In order to gradually restore urban order and build a "bright, green, clean, beautiful, civilized, and safe" road, the People's Committee of Dong Anh commune is implementing a comprehensive plan to address violations along National Highway 3. Beyond simply dismantling encroaching structures, the plan also aims for sustainable management and preventing re-violations after clearance.
Addressing long-standing issues.
Through a review along National Highway 3, Dong Anh commune discovered 614 violations related to traffic safety corridors, construction order, misuse of land, and environmental sanitation. Violations were concentrated in areas such as Dong Quan (78 cases), Doc Van - Dong Dau (66 cases), Ly Nhan (86 cases), the section from Mai Lam Cemetery to Doc Van (114 cases), and Loc Ha (81 cases).
The main violations include erecting awnings and canopies encroaching on traffic lanes; stockpiling goods, trading construction materials, and vehicles obstructing traffic; using agricultural land for purposes other than intended; and constructing structures that affect road safety.

To address the existing issues, Dong Anh commune will implement the following plan: Review, disseminate information, and encourage people to rectify violations themselves; then organize campaigns to handle cases of deliberate non-compliance, while strengthening inspection and supervision to prevent re-encroachment.
Mr. Ho Xuan Thang, a resident of Dong Quan area (Cau Ca village), said that many illegal constructions along National Highway 3 have existed for a long time. However, when the local authorities implemented the urban beautification plan, most people agreed, supported, and voluntarily complied.
"My family is also subject to partial demolition of the illegally constructed building, but we fully agree. This is a sound policy that contributes to ensuring urban aesthetics and order," Mr. Thang shared.
Public consensus is also a crucial factor in ensuring a smooth implementation process. According to Mr. Nguyen Van Tu, Secretary of the Party Branch of Cau Ca village, although many encroaching structures have existed for a long time, after being informed and persuaded, most households voluntarily complied.
“The people understand that the demolition is not only to ensure urban aesthetics but also to contribute to reducing the risk of traffic accidents and creating a clear space for pedestrians and vehicles. Local authorities and organizations have directly gone to each household to disseminate information and provide manpower support to ensure the demolition process is quick and smooth,” Mr. Tu said.
Synchronize solutions to maintain results after land clearance.
According to Mr. Ngo Ngoc Anh, Head of the Economic Department of Dong Anh commune, the plan to address violations on National Highway 3 is not a single operation but a comprehensive solution aimed at simultaneously resolving issues related to traffic, land, construction, and the environment along the entire route.
Besides removing illegal constructions, Dong Anh commune has also implemented many comprehensive solutions such as reviewing, planning, and rearranging parking areas; painting lines and arranging parking spaces to ensure traffic safety; organizing commitment signing with business households to prevent encroachment on roads and sidewalks; dealing with illegal advertising signs, platforms, ramps, canopies, and awnings; and addressing the issue of illegal markets, temporary markets, unauthorized parking lots, and construction material stockpiles that detract from urban aesthetics.
"The commune's stance is to definitively address existing problems, prevent new violations from arising, and gradually build a civilized and modern National Highway 3, meeting the requirements of urban development in the new phase," said Mr. Ngo Ngoc Anh.
Lieutenant Colonel Nguyen Hong Phong, Deputy Head of the Public Order Police Team of Dong Anh Commune Police, said that the police force has coordinated with the local government to propagate and encourage people to voluntarily dismantle illegal constructions.
“Over 600 cases of violations have been reviewed, and people have signed commitments to comply. Thanks to the people's consensus, the implementation process went smoothly, without the need for coercive measures,” Lieutenant Colonel Nguyen Hong Phong said.

A notable point in Dong Anh commune's plan is that after the clearance is completed, the local authorities will continue to maintain regular patrol and inspection teams; strengthen penalties for violations, including applying the "cold penalty" method for cases of re-encroachment on traffic corridors.
In particular, the results of task implementation will be linked to the monthly and annual evaluation and ranking of officials, civil servants, and Party members. According to Mr. Nguyen Van Tu, after the clearance is completed, the village leadership will continue to coordinate with relevant authorities to closely monitor the situation, regularly disseminate information, and remind people to comply with regulations on traffic corridor management.
In the coming period, Dong Anh commune will implement projects to renovate and upgrade the old National Highway 3 along the entire route from the 6km intersection to Van slope. Addressing current violations is considered a necessary step to create consensus among the people and ensure a clean site for the projects to be implemented smoothly and effectively.
