On the morning of June 12th, the Dong Hung Thuan Police Station (Ho Chi Minh City) became busier as it provided free assistance in verifying subscriber information for residents in the area. This was one of MobiFone 's mobile service activities as the deadline for deactivating SIM cards registered under unregistered names approached. According to a MobiFone representative, to "resolve" customer issues before the deadline for standardizing subscriber information, MobiFone is always available on all online and offline channels, including social media platforms.

Not only MobiFone, but other network operators are also making efforts to reach out to subscribers who have not yet verified their information, encouraging them to quickly do so themselves via the application or at fixed or mobile service points to receive assistance in completing the process before the deadline. Specifically, Viettel is offering a promotional package worth up to 50,000 VND to all customers who successfully verify their information through the My Viettel application. Prepaid customers will receive an immediate 25,000 VND credited to their data account and 25,000 VND credited to their on-net call/message account. The gifts will be automatically added by the system 24 hours after successful verification.
Postpaid customers will also receive a discount of up to VND 50,000 on charges for calls and messages within the Viettel network (excluding promotional packages currently in use) within the month of successful verification. Furthermore, to meet the needs and circumstances of each customer, Viettel has implemented a range of flexible subscriber information verification methods, from self-verification online at home to receiving direct support.
A representative from Viettel Telecom stated that for tech-savvy customers, self-verification at home is an optimal and time-saving option. Customers can proactively verify their identity through the VNeID application. Alternatively, users can also perform the verification directly through the network's official applications, My Viettel and Viettel Tammi. The self-verification process on the application is very smooth and only takes a few minutes.
Vinaphone also announced that since Circular 08/2026 of the Ministry of Science and Technology came into effect, Vinaphone has been sending daily notification messages to subscribers requiring verification, and has deployed over 1,000 transaction points and approximately 4,000 mobile verification points nationwide. The support network has been particularly strengthened in remote areas, difficult-to-access locations, or areas with a large population needing guidance on subscriber information verification. People can even schedule appointments via the hotline 18008098 (press 0) for in-home support, specifically for the elderly and those with mobility difficulties.
What happens to the 20 million unverified subscribers?
However, as of June 12th, nearly 20 million subscribers had not yet completed the information verification process. According to statistics, over 30% of these unverified subscribers are elderly people and residents in remote areas. For VinaPhone, 18 million subscribers have completed the verification process so far, but approximately 3 million subscribers still need to undergo verification under the new regulations.
The final days leading up to the June 15th deadline are the peak period for subscriber information verification. VinaPhone recommends that customers proactively complete the procedure early instead of waiting until the last minute. Verification only takes a few minutes but will help customers maintain continuous communication, ensure electronic transactions, and avoid service interruptions as per regulations.
According to regulations, subscribers who are required to verify their accounts but have not completed the procedure before the effective date (June 15, 2026) will be subject to penalties as prescribed by the state management agency. Specifically, for regular subscribers, failure to complete verification before June 15 will result in one-way blocking (outgoing calls and messages). After 60 days from the one-way blocking date, if still not verified, the subscriber will be blocked in both directions. For subscribers who have changed their terminal device (changed phones), failure to re-verify will result in one-way blocking after 2 hours. After 30 days from the one-way blocking date, if still not verified, the subscriber will be blocked in both directions. For subscribers whose accounts have been rejected by the owner on the VNeID application, users have 5 days to re-verify. After this period, if still not verified, the subscriber will be blocked in one direction. After 60 days from the date of one-way blocking, the subscriber will be blocked in both directions. In all three cases mentioned above, if verification is not completed within 5 days from the time of two-way blocking, the subscriber number will be revoked and the telecommunications service contract will be terminated as per regulations.
Technology experts note that unverified phone numbers not only lose their long-standing phone numbers but also lead to many other negative consequences. Currently, most users are required to provide their phone numbers when using a range of essential services such as bank accounts, e-wallets, securities, e-commerce, ride-hailing apps, food delivery, social media, email, and online entertainment platforms. Furthermore, phone numbers are increasingly playing a crucial role in online public services such as VNeID, electronic social insurance, the national public service portal, and applications in healthcare and education. Therefore, having a phone number blocked not only hinders communication but also seriously impacts users' lives.
According to network operators, despite implementing various support measures, the number of unverified subscribers remains very high. This is due to many subscribers being registered 10-15 years ago, with users no longer remembering who the original owner was; SIM cards being transferred multiple times; and a segment of elderly users who are unfamiliar with electronic verification procedures. Therefore, from now until the regulations are fully implemented, network operators will continue to strengthen communication, text messaging, and direct support to minimize the number of subscribers whose accounts are blocked or revoked.
