Building a strong Party from the commune level

Party committees and grassroots party organizations in the province have been focusing on many comprehensive solutions to enhance leadership capacity and fighting strength, meeting the requirements of the new situation.

Since the implementation of the two-tiered local government model, Nguyen Van Thoan, Secretary of the Party Committee of Vinh Binh commune, has always dedicated time to visiting the grassroots to understand the situation. “Seeing and hearing firsthand is the best way to verify information, helping me and the commune's Party Committee to set effective directions and methods that are in line with the people's wishes. At the same time, it strengthens and increases trust, motivates cadres, Party members, and the people to unite and strive to create positive changes in the new administrative unit,” Mr. Thoan said.

Recently, the leaders of Vinh Binh commune met and held direct dialogues with Party members, association members, and the people of the commune. In a spirit of listening and sharing, representatives from Party branches, Party members, and association members frankly discussed the implementation of tasks, especially difficulties and obstacles related to Party building at the grassroots level, administrative reform, environmental sanitation, social welfare, security, and order. Through these meetings and dialogues, the commune leaders gained a practical understanding of the implementation of the Party's guidelines, resolutions, and policies, as well as the laws of the State. From this, each agency, department, and organization, especially the head of the commune, made adjustments to ensure that all policies were more aligned with reality.

Vo Thanh Xuan, Standing Deputy Secretary of the Party Committee and Chairman of the People's Council of Vinh Binh commune, affirmed: "The attention of the leaders contributes to encouraging and motivating the grassroots cadres to continue to promote their role as the political core at the grassroots level, effectively carrying out Party building work and patriotic emulation movements, contributing to the successful achievement of the goals and tasks set by the commune's Party Committee."

Implementing a two-tiered local government model, the head of the commune plays a particularly important role: He is both the center of leadership and administration, and the nucleus of unity, gathering the strength of the people, fostering consensus, and creating momentum for local development. Operating the new system, the workload of grassroots officials, especially the heads, is increasing. This requires each grassroots official to demonstrate a high sense of responsibility, political acumen, and scientific leadership methods to successfully complete their tasks. “When the head of the commune is closely involved with the grassroots and listens to the people, all policies and guidelines will be implemented more effectively; obstacles will be resolved early on, at the grassroots level; and the relationship between the Party, the government, and the people will be strengthened,” shared Nguyen Chi Thanh, Secretary of the Party Committee of Vinh Phong commune.

Reforming daily life in a practical and effective way.

Based on the resolution of the first Party Congress, term 2025-2030, the commune-level Party committees will focus on consolidating their organizations, clearly assigning responsibilities to specific individuals, and emphasizing the cultivation of revolutionary ethics and political and ideological education for cadres and Party members. Inspection and supervision work will be strengthened, promptly addressing shortcomings, promoting democracy and unity, thereby enhancing the fighting capacity of the Party organization.

The Party Committee of Vinh Thuan commune has 720 members. Party organizations in the commune actively participate in the emulation movement to build "Four Good Party Branches". According to Huynh Ngoc Nguyen, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Vinh Thuan commune: "The commune Party Committee directs the Party branches to innovate the content and methods of their activities, concretizing resolutions with practical actions according to the motto: Clear person, clear task, clear responsibility, clear time, clear effectiveness, clear inspection and supervision."

In recent times, the Party Branch of Binh Thanh Hamlet, Vinh Binh Commune, has focused on maintaining regular meetings, ensuring strict adherence to time, content, and procedures; especially applying a paperless meeting model. Meeting content is meticulously prepared, closely adhering to the local political tasks and linked to studying and following the ideology, ethics, and style of Ho Chi Minh. During meetings, the Party Branch promotes democracy, encourages Party members to frankly exchange ideas and contribute opinions, promptly resolving difficulties at the grassroots level, thereby enhancing the leadership role and fighting capacity of the Party organization and creating consensus among the people.

Mr. Lam Thai Ban, Secretary of the Party Branch of Binh Thanh Hamlet, said: “The Party Branch always pays attention to understanding the thoughts and aspirations of the people, listening to their opinions to formulate resolutions that are accurate, correct, and in line with the people's wishes. Thanks to this, Binh Thanh has been recognized as a cultural hamlet for many years, with an average per capita income of nearly 60 million VND/year, and the poverty rate reduced to 0.3%.”

Through determination, the exemplary conduct of cadres and Party members, along with comprehensive solutions, Party building at the grassroots level has been significantly improved. When grassroots Party organizations are truly clean and strong, the leadership in socio-economic development, improving living standards, maintaining national defense and security, and consolidating the people's trust in the Party will be enhanced.
