution is to "nurture revenue sources from the root," through improving the investment and business environment and supporting businesses to develop stably and sustainably. When businesses are healthy and the economy grows sustainably, budget revenue will be more stable and less affected by external fluctuations such as fuel prices.

Fifth, it is necessary to improve the quality of forecasting and revenue management, develop flexible scenarios to respond to fluctuations in the global market, thereby minimizing risks and ensuring proactive management of state finance and budget.
